Conclusions<br />

•Unlikely That Threat can be eliminated at sea given the vast area<br />

of piracy operations combined with the level of high shipping<br />

activity<br />

•Majority of potential shipping targets operate within the threat<br />

area rather than just transit en route<br />

•Mismatch between legal flag state responsibilities and ability to<br />

protect their “national” fleets<br />

•Contrary to popular perception Far Eastern Asian shipping and<br />

trade interests have greatest overall exposure to Somali shipping<br />

threats<br />

•Significant Exposure of Individual European and Far Eastern<br />

Shipowners<br />
