Some menare good, honest, <strong>and</strong> trusting. <strong>The</strong>re are others whoendeavour to take advantage of these <strong>and</strong> of one another,<strong>and</strong> to get the best of everything, by honest means if theycan, but if not, then by dishonest means.But supposing that all were started alike in the matter.of wealth <strong>and</strong> position in life <strong>and</strong> in every other possiblerespect, would it be possible to get lasting peace <strong>and</strong>contentment? No. To ensure peace <strong>and</strong> contentment,which is the desire of all nations, would necessitate thatthose in authority must be endowed with such keen perceptions<strong>and</strong> accuracy of judgment, that they could weigh<strong>and</strong> judge everything exactly, <strong>and</strong> be able to discernwhether any advantage some might gain was' duly earned,I0
