PREFACEThe International Security Research and Outreach Programme (ISROP) islocated within the Defence and Security Relations Division of theInternational Security Bureau. ISROP’s mandate is to provide theDepartment of Foreign Affairs and International Trade Canada (DFAIT) withtimely, high quality policy relevant research that will inform and support thedevelopment of Canada’s international security policy in the areas of NorthAmerican, regional and multilateral security and defence cooperation, nonproliferation(nuclear and non-nuclear), arms control and disarmament.
