SUN CITY ANTHEM BOARD OF DIRECTORSPresident’s ReportBoard officers and liaison assignments. At its organizationalmeeting in May, our Board re-elected most of theofficers to the same positions they held the last 12 months:Jim Long as President, Wade Terry as Vice-President, BellaMeese as VP of Community Relations, Dan Forgeron asTreasurer, Jerry Gardberg as Secretary, and Mike Carey asAssistant Treasurer. It also elected Jean Capillupo asVice-President and Bella Meese as Assistant Secretary. OurBoard also agreed on liaison positions to our committeesand service groups, and other areas of directorresponsibility. A chart showing director duties may befound by logging into the SCA website and clicking on:Board/Committees / Board of Directors / Board ofDirectors Liaison Positions.2013 budget guidelines. Our Board approved a set ofguidelines for development of the 2013 budget at its Maymeeting. These guidelines will be used by our FinanceCommittee and staff to develop a draft budget foradoption by our board and ratification by members. Theseguidelines include a goal of maintaining the currentquarterly assessments for the Association and for thosecommunities that pay additional assessments (the villasand Pinnacle). Most of the budget guidelines are atDocuments / Board of Directors / Board Book / 2012 /May / 17. Our Board added one guideline, which may beread in the minutes of the May meeting.Policy governance workshop. Our Board will hold aworkshop to discuss the possible implementation of PolicyGovernance principles in our Association. This workshopwill be held in <strong>Anthem</strong> Center on July 12 starting at 1:30p.m. This will primarily be a discussion among thedirectors about the application of these principles, and thepotential advantages and disadvantages. Our membersare welcome to observe this discussion and provide theircomments at the end of the workshop. A good articlediscussing these governance principles can be found atwww.carvergovernance.com/pg-np.htm.Foreclosure workshop. Our Board will hold a workshopto study the options for foreclosing on our Association’slien for the collection of unpaid quarterly assessments,fines, fees and related collection costs. This workshop willbe held in <strong>Anthem</strong> Center on July 24 starting at 1:30 p.m.As usual, members will be offered an opportunity tocomment at the workshop. This workshop is intended tohelp our Board establish policies relating to lienforeclosures, especially in situations where banks delayforeclosure of their liens after loan defaults.Board and committee open house. Our Association willhold an open house in <strong>Anthem</strong> Center on July 24 from 4:00p.m. to 6:00 p.m. following the foreclosure workshopdiscussed above. Our directors will be present along withrepresentatives of our committees. This is an opportunity toask directors and committee representatives questionsabout our Association in an informal setting. It is also achance to socialize with friends and neighbors.Refreshments will be served.Community fence painting project. Section 7.2 of ourAssociation’s Covenants, Conditions and Restrictions(CC&Rs) requires our Association to maintain the exteriorside of fences along the golf courses and at the perimeter ofthe neighborhoods. As a practical matter, this means ourAssociation pays one-half of the cost of painting thesefences, and the owners pay the other half. Owners of sharedcommunity fences received a letter in June with informationabout this project. The low bidder for this project has agreedto paint the fences throughout our community for $1.20 perlineal foot. Everyone in our community can take advantageof this low group-buying price to have their standard steelfences painted. Our Association will send an e-mail blast toprovide residents with information to take advantage of thisopportunity. Instructions for signing up for e-mail blastmessages appear immediately after you log into the SCAwebsite.Resident fax service. Our Computer <strong>Club</strong> has volunteeredto host a fax service for all of our residents (membership inthe club is not necessary.) Bring a document you want tosend, the receiving fax number and your activities card tothe Computer <strong>Club</strong> to request this service. Incoming faxesshould be sent to (702) 263-5724. An incoming fax will beheld by the Computer <strong>Club</strong> until the end of the day it isreceived, and following this it will be available at the<strong>Anthem</strong> Center front desk for the next two business days.Computer <strong>Club</strong> Monitors are normally on duty from 9:00a.m. to 3:30 p.m. Monday through Saturday, although onWednesday the hours are 9:00 a.m. to 6:30 p.m. Residentsmay not use this service in connection with businesses theyoperate. Inmany cases, I for example, was one having come from theNortheast, didn't know what a HOA (HomeownersAssociation) was or its requirements. Now that I havelived in the West for a good number of years, I can see thevalue of Architectural Review Committees. They help thehomeowner maintain his property at its best and in thesedays of depressed home sale prices, it's good value. Whatif the over 7,000 homes in <strong>Sun</strong> <strong>City</strong> <strong>Anthem</strong> had nomaintenance requirements? Obviously, there had to be some supervision andoversight as the number of clubs began to grow. The Lifestyle Committee became the bad guys,as they were responsible for enforcing those rules.Obviously, things are running a lot smoother now. In addition, he took the effort to writeseveral Spirit Magazine letters of recognition for hislong-term outstanding rank-and-file Home MaintenanceCommittee volunteers.Hank and his wife, Andrina, met while he was BaseCommander on Ascension Island Airfield in the SouthAtlantic and were married in London, England. As theresident who submitted this