For me, <strong>Gatineau</strong> is…“The feel of <strong>the</strong> country in <strong>the</strong> city, greenspaces, waterways <strong>and</strong> an envir<strong>on</strong>mentthat promotes outdoor activities, but mostof all, it’s a chance to meet people <strong>and</strong>c<strong>on</strong>nect with <strong>the</strong>m.”From <strong>the</strong> Family Policy c<strong>on</strong>sultati<strong>on</strong>,youth group4

Forewordto help <strong>the</strong> resi<strong>de</strong>nts of <strong>the</strong> urban villages <strong>de</strong>velop <strong>the</strong> sense of bel<strong>on</strong>gingto <strong>the</strong> <strong>Gatineau</strong> community that comes from closer ties am<strong>on</strong>g people, bridges am<strong>on</strong>g groups <strong>and</strong> <strong>de</strong>mocratic <strong>de</strong>cisi<strong>on</strong>-making.In <strong>Gatineau</strong>, resi<strong>de</strong>nts of all ages are involved in building a healthy, safe<strong>and</strong> lively city in which it feels good to live. This quality of life stems, inpart, from <strong>the</strong> numerous recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities in <strong>the</strong>urban villages that make up <strong>the</strong> city. The urban villages of <strong>the</strong> greater<strong>Gatineau</strong>, rooted in our history <strong>and</strong> <strong>the</strong> ways in which we have grown, are afundamental c<strong>on</strong>cept when it comes to planning activities <strong>and</strong> fosteringlocal jobs. By <strong>de</strong>veloping a Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors,<strong>Gatineau</strong> wants to take into account <strong>the</strong> emerging pers<strong>on</strong>ality of eachurban village while c<strong>on</strong>tinuing to streng<strong>the</strong>n community life <strong>and</strong> improving<strong>the</strong> quality of life for <strong>the</strong> populati<strong>on</strong> as a whole. In so doing, <strong>the</strong> city hopesThe Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors stems from <strong>the</strong> visi<strong>on</strong> setout in <strong>Gatineau</strong>’s 2003-2007 Strategic Plan, which aims to make <strong>the</strong> city aplace where it feels good to live <strong>and</strong> where people participate actively in<strong>the</strong> well-being of <strong>the</strong>ir community. This <str<strong>on</strong>g>policy</str<strong>on</strong>g> is a logical link in <strong>the</strong> chainof o<strong>the</strong>r municipal policies adopted by <strong>Gatineau</strong>’s Municipal Council. It tiesin with both <strong>the</strong> Family Policy <strong>and</strong> <strong>the</strong> Cultural Policy, as well as <strong>the</strong> Cadre<strong>de</strong> référence en matière <strong>de</strong> participati<strong>on</strong> <strong>de</strong>s citoyens aux affaires municipales.Toge<strong>the</strong>r, <strong>the</strong>se documents <strong>de</strong>fine a coherent set of jurisdicti<strong>on</strong>s <strong>and</strong>areas for acti<strong>on</strong> whose shared goal is to engage <strong>Gatineau</strong>’s municipalresources in <strong>the</strong> service of <strong>the</strong> community.5

