Tool 1LLEDAC Areas of Concern<strong>The</strong> LLEDAC promotes and strengthens legislative-executive partnership in localgovernance, particularly in the performance of the following tasks and functions:1. Formulation of the <strong>Local</strong> Development Plan<strong>The</strong> LLEDAC can assist the <strong>Local</strong> Development Council in determining andrecommending socio-economic development goals and policies that will guide theformulation and implementation of the local development plan. As necessary, it may beconvened to review socio-economic developments.2. Formulation of the ELA and the LA<strong>The</strong> LLEDAC may be convened to identify and recommend policy priorities for the ELAteam to consider in formulating the ELA and the LA which are subject to stakeholderconsultations.3. Approval of legislative measures<strong>The</strong> LLEDAC may recommend legislative measures that need to be certified as prioritymeasures by the LCE such as those in the ELA, including measures that respond tospecial situations or circumstances, e.g. calamities, which may not have been includedin either in ELA or LA.4. Implementation and evaluation of ordinances<strong>The</strong> LLEDAC can be a venue for checking when and how ordinances enacted by thesanggunian are being implemented. It may also recommend amendments to ordinancesor changes to implementing rules and regulations to improve effectiveness of programsbeing implemented. To do this, the LLEDAC may conduct or initiate studies to assessthe effects of LGU programs on the constituents.5. Preparation and approval of the local budget<strong>The</strong> LLEDAC may recommend the basis for allocating the budget and reviews theexecutive budget before it undergoes approval by the sanggunian. It also studies andevaluates requests for supplemental budgets to be enacted by the sanggunian.75
