Toeffectively build this "legitimacy," the Bush administration not only needs to uphold the falsehoods behind the "war onterrorism," it also needs to sustain the illusion that constitutional democracy continues to prevail. Sustaining the "freedomand democracy rhetoric" is part of the process of building a totalitarian state. While "legitimate dissent" is encouraged,democracy requires that "civil liberties be balanced against public safety."