Message from <strong>the</strong> Chair of <strong>the</strong> Commissi<strong>on</strong> <strong>de</strong>sloisirs, <strong>de</strong>s <strong>sports</strong> et <strong>de</strong> la vie communautaireservices to <strong>the</strong> public’s expectati<strong>on</strong>s; <strong>and</strong> <strong>de</strong>fining a frame of referencefor <strong>the</strong> municipal government’s role in social <strong>de</strong>velopment <strong>and</strong> itscommitment <strong>the</strong>reto.In spring, summer, fall <strong>and</strong> winter, <strong>Gatineau</strong> offers its resi<strong>de</strong>nts manydifferent recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities that enrich our communitylife <strong>and</strong> help people c<strong>on</strong>nect with <strong>on</strong>e ano<strong>the</strong>r. The energy invested by<strong>Gatineau</strong>’s municipal employees, <strong>the</strong> commitment of people in <strong>the</strong> community<strong>and</strong> <strong>the</strong> passi<strong>on</strong> shown by volunteers are all clear signs of <strong>the</strong>ir<strong>de</strong>terminati<strong>on</strong> to ensure a certain quality of life for <strong>the</strong> city’s resi<strong>de</strong>nts.The m<strong>and</strong>ate of <strong>Gatineau</strong>’s Commissi<strong>on</strong> <strong>de</strong>s loisirs, <strong>de</strong>s <strong>sports</strong> et <strong>de</strong> la viecommunautaire is to study community, <strong>sports</strong> <strong>and</strong> outdoors issues, <strong>and</strong> tosubmit recommendati<strong>on</strong>s to <strong>the</strong> Municipal Council. Our acti<strong>on</strong>s are gui<strong>de</strong>dby a three-fold objective: ensuring participati<strong>on</strong> by <strong>the</strong> public <strong>and</strong> partnersin <strong>the</strong> <strong>de</strong>livery of recreati<strong>on</strong> services; <strong>de</strong>veloping recreati<strong>on</strong>, <strong>sports</strong>, physicalactivity <strong>and</strong> community life in or<strong>de</strong>r to match <strong>the</strong> <strong>de</strong>livery of recreati<strong>on</strong>Reading through this document, you will notice that <strong>Gatineau</strong>’s Policy <strong>on</strong>Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors is closely aligned with <strong>the</strong>se objectives. In fact, it relies <strong>on</strong> every<strong>on</strong>e to join forces in implementing activities <strong>and</strong>projects that affect <strong>the</strong> day-to-day lives of resi<strong>de</strong>nts <strong>and</strong>, c<strong>on</strong>sequently, tobetter meet <strong>the</strong>ir changing needs. We are all lucky to live in an envir<strong>on</strong>ment that inclu<strong>de</strong>s such a wealth ofgreen spaces <strong>and</strong> sites that are so well-suited to recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong>outdoor activities. These sites are both <strong>the</strong> heart <strong>and</strong> soul of communitylife, <strong>and</strong> it is very important that <strong>the</strong>y live up to <strong>the</strong> expectati<strong>on</strong>s of<strong>Gatineau</strong>’s resi<strong>de</strong>nts. This <str<strong>on</strong>g>policy</str<strong>on</strong>g> is an excepti<strong>on</strong>al tool for working toge<strong>the</strong>rtowards that goal, <strong>and</strong> we are proud to be associated with it.ChairAlain Pil<strong>on</strong>8

A <strong>de</strong>sireto worktoge<strong>the</strong>rIn an urban area like <strong>Gatineau</strong>, <strong>the</strong> opportunities for recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activitiesare many <strong>and</strong> varied. Each of <strong>the</strong>se activities shows a different facet of <strong>the</strong> b<strong>on</strong>d between <strong>the</strong>resi<strong>de</strong>nts <strong>and</strong> <strong>the</strong>ir community, whe<strong>the</strong>r in terms of social activities, as in <strong>the</strong> case of recreati<strong>on</strong>,or outdoor activities <strong>and</strong> <strong>sports</strong>. In many cases, <strong>the</strong> activities are organized through <strong>the</strong> c<strong>on</strong>certe<strong>de</strong>fforts of <strong>the</strong> city, but also by volunteer organizati<strong>on</strong>s <strong>and</strong> groups, <strong>the</strong> private sector <strong>and</strong>individuals. Every<strong>on</strong>e has an important part to play, <strong>and</strong> this <str<strong>on</strong>g>policy</str<strong>on</strong>g> testifies to our commitmentto act <strong>and</strong> become involved at this very level, helping to arrange recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdooractivities that improve <strong>the</strong> health <strong>and</strong> quality of life of resi<strong>de</strong>nts.11

