UNCLASSIFIEDSECNAV M-5210.2December 2005CHAPTER 2Construction of Standard Subject Identification Code (SSIC)1. SSICs Required. A SSIC is a four or five digit number that stands for the subject of adocument. SSICs are required on all Navy and Marine Corps letters, messages, directives, formsand reports regardless of medium. The use of SSICs provides a tested method for filingdocuments consistently and retrieving them quickly. SSIC is the system the DON uses to meetthe requirements of 36 C.F.R. § 1222.50.2. SSICs. The Navy SSIC system is divided into 13 major subject groups.1000-1999 Military PersonnelIncludes subjects relating solely to the administration of military personnel. Civilian personnelsubjects are included in the 12000 series. General personnel subjects relating to both civilian andmilitary personnel are included in the 5000 series.2000-2999 TelecommunicationsIncludes subjects relating to general communication matters and to communication systems andequipment.3000-3999 Operations and Readiness4000-4999 LogisticsIncludes subjects related to such matters as operational plans, fleet operations, operational trainingand readiness, warfare techniques, operational intelligence, research and development, andgeophysical and hydrographic support.Includes subjects relating to the logistical support of the Navy and Marine Corps, includingprocurement, supply control, property redistribution and disposal, travel and transportation,maintenance, construction and conversion, production and mobilization planning, and foreignmilitary assistance.5000-5999 General Administration and ManagementIncludes subjects relating to the administration, organization, and management of the Departmentof the Navy, including general personnel matters (concerning both civilian and militarypersonnel), records management programs, security, external and internal relations, audiovisualmanagement, law and legal matters, office services, office automation, and publication andprinting matters.6000-6999 Medicine and DentistryIncluding subject relating to medical matters such as physical fitness, general medicine, special orpreventive medicine, dentistry, and medical equipment and supplies.7000-7999 Financial Management8UNCLASSIFIED
UNCLASSIFIEDSECNAV M-5210.2December 2005Includes subjects relating to the financial administration of the Department of the Navy, includingbudgeting, disbursing, accounting, auditing, contract auditing, industrial and other specialfinancing matters, and statistical reporting.8000-8999 Ordnance MaterialIncludes subjects relating to all types of ordnance material and weapons, including ammunition adexplosives, guided missiles of all types, nuclear weapons, fire control and optics, combat vehicles,underwater ordnance materials, and miscellaneous ordnance equipment.9000-9999 Ships Design and MaterialIncludes subjects relating to such matters as the design and characteristics of ships, and to shipsmaterial and equipment.10000-10999 General MaterialIncludes subjects relating to general categories of materials not included in the specializedmaterial groups. It includes personnel material, general machinery and tools, audiovisualequipment and accessories, and miscellaneous categories including metals, fuels, buildingmaterials, electrical and electronic categories, and diving and hyperbaric systems equipment.11000-11999 Facilities and Activities AshoreIncludes subjects relating to ashore structures and facilities, fleet facilities, transportation facilities,heavy equipment, utilities and services, and other similar subjects.12000-12999 Civilian PersonnelIncludes subjects relating solely to the administration of civilian personnel. (Military personnelsubjects are including in the 1000 series. General personnel subjects relating to both civilian andmilitary personnel are included in the 5000 series.)13000-13999 Aeronautical and Astronautical MaterialIncludes subjects relating to aeronautical and astronautical material, including parts, accessories,and instruments; special devices; armament; aerological equipment, weapons systems, types ofaircraft; and astronautic vehicles.3. These major subject groups are further divided into primary, secondary and tertiarysubdivisions. The last three digits of an SSIC number designate subject levels.
