In fact, the NationalConsumers League (NCL) sayscomplaints regarding fraudulentmystery shopper and work-athomeschemes were up nearlynine percent during the past sixmonths.Why the increase? It’s duein part to our nation’s highunemployment rates and howdesperate people are to earnmoney while seeking full-timeemployment. Plus, many peopleare lured by offers thatsound too good to be true(and are).Here are tips for spotting bogusmystery shopper programs:Many retailers hire marketingresearch companies togauge their employees’ qualityof customer service. Thosecompanies in turn hire mysteryshoppers to make purchasesanonymously and fill out questionnairesdocumenting theirexperience. Many researchfirms belong to the MysteryShopping Providers Association(www.mysteryshop.org),a trade organization that linksbusinesses with mystery shoppingproviders. (MSPA alsoprovides a search engine wherepeople can register for mysteryshopping assignments.)Unfortunately, scammersincreasingly are using newspaperand Internet job ads,emails and phone calls to snareunsuspecting consumers withpromises of quick, easy moneyfor minimal effort. Here’s howa typical mystery shoppingscam might work:You answer an ad and are“hired” as a mystery shopper toevaluate its clients’ businesses.The company sends an officiallookingemployment packetcontaining the business evaluationforms you’ll supposedlyuse. But first, you’ll be requiredto complete a so-called trainingassignment to make sure you’rea suitable employee. That’swhere the fraud comes in:• The company claims it’sevaluating a money transferservice like Western Union.• They send you a largecheck with instructions to depositit in your personal checkingaccount.• You are told to keep acertain amount as your fee andthen to pose as a customer bywiring the balance to a thirdparty – usually within 48 hours.• You then submit a reportabout your customer experience.What you may not realizeis that the original check wasfake. Scammers know that bylaw, banks generally must makedeposited funds under $5,000available within a few days.They count on your completingthe transaction before the checkhas been cleared by the issuingbank, which may take severalweeks. I do not like to bragbut I was the poster child fornaïveté. I had a few ideasabout life but too few to makeme a contributing memberof the human society. What Iknew about life could fit nicelyin my trouser pocket withplenty of room for a countryboy’s pocketknife.Algis Staknys1928 - 2011try boy is a target for a younglady looking to settle down. Itis a good thing I did not knowthese things because it is betterin some areas of life to becaught off guard. If you alwayshave your guard up you arenever going to see some of themore interesting sights of life.It was exactly 41 years agothis month that I was introducedto a very nice younglady. She smiled at me and Ismiled back. Being a courteousnaïve young man I didnot know that smiling backhad a different meaning to theA l g i sStaknys, 83,a long-timeresident ofEl Cajon,CA. passedaway onNov. <strong>16</strong>,2011. Al,as he wasknown byhis familyand friends,led a fulland extraordinarylife,an adventurerwhoseexperienceswould rivalsomething from 20,000 Leagues Under The Sea. Born in1928 in Palanga, Lithuania, Al’s family moved to the UnitedStates when Al was 10 years old. After graduating from highschool, in 1946 Al was drafted into the U.S. Army and wassent to Okinawa as part of the U.S. Occupation Forces.Returning back to the States two years later he obtained aBachelor’s Degree in economics from NYU and a Master’sDegree in Japanese from Columbia University. And thenhis worldwide adventures began. Among his achievementsAl worked on a dredge boat in Alaska, piloted a cargo shipthrough the Suez Canal, rode a motorcycle across Australiawhere he also mined opals. He built a house on a beachin Oregon and obtained a pilot’s license when he boughta Piper Cub.Al finally settled in San Francisco where he worked for theU.S. Postal Service receiving consistent commendations forhis outstanding performances. He developed lifelong passionsfor the desert, for astronomy, bullfighting, flamenco,yoga, nutrition and meditation. These passions stayed withhim to his final days.One of 13 children, Al is survived by brothers FrankStaknis and Vincent Staknis of Tom’s River, New Jersey, andbrother John Staknis of St. Petersburg, Fl. With his brothers,29 nieces and nephews, friends and acquaintances, Al willbe sorely missed by many and his memory coveted by hisfamily for helping his elderly siblings in their hours of needover the last decade. Marvin Ott, a fellow resident at El CajonSenior Towers, recalls how Al surprised and delighted himlast Christmas, with a huge box of cookies. “He was a verysweet man” Ott recalls, “he always had a kind word.”One of the things that I didnot know is that a naïve counonereceiving the smile thanthe one giving the smile. Ah,that sweet innocence. How Imiss it.We attended the same BibleCollege and therefore were inconstant contact with eachother.Looking back on the wholeaffair our relationship changedone day when she slippedme a note as we passed eachother in the hall going to separateclasses. The only note Ihad ever received in my lifecame from my mother whichcontained a list of things shewanted me to do “or else.”Now I was getting a note fromthis young lady.I smiled when she handedit to me but inside I was morefrightened than I have everbeen in my entire life. A note,what in the world did she wantme to do? What did I do thatshe has to communicate to mein such a covert manner?My fears were allayed whenI opened the note and discoveredit was a “love note.”For anybody who has receivedsuch communicationin the past you will understandquite readily that thiscompletely changed our relationship.This was beforee-mail, texting, cell phonesand Facebook. Back