25 th May, 2012Proposals for Environmental Clearance36.3.1 Expansion <strong>of</strong> Induction Furnace (54 TPD to 294 TPD) and Rolling Mill (100 TPD to 200 TPD) tomanufacture 294 MT/day <strong>of</strong> MS Ingots/Billets/Castings and 200 MT/day (60,000 MT/annum) <strong>of</strong>Rolled Products at Village Khumna, Tehsil Amloh, District Fatehgarh Sahib in Punjab by M/sNeelkanth Concast Steels Pvt. Limited - regarding Environmental ClearanceThe project authorities and <strong>the</strong>ir consultant, M/s Ace Engineers and Consultants, Patiala gave adetailed presentation on <strong>the</strong> salient features <strong>of</strong> <strong>the</strong> project and proposed environmental protectionmeasures to be undertaken as per Terms <strong>of</strong> Reference (TORs) accorded by <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong><strong>Committee</strong> (Industry-1) in its 24 th <strong>Meeting</strong> held during 19 th & 20 th May, 2011 for preparation <strong>of</strong> EIA/EMPreport. Although <strong>the</strong> proposed project is a Category B project, since <strong>the</strong> plant site falls within 10 km <strong>of</strong>Mandi Gobindgarh, a critically polluted area, as per <strong>the</strong> General Condition <strong>of</strong> EIA Notification, 2006, <strong>the</strong>project has been appraised by <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1) <strong>of</strong> MoEF.M/s Neelkanth Concast Steels (P) Ltd. have proposed for expansion <strong>of</strong> Induction Furnace (54TPD to 294 TPD) and Rolling Mill (100 TPD to 200 TPD) to manufacture 294 MT/day <strong>of</strong> MSIngots/Billets/Castings and 200 MT/day (60,000 MT/annum) <strong>of</strong> Rolled Products at Village Khumna,Tehsil Amloh, District Fatehgarh Sahib in Punjab. Presently, <strong>the</strong> industry is having an existing inductionfurnace <strong>of</strong> capacity 4.5 MT/heat and rolling mill <strong>of</strong> 100 TPD. It is proposed to install an induction furnace<strong>of</strong> 20 MT/heat and rolling mill <strong>of</strong> 100 TPD. The total project area is 5.06 Acres (20,475 sq m) and greenbelt will be developed in more than 33 % <strong>of</strong> <strong>the</strong> total area. There are no Wild Life Sanctuaries, Reserved/Protected Forests or Defence Installations, Rivers and Hill Ranges within 10 km radius <strong>of</strong> <strong>the</strong> project.Total Cost <strong>of</strong> <strong>the</strong> Project is Rs. 15 Crores and Rs. 83 lacs have been earmarked for pollution controlMeasures. About Rs. 78 lacs will be spent on annual operation and maintenance <strong>of</strong> pollution controlequipment.The raw materials used are MS Scrap, Sponge Iron and Ferro Alloys. The total waterrequirement is 61 m 3 /day <strong>of</strong> which 30 m 3 /day will be for cooling purpose, 25 m 3 /day for APCD, 1 m 3 /dayfor <strong>the</strong> operation <strong>of</strong> DM plant and 5 m 3 /day will be for domestic purposes. Rain water harvesting wouldbe provided in <strong>the</strong> unit with a potential to harvest 5,000 m 3 /annum. The total power requirement <strong>of</strong> about12,000 KW will be met from <strong>the</strong> Punjab State Power Corporation Limited from <strong>the</strong> nearby Sub-station.Ambient air quality monitoring was carried out within <strong>the</strong> study area for PM 10 , PM 2.5 , SO 2 andNOx. Values <strong>of</strong> <strong>the</strong>se parameters range from 41 to 204 µg/m 3 , 32 to 87 µg/m 3 , 6.2 to 38.1 µg/m 3 and12.0 to 59.7 µg/m 3 respectively. The predicted incremental Ground Level Concentration (GLC) due to<strong>the</strong> proposed project for SPM is 8.293 µg/m 3 and for SO 2 is 3.98 µg/m 3 . The resultant concentration iswithin <strong>the</strong> prescribed standard. For air pollution control, multicyclone followed by wet scrubber would beinstalled in <strong>the</strong> rolling mill section and wet scrubber shall be provided to induction furnaces. Chimney <strong>of</strong>adequate height would be provided for DG sets as per CPCB norms. There is no generation <strong>of</strong> processwastewater and <strong>the</strong> cooling tower blow down will be recirculated for APCD. Domestic wastewater shallbe treated through STP and will be used within <strong>the</strong> premises for plantation. The solid waste in <strong>the</strong> form<strong>of</strong> slag from <strong>the</strong> furnace, (about 2.5 TPD), shall be given to cement plant for fur<strong>the</strong>r use. The waste from<strong>the</strong> APCD shall be stored in impervious pit and sent to TSDF site.Public hearing/Public consultation was conducted by <strong>the</strong> Punjab Pollution Control Board on14.2.2012. The issues raised in <strong>the</strong> public hearing were regarding provision <strong>of</strong> disposal <strong>of</strong> wastewater by<strong>the</strong> rolling mills outside <strong>the</strong>ir industries, discharge <strong>of</strong> black smoke from <strong>the</strong> chimney by <strong>the</strong> industries,pollution control measures, employment to local people, CSR activities etc. which have been addressedin <strong>the</strong> final EIA/EMP report.After detailed deliberation, <strong>the</strong> <strong>Committee</strong> recommended <strong>the</strong> project for environmental clearancesubject to submission <strong>of</strong> OHS data <strong>of</strong> workers & Revised OHS plan, Budgetary break up <strong>of</strong> EnterpriseSocial Commitment activities and <strong>the</strong> stipulation <strong>of</strong> following specific conditions along with o<strong>the</strong>renvironmental conditions:44