A c<strong>on</strong>certed effortIn 2004, <strong>Gatineau</strong>’s Municipal Council tasked <strong>the</strong> Commissi<strong>on</strong> <strong>de</strong>s loisirs,<strong>de</strong>s <strong>sports</strong> et <strong>de</strong> la vie communautaire, as well as <strong>the</strong> municipal unit by<strong>the</strong> same name, with <strong>de</strong>veloping a <str<strong>on</strong>g>policy</str<strong>on</strong>g> <strong>on</strong> recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong>community life. At <strong>the</strong> time, <strong>the</strong> intent was to have <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g> address allof <strong>the</strong> areas covered by <strong>the</strong> unit.Because it takes a collective effort to successfully organize <strong>the</strong>se kinds ofactivities, <strong>the</strong> city <strong>de</strong>ci<strong>de</strong>d to mobilize <strong>and</strong> c<strong>on</strong>sult community organizati<strong>on</strong>s,partners, resi<strong>de</strong>nts <strong>and</strong> municipal employees in <strong>de</strong>veloping its <str<strong>on</strong>g>policy</str<strong>on</strong>g>. Tothat end, four c<strong>on</strong>sultati<strong>on</strong>s were c<strong>on</strong>ducted.Initially, <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g> <strong>de</strong>velopment process drew <strong>on</strong> informati<strong>on</strong> collected in<strong>the</strong> c<strong>on</strong>sultati<strong>on</strong> process c<strong>on</strong>ducted for <strong>Gatineau</strong>’s Family Policy. In thisprocess, more than 600 people, including a cross-secti<strong>on</strong> of youths, families<strong>and</strong> people aged 50 or over, participated in a visualizati<strong>on</strong> activity,imagining an “i<strong>de</strong>al city.” A wealth of informati<strong>on</strong> was collected aboutaccess to recreati<strong>on</strong>al activities for every<strong>on</strong>e, safety, neighbourhood life,mutual support, infrastructure <strong>and</strong> many o<strong>the</strong>r dimensi<strong>on</strong>s, providing foodfor thought <strong>and</strong> serving as <strong>the</strong> jumping-off point for <strong>the</strong> Policy <strong>on</strong> Sports,Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors.A sec<strong>on</strong>d, wi<strong>de</strong>-reaching c<strong>on</strong>sultati<strong>on</strong> process involving more than 100community organizati<strong>on</strong> representatives <strong>and</strong> volunteers was carried out,this time explicitly addressing recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> community life, inc<strong>on</strong>necti<strong>on</strong> with five major <strong>the</strong>mes, namely accessibility, volunteerism,equity, partnership <strong>and</strong> support.AccessibilityVolunteerismMajor <strong>the</strong>mes EquityPartnershipSupport12