states, The constant clangingis very annoying!A resident called and left a message on my voicemail…New people moved into our neighborhood and theyput food out for birds and wildlife. This is causing anuisance, as it increases the number of pests, birds andwildlife in our neighborhood. Please remind people notto do this!From my article in the November 2011 Spirit magazine:In September 2011, the Henderson <strong>City</strong> Council declaredpigeons a public nuisance as part of a complete overhaulof the city’s animal ordinance.Police will cite residents who are reported to “encouragethe roosting or lingering” of the birds. The new law relieson a complaint-based system. Basically, you can’t doanything that creates an attractive environment for thepigeons. This ordinance is directed towards the personwho’s attracting the pigeons. For instance, if a neighbor isproviding bird seed or even leaving out pet food that isattracting pigeons, you may report that person.Please be advised that the Association cannot enforce thisordinance. Facilities/LandscapingJuly~ July 4’s Declaration of Independence was officially adopted by Congress on July 4, 1776Once again the “dog days ofsummer” are here. It is anold, but popular, saying youoften hear particularly herein the Las Vegas Valley, whenour hot sultry summerweather begins around July.During our hottest months,watering becomes a verycritical issue. It is importantto note that grass watering isnot allowed during thehours of 11:00 a.m. and7:00 p.m. This is a mandateof the Southern NevadaWater Authority, and noncompliance could result ina citation and fine. The reasoning behind this is thatduring these hours we are at the peak of the hottestpart of the day and water evaporates before itbecomes of any value to the target area, thuscausing substantial water waste. In addition, lateafternoon winds can have the same effect. However,during the hottest part of the day, it is alsoimportant that the landscape has been alreadysupplied with sufficient irrigation to survive.During the spring we had our usual abundance ofwind. Throughout the community, we had trees thathad been planted for as long as 10 years that camedown. Our landscapers were kept really busycleaning up during and after the heavy winds. Someof our newly planted annual flower beds were almosttotally destroyed because the flowers and delicateleaves could not withstand the elements.Fortunately, we have been able to complete repairingmost of the damage.In the replanting process here at the center, ourstreetscapes, and duplexes, we’ve concentratedon using only the hardiest replacement plants thatwill survive with zero-degree temperatures to thehottest summer days. Another important factor wetake into consideration is the amount of trimmingand/or maintenance the landscape item will require.This process saves money in the landscaper’scharges to the Association for overall maintenancewith no increases in homeowner dues. Wherepossible, we are using plants that have some colorduring the year for the overall ambience of ourcommunity.This month’s featured photo is that of flowers thathad been planted in 2002 by <strong>City</strong> of Lompoc inCalifornia to form our Nation’s flag and was close toVandenberg Air Force Base, just nine miles from theocean. The <strong>City</strong> ofLompoc is knownas a flower-growersMecca and the citydesigned the flag toconform to aNational ExecutiveOrder in honor ofthe 2001 tragedy.The flag measured740 feet long by390 feet high and itcovered 6.65 acres.Each of the starsswere 24 inches wide and each of the stripes were 30feet wide. Larkspur was the predominate flowerused, and this was the first floral flag to be plantedwith 5 pointed stars which were comprised of morethan 400,000 plants with multiple stems thatproduced over two million flowers.The flag was planted from seeds by the Bodger SeedCompany in 2002. Bodger also planted a floral flag in1942 to honor those who served in the Armed Forcesin World War II, and another floral flag was plantedin 1952 to honor those who served in theKorean War.With the prime goal of keeping our communitybeautiful, we regularly walk our grounds andinteract with the crews from three landscapecompanies that maintain our outdoor areas. Theseareas include: the grounds around the Centers, SCAstreetscapes; desert re-veg areas; the common areasand gate maintenance in Pinnacle Village; thelandscape around the duplex homes; and rockdrains within our community.We always welcomethe opportunity to speak with the homeowners. Lola wasfound on the streetand taken to LiedAnimal Center whereshe was due to beeuthanized becauseher teeth needed to becleaned. She wasrescued by the NevadaSPCA. According toEric, the first time he met Lola he couldn't tell what breedof dog she was. She was skinny and the SPCA staff shavedall but her tail and head and cleaned her teeth. She is trained to go outside for bathroomduties as well as on the newspaper. More than 100 women golfers fromthroughout Southern Nevada competed in the four-personteam event --- and finished the day with a luncheon and afantastic array of raffle prizes. TheCoffee Shop has been in business for over nine years andhas raised over $40,000 during that time. The shop ismanned by volunteers from various sponsored clubs.Every six months, the participating clubs share in theprofits and may use their share of the funds as determinedby the club. The Coffee Shop is open from 7:30 a.m. to3:00 p.m. Monday through Friday. Give them a visit!Dr. Ed Klein, a sports psychiatrist and a resident of <strong>Sun</strong><strong>City</strong> <strong>Anthem</strong>, gave his presentation, “The MentalApproach for Achieving Sports Success”, to nearly 50members and guests in May. He has worked with severalprofessional sports teams (hockey, football, and basketball)in the Tampa Bay area as well as the UNLV basketballteam.
