vii. Total water requirement shall not exceed 100 m 3 /day. All <strong>the</strong> treated wastewater shall berecycled and reused in <strong>the</strong> process and/or for dust suppression and green belt development ando<strong>the</strong>r plant related activities etc. No process wastewater shall be discharged outside <strong>the</strong> factorypremises and ‘zero’ discharge should be adopted.viii.ix.Efforts shall be made to make use <strong>of</strong> rain water harvested. If needed, capacity <strong>of</strong> <strong>the</strong> reservoirshould be enhanced to meet <strong>the</strong> maximum water requirement. Only balance water requirementshall be met from o<strong>the</strong>r sources.Regular monitoring <strong>of</strong> influent and effluent surface, sub-surface and ground water should beensured and treated wastewater should meet <strong>the</strong> norms prescribed by <strong>the</strong> State Pollution ControlBoard or described under <strong>the</strong> E(P) Act whichever are more stringent. Leachate study for <strong>the</strong>effluent generated and analysis should also be regularly carried out and report submitted to <strong>the</strong>Ministry’s Regional Office at Chandigarh, SPCB and CPCB.x. All <strong>the</strong> bag filter dust, raw mill dust, coal dust, clinker dust and cement dust from pollution controldevices should be recycled and reused in <strong>the</strong> process and used for cement manufacturing. Spentoil and batteries shall be sold to authorized recyclers / reprocessors only.xi.xii.xiii.xiv.xv.xvi.Efforts shall be made to use low-grade lime, more fly ash and solid waste in <strong>the</strong> cementmanufacturing.An effort shall be made to use <strong>of</strong> high calorific hazardous waste in <strong>the</strong> cement kiln and necessaryprovision should be made accordingly.As proposed, green belt shall be developed in at least 33 % area in and around <strong>the</strong> cement plantas per <strong>the</strong> CPCB guidelines to mitigate <strong>the</strong> effects <strong>of</strong> air emissions in consultation with localDFO.All <strong>the</strong> recommendations made in <strong>the</strong> Charter on Corporate Responsibility for EnvironmentProtection (CREP) for <strong>the</strong> Cement plants should be implemented.All <strong>the</strong> commitments made to <strong>the</strong> public during <strong>the</strong> Public Hearing / Public Consultation meetingheld on 26 th December, 2011 shall be satisfactorily implemented and a separate budget forimplementing <strong>the</strong> same shall be allocated and information submitted to <strong>the</strong> Ministry’s RegionalOffice at Chandigarh.At least 5 % <strong>of</strong> <strong>the</strong> total cost <strong>of</strong> <strong>the</strong> project shall be earmarked towards <strong>the</strong> Enterprise SocialCommitment based on Public Hearing Issues and item-wise details along with time bound actionplan shall be prepared and submitted to <strong>the</strong> Ministry’s Regional Office at Chandigarh.Implementation <strong>of</strong> such program shall be ensured accordingly in a time bound manner.36.2.7 Proposed Cement Grinding Unit (200 TPD/73,000 TPA) at Plot No. E-18, RIICO Industrial Area,Village Sota Nala, Tehsil Behror, District Alwar, Rajasthan by M/s Aditya Cement- regardingEnvironmental ClearanceThe project authorities along with <strong>the</strong>ir environmental consultant, M/s. TEAM Institute <strong>of</strong> Science& Technology Pvt. Ltd., Jaipur gave a detailed presentation on <strong>the</strong> salient features <strong>of</strong> <strong>the</strong> project andproposed environmental protection measures to be undertaken as per <strong>the</strong> Terms <strong>of</strong> Reference (TORs)accorded during <strong>the</strong> 24 th <strong>Meeting</strong> <strong>of</strong> <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1) held during 19 th -20 thMay, 2011 for <strong>the</strong> preparation <strong>of</strong> EIA/ EMP. The stand alone cement grinding units are covered underCategory ‘B’ as per para 3(b) <strong>of</strong> <strong>the</strong> Schedule <strong>of</strong> <strong>the</strong> EIA notification 2006, but due to InterstateBoundary <strong>of</strong> Haryana within 10 km radius <strong>of</strong> <strong>the</strong> project site, <strong>the</strong> proposal was considered as a Category“A” Project and appraised at <strong>the</strong> Centre.M/s Aditya Cement have proposed for Cement Grinding Unit (200 TPD/ 73,000TPA) at Plot No.E-18, RIICO Industrial Area, Village Sota Nala, Tehsil Behror, District Alwar, Rajasthan. The total plotarea for <strong>the</strong> proposed plant is about 4,018.40 sq. mtrs., out <strong>of</strong> which, about 1,420 sq. m. (35% <strong>of</strong> <strong>the</strong>14