In or<strong>de</strong>r to better focus <strong>the</strong> informati<strong>on</strong> collected, a third c<strong>on</strong>sultati<strong>on</strong> wascarried out with municipal employees involved in recreati<strong>on</strong>al activities.These employees addressed <strong>the</strong> same <strong>the</strong>mes, in additi<strong>on</strong> to sharing <strong>the</strong>expertise <strong>the</strong>y had gained in <strong>the</strong> field in terms of recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong>community life. Based <strong>on</strong> informati<strong>on</strong> provi<strong>de</strong>d by municipal workers <strong>and</strong>organizati<strong>on</strong>s, a number of people expressed <strong>the</strong> <strong>de</strong>sire to have advocacyinvolving community life integrated into a future social <strong>de</strong>velopment planor <str<strong>on</strong>g>policy</str<strong>on</strong>g>, <strong>and</strong> for <strong>the</strong> efforts currently un<strong>de</strong>rway to be <strong>de</strong>voted to <strong>the</strong><strong>de</strong>velopment of a <str<strong>on</strong>g>policy</str<strong>on</strong>g> <strong>on</strong> <strong>sports</strong>, recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> outdoors.For <strong>the</strong> fourth c<strong>on</strong>sultati<strong>on</strong>, <strong>the</strong> Sport, Recreati<strong>on</strong> <strong>and</strong> Outdoor Forum invitedorganizati<strong>on</strong>s involved in recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors to reflect <strong>on</strong><strong>the</strong> issues <strong>and</strong> acti<strong>on</strong> priorities stemming from a draft versi<strong>on</strong> of <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g>.In total, around 50 organizati<strong>on</strong>s took part in this Forum, as did municipalemployees involved in recreati<strong>on</strong>. This ma<strong>de</strong> <strong>the</strong> Forum a <strong>de</strong>fining momentin <strong>the</strong> implementati<strong>on</strong> of <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g>.With this new Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors, <strong>Gatineau</strong> hastaken <strong>the</strong> first step towards harm<strong>on</strong>izing <strong>the</strong> organizati<strong>on</strong> of <strong>and</strong> supportfor recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors throughout <strong>the</strong> city.Through its acknowledged strengths, priorities <strong>and</strong> <strong>the</strong> gui<strong>de</strong>lines <strong>and</strong> axesof interventi<strong>on</strong> it sets out, <strong>the</strong> Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors<strong>de</strong>fines <strong>the</strong> markers that will gui<strong>de</strong> its implementati<strong>on</strong>, <strong>the</strong>reby fleshing outan acti<strong>on</strong> plan <strong>and</strong> a support framework for its partners in organizingrecreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors.13

A frameworkfor jointacti<strong>on</strong>On its own, <strong>the</strong> <strong>de</strong>sire to work toge<strong>the</strong>r is not enough to guarantee <strong>the</strong> success of recreati<strong>on</strong>,<strong>sports</strong> <strong>and</strong> outdoor activities in <strong>Gatineau</strong>. It must be accompanied by a framework for joint acti<strong>on</strong>so that <strong>the</strong> combinati<strong>on</strong> of every<strong>on</strong>e’s commitment can form a whole that will serve <strong>the</strong>well-being of all. By establishing this framework for acti<strong>on</strong>, <strong>Ville</strong> <strong>de</strong> <strong>Gatineau</strong> can count <strong>on</strong> itsun<strong>de</strong>rst<strong>and</strong>ing of its strengths, based <strong>on</strong> which it can better <strong>de</strong>fine its missi<strong>on</strong>, objectives <strong>and</strong>roles. After all, we are talking about <strong>the</strong> strengths of every<strong>on</strong>e involved.15

What I like most about <strong>Gatineau</strong>…“These are our waterways <strong>and</strong> our green spaces.It’s mainly about <strong>the</strong> freedom to be part of myliving envir<strong>on</strong>ment, al<strong>on</strong>g with o<strong>the</strong>r people.”From <strong>the</strong> c<strong>on</strong>sultati<strong>on</strong> <strong>on</strong> <strong>the</strong> Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors,community organizati<strong>on</strong>s <strong>and</strong> volunteers16

