Transportation <strong>of</strong> raw materials andproducts will be done in covered manner so as to avoid any fugitive emission. There will be emissionsduring handling <strong>of</strong> raw materials and products, which will be controlled by dust suppression system.Regular monitoring <strong>of</strong> fugitive emissions will be carried out in different plant areas. The emissions from<strong>the</strong> production process will be passed through Scrubber and Bag filters/ESP to retain flue dust particlesand <strong>the</strong>n it will be released through high stack. The PM level will be maintained below 100 mg/Nm 3 .Total water requirement will be 682 m 3 /hr which will be sourced from surface water. The rainwater will be harvested and stored in a reservoir to cater <strong>the</strong> need <strong>of</strong> lean season. There will be noeffluent generation from <strong>the</strong> plant. The domestic wastewater generated from <strong>the</strong> plant, after treatment,shall be recycled & utilized in <strong>the</strong> plant, dust suppression & gardening. As such <strong>the</strong> plant will work onzero discharge basis. The solid waste will be mostly in <strong>the</strong> form <strong>of</strong> dust from various APC devices, SMSSlag, Scraps etc. Solid waste generated from <strong>the</strong> plant in <strong>the</strong> form <strong>of</strong> granulated slag will be sold tocement manufacturers where as dust generated in <strong>the</strong> plant will be used in sinter plant and scraprecycled to SMS.The <strong>Committee</strong> deliberated upon <strong>the</strong> issues raised during <strong>the</strong> Public Hearing /Public Consultationmeeting conducted by <strong>the</strong> Odisha State Pollution Control Board on 6 th May, 2011. The main issuesraised in <strong>the</strong> public hearing meeting were provision <strong>of</strong> pollution control measures developing <strong>of</strong> localarea, provision <strong>of</strong> employment etc. which were addressed in <strong>the</strong> EIA Report.After detailed deliberation, <strong>the</strong> <strong>Committee</strong> recommended <strong>the</strong> project for environmental clearancesubject to stipulation <strong>of</strong> <strong>the</strong> following specific conditions along with o<strong>the</strong>r environmental conditions:i. Efforts shall be made to reduce RSPM levels in <strong>the</strong> ambient air and a time bound action plan shall besubmitted. On-line ambient air quality monitoring and continuous stack monitoring facilities for all <strong>the</strong>stacks shall be provided and sufficient air pollution control devices viz. Electrostatic precipitator(ESP), gas cleaning plant, venturi scrubber, bag filters etc. shall be provided to keep <strong>the</strong> emissionlevels below 50 mg/Nm 3 by installing energy efficient technology.ii.iii.iv.As proposed, Electrostatic precipitator (ESP) shall be provided to WHRB, CFBC and DRI plants tocontrol SPM levels within 50 mg/Nm 3 . Fume extraction system shall be provided to induction furnacesto control <strong>the</strong> emissions within <strong>the</strong> prescribed standards.The National Ambient Air Quality Standards issued by <strong>the</strong> Ministry vide G.S.R. No. 826(E)dated 16 th November, 2009 shall be followed.Gaseous emission levels including secondary fugitive emissions from all <strong>the</strong> sources shall becontrolled within <strong>the</strong> latest permissible limits issued by <strong>the</strong> Ministry and regularly monitored.Guidelines/Code <strong>of</strong> Practice issued by <strong>the</strong> CPCB shall be followed. New standards for <strong>the</strong> spongeiron plant issued by <strong>the</strong> Ministry vide G.S.R. 414(E) dated 30 th May, 2008 should be followed.v. Hot gases from DRI kiln shall be passed through Dust Settling Chamber (DSC) to remove coarsesolids and After Burning Chamber (ABC) to burn CO completely and used in waste heat recoveryboiler (WHRB). The gas <strong>the</strong>n shall be cleaned in ESP before leaving out into <strong>the</strong> atmosphere throughID fan and stack.vi.Total water requirement after <strong>the</strong> expansion project shall not exceed 682 m 3 /hr. Use <strong>of</strong> air cooledcondensers shall be explored and closed circuit cooling system shall be provided to reduce waterconsumption and water requirement shall be modified accordingly. All <strong>the</strong> effluent should be treatedand used for ash handling, dust suppression and green belt development. No effluent shall be18
