Exemplar – the extent to which the legislator is viewed as an asset to the governmentand the community and a model to the rest of the citizenry.17. Politician – the extent to which the legislator engages in “politics” which is essentiallyabout “who gets what, when, and how” and enters into negotiations with other politiciansto settle conflicts and arrive at a consensus on the goals and objectives of policydecisions.24