Our strengthsIn <strong>Gatineau</strong>, organizing recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors involves a numberof aspects that are also strengths in acti<strong>on</strong>:Mobilizati<strong>on</strong> – <strong>Gatineau</strong>’s inhabitants become involved as volunteers inassociati<strong>on</strong>s to offer various services to <strong>the</strong>ir fellow resi<strong>de</strong>nts. They helptrain, support, <strong>and</strong> coach <strong>the</strong>ir fellow resi<strong>de</strong>nts, but <strong>the</strong>y also organize, structure <strong>and</strong> manage a variety of activities that would never get off <strong>the</strong>ground or be able to c<strong>on</strong>tinue without <strong>the</strong>ir invaluable support <strong>and</strong> <strong>the</strong>countless hours <strong>the</strong>y put in every day, week <strong>and</strong> year.Cultural diversity is also a special asset. In fact, a large proporti<strong>on</strong> of<strong>Gatineau</strong>’s resi<strong>de</strong>nts were born abroad. This cultural diversity makes <strong>Gatineau</strong>a community that is open to <strong>the</strong> world, abundant in human knowledge <strong>and</strong>varied cultural practices, making for a far richer community. In that c<strong>on</strong>text,organizing recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities certainly means beingrooted in <strong>the</strong> local community, but it also means keeping an open mind toi<strong>de</strong>as <strong>and</strong> trends from all over <strong>the</strong> world.Cooperati<strong>on</strong> by its many partners is also a significant part of <strong>Gatineau</strong>’sstrength. For example, educati<strong>on</strong>al instituti<strong>on</strong>s, health <strong>and</strong> social servicefacilities, <strong>the</strong> Nati<strong>on</strong>al Capital Commissi<strong>on</strong>, <strong>and</strong> volunteer associati<strong>on</strong>s allwork with <strong>the</strong> city <strong>and</strong> pool <strong>the</strong>ir resources, ensuring that <strong>the</strong>ir acti<strong>on</strong>s arecomplementary <strong>and</strong> innovative. The human resources involved in organizing recreati<strong>on</strong> at <strong>the</strong> municipallevel c<strong>on</strong>stitute a genuine strength, doing everything <strong>the</strong>y can to encouragemore <strong>and</strong> more people to become regularly involved in recreati<strong>on</strong>, <strong>sports</strong> oroutdoor activities. This <strong>de</strong>sire to work toge<strong>the</strong>r is apparent in <strong>the</strong> drive, creativity <strong>and</strong> organizati<strong>on</strong>al ability invested in planning <strong>the</strong> municipal<strong>de</strong>livery of services.<strong>Gatineau</strong>’s infrastructures <strong>and</strong> natural envir<strong>on</strong>ment are a solidfoundati<strong>on</strong> for <strong>the</strong> successful <strong>de</strong>livery of many of its services. Many people<strong>de</strong>light in its shorelines <strong>and</strong> rivers, its walking trails <strong>and</strong> bicycle paths, notto menti<strong>on</strong> its green spaces. Take, for example, <strong>the</strong> Lac-Beauchamp,Lac-Leamy, <strong>de</strong>s Cèdres <strong>and</strong> <strong>Gatineau</strong> parks, which provi<strong>de</strong> enjoyment tomany outdoor enthusiasts, <strong>and</strong> are located <strong>on</strong>ly minutes away from <strong>the</strong>urban centres. In additi<strong>on</strong> to this natural heritage, <strong>the</strong> city provi<strong>de</strong>snumerous <strong>sports</strong> <strong>and</strong> community infrastructures to encourage involvementin recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities.17

The outdoors,an un<strong>de</strong>niablestrength<strong>Gatineau</strong>’s excepti<strong>on</strong>al natural envir<strong>on</strong>ment led <strong>the</strong> Commissi<strong>on</strong> <strong>and</strong> <strong>the</strong>Service <strong>de</strong>s loisirs, <strong>de</strong>s <strong>sports</strong> et <strong>de</strong> la vie communautaire to take thistremendous asset into account <strong>and</strong> to recognize <strong>the</strong> outdoors as anindispensable source of activities.C<strong>on</strong>sequently, <strong>the</strong> city has chosen to focus <strong>on</strong> this strength <strong>and</strong> make <strong>the</strong>outdoors <strong>the</strong> symbol of <strong>Gatineau</strong>’s quality of life by making it clear that itwanted to encourage <strong>the</strong> <strong>de</strong>velopment <strong>and</strong> use of its wealth of outdoorsites. Over <strong>the</strong> coming years, <strong>Gatineau</strong> wants to emphasize its naturalheritage, <strong>de</strong>velop its outdoor recreati<strong>on</strong> services <strong>and</strong> make greater use ofoutdoor sites located in urban areas. Determined to become a veritablecapital of <strong>the</strong> urban outdoors, <strong>the</strong> city intends to set itself apart by makingthis aspect <strong>on</strong>e of <strong>the</strong> specific areas addressed by this Policy <strong>and</strong> bysupporting initiatives that sustain this visi<strong>on</strong>.20

