Scrap, Lime, Molybdic Oxide, Ferro Silicon, Mill Scale, Iron Nails and Ilemenite will be used asraw materials. Power requirement [75 HP] will be supplied by Jharkhand State Electricity Board. Themanufacturing <strong>of</strong> <strong>the</strong>se ferro alloys will be carried out in Non Electric Smelting Furnace and is based onAlumino Silico Thermite reaction. The manufacturing process for <strong>the</strong>se ferro-alloys involves Reactorpreparation, Raw-material preparation, Charging, Triggering and Separation. Salient features <strong>of</strong> <strong>the</strong><strong>the</strong>rmite process include production <strong>of</strong> ferro-alloys with low-carbon (0.1%), high recovery <strong>of</strong> <strong>the</strong> primarymetal, rapid completion <strong>of</strong> <strong>the</strong> reduction, essentially a non-furnace process and does not require externalheating in most cases and low capital investment.Ambient air quality monitoring has been carried out at 8 locations during <strong>the</strong> period October 2011to November 2011 and <strong>the</strong> average data submitted indicate PM 10 (46 - 81 µg/m 3 ), PM 2.5 (29-52 µg/m 3 ),SO 2 (8 - 21 µg/m 3 ) and NO x (17 -31 µg/m 3 ) are within <strong>the</strong> permissible limits. Ground LevelConcentrations (GLC’s) due to proposed project has been predicted by using Industrial SourceComplex, Short Term (ISCST3) as per CPCB guidelines and <strong>the</strong> average data indicate an incrementalconcentration <strong>of</strong> PM 10 <strong>of</strong> 1.2 µg/m 3 and PM 2.5 <strong>of</strong> 1.1 µg/m 3 . The smoke and fumes collected from NonElectric Smelting Furnace by <strong>the</strong> hood will be passed through Multi Cyclone before discharging througha stack <strong>of</strong> adequate height and Bag Filter system will be installed for grinder.Total water requirement will be 1.5 KLD which will be sourced from Drinking Water & SanitationDepartment, Adityapur (permission obtained). No water will be required for manufacturing process.Domestic wastewater from <strong>the</strong> service units <strong>of</strong> plant premises will be collected in an individual soak pit.Fines collected at Multi Cyclone (150 TPA) and Bag Filter (50 TPA) will be recycled in <strong>the</strong> process. Slagproduced in Fe-Mn will be reused to produce Si-Mn, slag from Fe-Ti production will be used as lining in<strong>the</strong> reactor and slag from Fe-Mo production will be used as lining in <strong>the</strong> reactor and manufacturing <strong>of</strong>concrete blocks. All pumps and motors will be selected from less noise generating types. Ear plugs willbe provided to employees working in high noise prone areas.Public Hearing is not required as per 7(i) III (b) <strong>of</strong> EIA Notification, 2006 as it is located in NotifiedIndustrial Area developed by Adityapur Industrial Area Development Authority and Gazette Notification issubmitted.After detailed deliberations, <strong>the</strong> <strong>Committee</strong> has recommended <strong>the</strong> proposal for environmentalclearance subject to stipulation <strong>of</strong> following specific conditions along with o<strong>the</strong>r environmentalconditions:1. No charcoal shall be used as fuel. Pet coke shall be used as fuel instead <strong>of</strong> charcoal fromunknown sources.2. Continuous monitoring facilities for all <strong>the</strong> stacks and sufficient air pollution control equipmentsviz. fume extraction system with bag filters, ID fan and stack <strong>of</strong> adequate height to submergedarc furnace shall be provided to control emissions below 50 mg/Nm 3 .3. The National Ambient Air Quality Standards issued by <strong>the</strong> Ministry vide G.S.R. No. 826(E) dated16 th November, 2009 shall be followed.46