in “theday,”we had to do all of ourcommunication in person like,face-to-face. The only exceptionwas the notorious lovenotes, of which I was beingintroduced.Getting my first “love note”was rather enlightening to me.I had just seen this young ladyin the hallway, and before thatwe had lunch together, and beforethat we had chapel wherewe saw each other. However,the note that she handed me,this infamous love note, saidthat she, and I quote, “missedme.”I turned the note over tosee if there was any explanationon the back, but it wasblank. I was a little concernedabout her when underneathher name she put a seriesof X’s and O’s. Whether thiswas some secret code I wassupposed to know about orwhether she had just run out ofwords was beyond my experienceat the time.As I thought about that note,I wondered, when in the worlddid she have time to miss me?What was it she missed? Itcertainly was not my charmbecause I had not developedthat attribute until recently.Now I was in a quandary.What do I do? Do I go up toher after class and apologizefor being missed? Do I sit herdown and explained to her thatbetween seeing each other wehad been in different classes indifferent rooms? What do I dowith this bit of information? Ithought the better part of valorwas to pretend I knew what shewas talking about.It was not long before I realizedthat she was expecting meto reciprocate and write her alove note. I really did not knowwhat to say. If I wrote a notesimilar to the one she wrote meand said, “I miss you,” I wouldbe lying. I knew where she was.I knew that after the class wasover I would see her again.It took me a while to realizethat the purpose of love noteshad nothing to do with exchanginginformation. In fact,no love note carries with it anysensitive information at all. Tothis day, I am still not sure whata love note really is.I began my writing careerand although I had hoped tostart writing nonfiction I waswriting fictitious notes that hadno meaning whatsoever. I beganwriting little love notes toher saying, “I miss you, too.” Ifelt a little guilty and somewhatsilly, but she looked forwardto my “missing” her. I’m still alittle embarrassed to say that ittook some time for me to figureout the X’s and the O’s.Now when I hear someonesay that X marks the spot a differentpicture comes to mind.Upon thought, I discoveredthat God was the first one towrite a love note. “Jehovah appearedof old unto me, saying,Yea, I have loved thee with aneverlasting love: therefore withloving kindness have I drawnthee” (Jeremiah 31:3 KJV ).Everything in my life beganwith God’s marvelous lovenote to me.The Rev. The Lord spoke to Elijah and told him to go tosee her. God was going to use the poverty-stricken womanto provide for the prophet. As a result of her obedience, sheand her son would supernaturally be taken care of duringthe rest of the drought. The lesson is: bring what you have tothe Lord, and don’t worry about the circumstances. Instead,bring what you have by faith to the feet of Jesus and watchHim multiply and give you your daily bread. You can readthis story in, I Kings 17:8-<strong>16</strong>.God is merciful even when we have borrowed. Therewere was a group, the sons of the prophets who left theirovercrowded conditions to go to Jordan. Elisha the prophetwent with them as well. They took wood and started to builddwellings. As they were cutting down trees, one of the axheads fell into the water. This was a problem as the ax headwas borrowed. What could be done? God was merciful tothe man. The prophet threw a stick in the water and GodAlmighty made the impossible, possible. The ax head floatedto the top so the man could recover it, 2 Kings 6:1-7.Jesus loves you, come to Him with what you have. Repentfor the mistake of overspending and depend on him to bringyou out of debt. You can have a miracle in your life and yourfinances. In conjunction with thisnational report, the AmericanLung Association in Californiareleased the State of TobaccoControl 2012 – CaliforniaLocal Grades, which issuesgrades to all cities and countiesin California on local tobaccocontrol policies including thosefor smokefree outdoor environments,smokefree housing,and reducing sales of tobaccoproducts. To view the completereport, visit www.lung.org/california.In 2011, San Diego <strong>County</strong>adopted a smokefree housingpolicy for housing authorityunits to provide importantprotection from secondhandsmoke where people live.El Cajon and Solana Beachreceived the highest grades inthe region with an overall gradeof B. The city of San Diego receivedan overall D grade, andgrades were mixed throughoutthe region. More still needsto be done at the local levelto protect residents from theharmful effects of tobacco andraise the grade. The most important thing we can do to raisethe state’s grade is to pass the California Cancer Research Act,which will be on the June ballot.<strong>East</strong> <strong>County</strong>El Cajon set the pace for <strong>East</strong> <strong>County</strong>, receiving an overall Bgrade for its strong smokefree outdoor air laws, smokefree protectionsfor apartment residents, and highly effective tobacco retaillicensing program. The only other local city to receive a B wasSolana Beach. El Cajon was the first city in San Diego <strong>County</strong>to pass comprehensive outdoor smokefree law and a tobaccoretail licensing law. El Cajon continues to lead the entire countyin enacting smoke-free outdoor air protections and reducing salesof tobacco products to kids.La Mesa and Lemon Grove received overall F grades, but bothreceived D’s in the category of smokefree outdoor air for makingtheir parks and service areas smoke-free.Santee received an overall F grade, and also has the dubiousdistinction of being the only city in San Diego <strong>County</strong> toreceive F’s in all three categories.