In my community, I would like…“Recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors toc<strong>on</strong>tribute to <strong>the</strong> populati<strong>on</strong>’s sense ofwell-being, safety <strong>and</strong> vitality.”From <strong>the</strong> c<strong>on</strong>sultati<strong>on</strong> <strong>on</strong> <strong>the</strong> Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors,municipal workers involved in recreati<strong>on</strong>22

Our missi<strong>on</strong>Our objectivesBesi<strong>de</strong>s being a good way to get involved in <strong>the</strong> community, engaging inrecreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors is without questi<strong>on</strong> an excellent way forindividuals to improve <strong>the</strong>ir physical <strong>and</strong> mental health. The positiveeffects <strong>on</strong> individuals are reflected throughout <strong>the</strong> community, whichbecomes revitalized. The focus <strong>on</strong> individual health <strong>and</strong> quality of life helpsenhance <strong>the</strong> community’s well-being, which is a true form of social capitalto be preserved <strong>and</strong> enriched..This is why <strong>Gatineau</strong> has taken <strong>on</strong> <strong>the</strong> missi<strong>on</strong> of improving <strong>the</strong> qualityof life of individuals <strong>and</strong> communities by offering opportunities forrecreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors that are diverse, of high quality,accessible, safe <strong>and</strong> <strong>de</strong>livered fairly throughout <strong>the</strong> city so as toencourage regular involvement in recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors.The more dynamic a community is in terms of recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong>outdoor activities, <strong>the</strong> more mobilizati<strong>on</strong> <strong>and</strong> cooperati<strong>on</strong> <strong>the</strong>re is, <strong>and</strong> <strong>the</strong>more resi<strong>de</strong>nts i<strong>de</strong>ntify with that community, become involved in it, <strong>and</strong>feel like <strong>the</strong>y are a part of its <strong>de</strong>velopment. This is <strong>the</strong> foundati<strong>on</strong> ofgenuine quality of life as a community.Given this missi<strong>on</strong>, <strong>Gatineau</strong> must target its own acti<strong>on</strong>s to get <strong>the</strong> mostout of <strong>the</strong>m. Above all else, <strong>the</strong> Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong>Outdoors should:<strong>de</strong>fine <strong>and</strong> gui<strong>de</strong> <strong>the</strong> municipal <strong>de</strong>livery of services;<strong>de</strong>fine <strong>the</strong> city’s directi<strong>on</strong> with its partners <strong>and</strong> volunteers; <strong>and</strong><strong>de</strong>fine <strong>the</strong> city’s commitments in terms of recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong><strong>the</strong> outdoors.On <strong>the</strong> strength of its directi<strong>on</strong>, expertise <strong>and</strong> resources, <strong>Gatineau</strong> <strong>and</strong> itsrecreati<strong>on</strong> crews commit to joining forces in or<strong>de</strong>r to provi<strong>de</strong> <strong>Gatineau</strong>’sresi<strong>de</strong>nts with access to high-quality recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor services.This commitment <strong>on</strong> <strong>the</strong> part of <strong>the</strong> recreati<strong>on</strong> crews is first <strong>and</strong> foremostexpressed through <strong>the</strong> acti<strong>on</strong>s of people translating <strong>the</strong>ir <strong>de</strong>sire tocooperate with resi<strong>de</strong>nts in <strong>the</strong>ir everyday <strong>de</strong>alings with <strong>the</strong>m by organizing,structuring <strong>and</strong> operating, over <strong>the</strong> course of <strong>the</strong> year, recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong>outdoor activities in <strong>the</strong> field.23

