We work with civil society, governments and internationalorganisations to encourage and support effective policies and practices through advocacy, research and policydevelopment, and through supporting the actions of others.<strong>Saferworld</strong>’s Europe and Central Asia Programme presently focuses on three sub-regions - the western Balkans(including in Kosovo and Bosnia), the Caucasus (including in Georgia and the disputed territories of South Ossetiaand Abkhazia) and Central Asia (including in Kyrgyzstan and Tajikistan) as well as at the national levels in Russia,Ukraine and Moldova.<strong>Saferworld</strong>’s Central Asia programme focuses on enabling communities and civil society to respond moreeffectively to conflict and security issues in the border areas between Kyrgyzstan and Tajikistan as well as otherareas of the Ferghana Valley. The programme combines project implementation at the community level, dialogue,capacity building, policy research, networking and advocacy, and working with institutions and civil society in theregion.<strong>Job</strong> purpose:The <strong>Project</strong> <strong>Manager</strong> will be responsible for the management of <strong>Saferworld</strong>’s large cross-border communitysecurity project which focuses on the establishment and support of Community Policing forums in cross-borderareas between Kyrgyzstan and Tajikistan. The project budget is approximately $1 million/year.The <strong>Project</strong> <strong>Manager</strong> will also contribute to the further development of the Central Asia programme.The position is based in <strong>Saferworld</strong>’s Osh office with a substantial amount of time spent in the border areas ofKyrgyzstan and Tajikistan.Key areas of responsibility:1. Manage <strong>Saferworld</strong>’s community security/policing project in cross-border regions between Kyrgyzstan andTajikistan and the project team.2. Build and maintain effective internal (within <strong>Saferworld</strong>) and external relationships for the programme andrepresent <strong>Saferworld</strong> at high-level events with national and international stakeholders.3. Lead on further development of the cross-border community security/community policing component andcontribute to further development of <strong>Saferworld</strong>’s Central Asia programme.


Fluency, written and spoken in English and Russian languages.Master’s degree related to conflict or security studies, peacebuilding or similar; or equivalent practicalexperience on the issues.Good knowledge of Central Asia and preferably experience working in the region.Excellent communication skills.Excellent team-management and team–building skills.Ability to undertaken extensive travel in Kyrgyzstan and Tajikistan.Desirable requirements: Expertise on conflict prevention, policing, security and governance issues.Experience of international policy analysis and influencing.
