WELCOME Welcome to the 2012 Submarine Technology Symposium, the twentyfifth in a series of Symposia stretching back to 1988. During the next three days, you will hear from an exceptional group of talented individuals representing industry, laboratories, academia, the Naval Sea Systems Command and the U.S. Navy Submarine Force. Consistent with our theme, Capitalizing on the Inherent Advantages of Undersea Forces, this Symposium will present a fresh view of technologies designed to enhance the submarine’s military value to National and Theater Military Commanders. As in 2011, a highlight of this year’s Symposium will be the classified presentation of the updated Submarine Force’s vision of Undersea Warfare in the 21st Century. VADM John Richardson, RADM Frank Caldwell, and RADM (Sel) Barry Bruner will present the updated Undersea Warfare Design across the three days of the forum. Introductory remarks for each session will be presented by a Force representative who will tie that session’s content to both the theme of the Symposium and the Undersea Warfare Design. In addition to our Force leadership, guest speakers include Director of Naval Reactors Admiral Kirk Donald and Ron O’Rourke of the Congressional Research Service. Our principal guest and banquet speaker is Chief of Naval Operations Admiral Jonathan Greenert. The presentations during the morning session of day one, Key Technologies for Submarines in the Anti-Access/Area Denial Scenario, will focus on penetration and defeat of A2/AD systems to better enable our submarines to maintain persistent, undetected forward-area operations to facilitate the flow of joint forces. Our luncheon speaker is CAPT James FitzSimonds, USN (Ret.), a Research Professor at the Naval War College, and a persistent pursuer of solutions to the problems inherent in the A2/AD scenario. The Director of Strategic Systems Programs, RADM Terry Benedict, will keynote the afternoon session, Enhancing Submarine Contributions to Irregular Warfare and Special Forces. This session will focus on technologies that improve the submarines capabilities in these two important mission areas. The second day’s morning session will broach the ever-pressing need for Weapons to Increase the Impact of Undersea Operations. Here we focus on means to improve or repurpose the capabilities and effectiveness of submarine weaponry and weapon systems. CAPT Jeff Currer, the Undersea Capabilities Branch Head at OPNAV N2/N6, will keynote the second half of Wednesday’s agenda, Leveraging Off-Board Sensors and Assets. In this session we will present technologies that multiply the submarine’s impact through unmanned vehicles and sensors. The final Session, Expanding the Submarine’s Role in the Theater- Level Kill-Chain, will be keynoted by the Director of Undersea Warfare (OPNAV N97), RADM (Sel) Barry Bruner. This session focuses on increasing the submarine’s ability to integrate with other forces to provide optimal and survivable operational-level employment of Undersea Forces in the joint kill-chain. The Symposium will conclude with a roundtable discussion during which senior officers of the Submarine Force will respond to your questions regarding the longterm technical and operational vision of the Force. We hope that you find the 2012 Submarine Technology Symposium both stimulating and satisfying. We welcome your comments and recommendations for improving future Symposia.