The roleof <strong>Ville</strong> <strong>de</strong><strong>Gatineau</strong>To meet <strong>the</strong> needs of its resi<strong>de</strong>nts,<strong>Gatineau</strong>’s administrati<strong>on</strong> must playseveral roles at <strong>on</strong>ce. It must, at differenttimes, gui<strong>de</strong> activities, inform or c<strong>on</strong>sultwith <strong>the</strong> people, promote services ormanage resources, all with <strong>the</strong> goal ofimproving <strong>the</strong> quality of life. Specifically,its roles involve:Exercising lea<strong>de</strong>rshipA Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors in <strong>Gatineau</strong> is amanifestati<strong>on</strong> of <strong>the</strong> city’s <strong>de</strong>sire to mobilize <strong>and</strong> c<strong>on</strong>sult its resi<strong>de</strong>nts <strong>and</strong>partners about <strong>the</strong> organizati<strong>on</strong> of <strong>and</strong> involvement in recreati<strong>on</strong>, <strong>sports</strong><strong>and</strong> outdoor activities.CommunicatingOrganizing recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities involves a number ofplayers. <strong>Gatineau</strong> must provi<strong>de</strong> its resi<strong>de</strong>nts with a<strong>de</strong>quate informati<strong>on</strong> <strong>on</strong>opportunities for recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities. In additi<strong>on</strong> toproviding informati<strong>on</strong>, <strong>the</strong> city also oversees <strong>the</strong> <strong>de</strong>velopment of strategiesto promote <strong>the</strong> benefits of active living, but especially to inspire an interestin recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities. It must also work <strong>on</strong> <strong>de</strong>velopingmechanisms for interacti<strong>on</strong> am<strong>on</strong>g <strong>the</strong> players it works with in or<strong>de</strong>r toc<strong>on</strong>tinuously enrich <strong>and</strong> diversify service <strong>de</strong>livery.Managing resources<strong>Gatineau</strong> is resp<strong>on</strong>sible for municipal funds <strong>and</strong> public property, which itadministers resp<strong>on</strong>sibly, efficiently, transparently <strong>and</strong> in <strong>the</strong> best interestsof <strong>the</strong> populati<strong>on</strong>.24

As <strong>the</strong> municipal administrati<strong>on</strong>,we want <strong>the</strong> city to…“Promote a sense of bel<strong>on</strong>ging,encourage collective acti<strong>on</strong> <strong>and</strong> meet<strong>the</strong> daily challenge of keeping individuals<strong>and</strong> groups motivated.”From <strong>the</strong> c<strong>on</strong>sultati<strong>on</strong> <strong>on</strong> <strong>the</strong> Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors,community organizati<strong>on</strong>s <strong>and</strong> volunteer25

Acomm<strong>on</strong>pathWhen <strong>de</strong>ciding <strong>on</strong> recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor directi<strong>on</strong>s that are c<strong>on</strong>crete, c<strong>on</strong>sistent <strong>and</strong>c<strong>on</strong>tinuing, <strong>Gatineau</strong> relies <strong>on</strong> both <strong>the</strong> results of <strong>the</strong> c<strong>on</strong>sultati<strong>on</strong>s i<strong>de</strong>ntifying <strong>the</strong> interests <strong>and</strong>needs of its resi<strong>de</strong>nts <strong>and</strong> <strong>the</strong> assessment of its strengths <strong>and</strong> municipal resources in or<strong>de</strong>r tofind a comm<strong>on</strong> directi<strong>on</strong>. For <strong>Gatineau</strong>, this means making choices that will c<strong>on</strong>structivelystimulate regular involvement in recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities to maximize individualwell-being, <strong>and</strong> foster <strong>the</strong> vitality <strong>and</strong> dynamism of <strong>the</strong> community. These choices will beinformed by gui<strong>de</strong>lines governing four specific axes of interventi<strong>on</strong>.27

