SUN CITY ANTHEM BOARD OF DIRECTORSPresident’s Report2011 audit. Our Association has received theindependent auditor’s report on our 2011 financialrecords. This report can be read by logging into the SCAwebsite and clicking on: Documents / Financial / Audits/ 2011. This is the first audit prepared by our newindependent auditing firm of Kondler & Associates, and itshows that our Association continues to be financiallysound.Our new auditors have determined that our Associationqualifies to file its 2011 federal tax return on Form1120-H, because at least 90% of our Association’s 2011expenditures were for the care, maintenance, andmanagement of the common areas of the Association.This approach will result in our Association payingapproximately $20,000 in federal income taxes for 2011,which is primarily the tax due on the interest earned onour reserve accounts. The benefit of qualifying to file aForm 1120-H is that it eliminates the risks inherent in filinga Form 1120, which are exemplified by our still unresolved2007 tax issues.2013 capital projects. At its June meeting, our Boardapproved the 2013 capital projects recommended by ourProperty and Grounds (P&G) Committee. This budgetincludes $50,000 to install benches throughout ourcommunity, which will provide resting spots for residentswho walk their dogs or just walk for exercise. Alsoincluded is $20,000 for a building sign in front of LibertyCenter, $10,000 for development of an improvedSCA website, and $21,000 for a new promotional videointended to enhance home values by selling ourcommunity to outsiders. The total 2013 capital projectbudget of $135,000 will be funded through the AssetEnhancement Fee (AEF). This is the one-third of onepercent fee charged on the sale of most homes in ourcommunity, and it is projected to produce $300,000 nextyear. Under board policy, the surplus of the AEF over theamount spent on capital projects will be used to increaseour reserve fund. The P&G report on the 2013 capitalprojects may be found at Documents / Board of Directors/ Board Book / 2012 / June / 17.A.2013 reserve projects. Our Association maintains reservefunds (totaling $7.8 million at the end of 2011) to repair orreplace our common buildings, equipment and infrastructure.At its June meeting, our Board also approved the 2013reserve projects recommended by P&G. These include thereplacement of many of the weight and aerobics machinesin the <strong>Anthem</strong> Center fitness area. The list of reserveprojects is the next document (17.B) after the list of capitalprojects discussed above.Crime in our community. The Henderson PoliceDepartment participates in the AlertID website to helpresidents stay aware of crimes reported in theirneighborhoods (go to http://AlertID.com to sign up). Irecommend that you sign up for this service, but cautionyou to be alert to the natural tendency to assume that thereis more crime just because we have more crime information.There is no evidence to suggest that this is accurate.Henderson has one of the lowest crime rates in thecountry, and the Henderson PD reports that SCA has thelowest crime rate in the city. During the first six months ofthis year, the most common crime was nine domesticbatteries. This was followed by six thefts from motorvehicles, five burglaries, three petty larcenies and twocases of drunk driving. Comparing these statistics to thesame period last year, the only category showing anincrease is thefts from motor vehicles (up from two to six).The other categories were similar or lower (drunk drivingwent down from six to two and burglary went down fromseven to five).The Henderson PD is responsible for maintaining securityin our community. You can help by reporting suspiciousactivity to the police (call 911 for emergencies or 311 inother cases). You can also help by joining theNeighborhood Watch Program and serving on ourCommunity Patrol, both of which are designed to increasethe observation and reporting of suspicious activity to thepolice.<strong>Club</strong> e-mails. The member e-mail lists of our charteredclubs may only be used to deliver club-related messages asdetermined by the club’s officers. Our club officers havebeen good at following this rule; but some club membershave not been. This problem can readily be avoided bysending a club e-mail message to yourself, and inserting theclub member e-mail addresses in the “blind cc” box. The Board acknowledged the P&G actionregarding the Project/Item Request Forms (PIRFs).The Management Agreement Request for <strong>Information</strong>(RFI) and cover letter were approved. The CommunityService Group fundraiser was approved.Four members of the Pinnacle Advisory Group wereapproved. One member of the Covenants Committeewas approved. A hearing isscheduled when a case cannot be resolved during theenforcement process. The Covenants Committee hearingtribunal reviews the information regarding an allegedviolation and determines if a violation of the standardsset forth in the Governing Documents occurred. You don’thave to start off as the president! Think about an area thatappeals to you. Do you have a background in finance?Being a club treasurer might be a perfect fit. So, whatcan I say other than “Welcometo the World of Weeds.” Inthe spring, the Associationcommon areas are treated witha pre-emergent product to detertheir growth before they begin to grow. This usuallyis enough protection for most of the year. When wedo have an unusually heavy rain season, ourlandscape crews will devote extra time to removingthem. Surprisingly, the revegetation areas will alsoproduce weeds, even though they are usually notclose to any water supply. In our community, wehave several expansive desert areas such as those inShadow Canyon, Black Mountain, and Tall MesaVillages.In our home gardens, weed control can demand agreat portion of our time to keep our yards beautiful.In the economy of agriculture, weed control can endup being a “mission-critical” situation to preservethe quality of fresh vegetables and other plants, butin reality, we seem to always have weeds. Ever sincethe first humans began planting and cultivating,weeds have been known to be a problem. Overthe years, it is fascinating to see all the tools andstrategies that have been designed to control weeds,remove weeds, poison weeds, burn weeds and so on.In addition to looking bad, weeds also rob the chosenlandscape of valuable water, space, sunlight andnatural nutrients in the soil. Everyone has adifferent perspective of what a weed is, however; itcan best be defined as ANY plant in the wrong place.Some gardeners perceive what you or I might call aweed as a benefit to their garden. What is a beautifulfragrance to one person is a cause of hay fever toanother.Just a reminder, that even though the SouthernNevada Water Authority does allow us to water dailythroughout the month of August, it is important tonote that under this program you may not runsprinklers between the hours of 11:00 a.m. and7:00 p.m. on any day. The Southern Nevada WaterAuthority has inspectors who watch for suchsituations, so we all really need to abide by theseguidelines in order to avoid receiving a water-wastefee or citation.As featured in this photo, the August birth-floweris the Gladiolus, which some believe to representsincerity and symbolize strength of character. Theseshowy flowers come in almost any color and sizeimaginable and atone time, becauseof their shape, theywere known as theSword Lily. TheGladioli requirevery moist soilconditions andcannot withstandwind and are notrecommended forhome gardens orlandscape accents.However, thisspectacular floweris often greenhousegrownin largequantities for marketing to florists, as they makebeautiful cut-flower arrangements.With the prime goal of keeping our communitybeautiful, we regularly walk our grounds andinteract with the crews from three landscapecompanies that maintain our outdoor areas.