The choicesbehind our acti<strong>on</strong>sor<strong>de</strong>r to foster individual health <strong>and</strong> community dynamism <strong>and</strong> to improve<strong>the</strong> quality of life in <strong>Gatineau</strong>. Seeing <strong>the</strong> city exp<strong>and</strong>, feeling <strong>the</strong> pri<strong>de</strong> ofits resi<strong>de</strong>nts <strong>and</strong> helping to sow <strong>the</strong> seeds of achievement am<strong>on</strong>g its youthare also aspects that drive <strong>Gatineau</strong>’s <strong>de</strong>sire to assist emerging athletes<strong>and</strong> help promote success stories in recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities. As with all service <strong>de</strong>livery, <strong>the</strong> organizati<strong>on</strong> of recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong>outdoor activities relies <strong>on</strong> choices that are c<strong>on</strong>sistent with <strong>Gatineau</strong>’sstrengths, missi<strong>on</strong> <strong>and</strong> objectives.<strong>Gatineau</strong>’s choices stem from <strong>the</strong> foundati<strong>on</strong>s of this <str<strong>on</strong>g>policy</str<strong>on</strong>g>, which willcertainly become <strong>the</strong> Leitmotiv, <strong>the</strong> rais<strong>on</strong> d’être, of <strong>the</strong> acti<strong>on</strong>s that will betaken in <strong>the</strong> coming years.C<strong>on</strong>sequently, <strong>Gatineau</strong> wants to put <strong>the</strong> emphasis <strong>on</strong>—<strong>and</strong> <strong>de</strong>velop—<strong>the</strong> excepti<strong>on</strong>al natural heritage surrounding it so as to make it accessible to<strong>and</strong> enjoyable for all. The gui<strong>de</strong>linesGui<strong>de</strong>lines are general rules that serve to direct <strong>the</strong> activities of amunicipality based <strong>on</strong> specific objectives. The organizati<strong>on</strong> mo<strong>de</strong>l forrecreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities in <strong>Gatineau</strong> is based <strong>on</strong> fourgui<strong>de</strong>lines that are <strong>the</strong> logical extensi<strong>on</strong>s of <strong>the</strong> strengths, missi<strong>on</strong> <strong>and</strong>choices that un<strong>de</strong>rlie <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g>. In management terminology, <strong>the</strong>seprinciples are said to be transversal, which is to say that <strong>the</strong>y must betaken into account in each axis of interventi<strong>on</strong>, <strong>the</strong>y traverse (cut across)every aspect of municipal acti<strong>on</strong> in a given area. In <strong>the</strong> case ofrecreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors, <strong>the</strong> following gui<strong>de</strong>lines apply:The quality <strong>and</strong> diversity of municipal service <strong>de</strong>liveryAs <strong>the</strong> first gui<strong>de</strong>line for its involvement, <strong>the</strong> city has chosen to focus <strong>on</strong>providing quality services by making <strong>the</strong> best use of <strong>the</strong> resources availableto it. In c<strong>on</strong>crete terms, this means making quality programs, instructi<strong>on</strong>,equipment <strong>and</strong> material <strong>and</strong> human resources available to <strong>Gatineau</strong>’sinhabitants. This also assumes an <strong>on</strong>going assessment of needs, interests<strong>and</strong> outcomes to ensure that <strong>the</strong> services provi<strong>de</strong>d remain relevant, diverse<strong>and</strong> accessible to <strong>the</strong> greatest number of people.AccessibilityTo facilitate access to recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities for everymember of <strong>the</strong> <strong>Gatineau</strong> community, <strong>the</strong> municipal administrati<strong>on</strong> hascommitted to c<strong>on</strong>si<strong>de</strong>ring a number of aspects related to accessibility, namely price, distance, available transportati<strong>on</strong>, schedules, absence ofphysical <strong>and</strong> social barriers, <strong>and</strong> informati<strong>on</strong>.SafetySafety, an issue that is both physical <strong>and</strong> psychological, is increasinglyimportant in our society. It has become an essential c<strong>on</strong>si<strong>de</strong>rati<strong>on</strong> when<strong>de</strong>veloping <strong>and</strong> implementing any recreati<strong>on</strong>, <strong>sports</strong> or outdoor service.
