22. The bidder should possess all the statutory/non-statutory registrations, licences,permissions, approvals etc. from the Competent Authorities for providing the requiredservices.3. An Earnest money deposit (EMD) (returnable if the bid is not successful) of Rs.10,000/- (Rupees ten thousand only) through demand draft favouring The DDO, O/o theChief Commissioner of Income Tax, Jodhpur Should be enclosed with the Technicalbid. No interest will be payable on the EMD. The EMD of the successful bidder will beretained till the completion of the contract. In case the successful bidder fails to sign thecontract or does not start the assigned work in stipulated time, the EMD will be forfeited.4. The bidder should submit at least one “Satisfactory Performance Certificates” fromGovernment Organizations/ Government Undertakings /Reputed Banks/ limitedcompanies with the bid.5. The bidder should not have been blacklisted or debarred from participating in thetenders at any point of time by any of the Central or State Government, SemiGovernment or Local Body Agencies etc.6. The bidder should have average turnover of Rs.20 lacs per year for the F Y 2009-10,2010-11 and 2011-12.OTHER TERMS AND CONDITIONS:1. Agency should be registered under Service Tax Act.2. Agency must have valid ESIC certificate.3. Successful bidder will have to sign the contract.4. Agency will have to pay their workers as per the provisions of Wages notified fromtime to time by Govt of Rajasthan.5. All the responsibilities will be that of the Agency in case of any violation of EPF andESIC Act.INSTRUCTIONS TO THE BIDDERS1. The tender forms comprising of Eligibility and qualification criteria (annexure-1) andFinancial bid (annexure-2), duly filled and complete in all respects, shall be submitted insingle sealed cover to the Public Relation Officer, Room No. 107, 2 nd Floor, AayakarBhawan, Paota ‘C’ Road Jodhpur.2. The following information should be clearly indicated on the envelope.a. Closing Date of Tender.b. “Tender for providing Security Services”.
3c. Name and address, contact number of the Firm.3. Each page of the Tender document should be signed by the bidder with Seal of theAgency/ Firm as a token of having read and understood the terms and conditionstherein and to be submitted along with the bid form.4. The prices and rates are to be written in both figures and words.5. The rates should be inclusive of all taxes.6. The bidder is solely responsible for the payment of service tax and all other taxes andany government dues as may be applicable.7. The bid may be rejected if it is not complete in any respect.8. Furnishing of false, misleading, inaccurate information or particulars in the biddocument or in any other manner shall lead to the disqualification of the bid and bidderat any stage or time. It shall also lead to termination of the contract, if awarded.9. The Chief Commissioner of Income-tax, Jodhpur will have the final right to elect thesuitable bidder most suited and responsive to its requirement.10. Agency will have to seek prior permission before replacing the already deputed staffwith all the requisite details.TERMS AND CONDITIONS OF THE CONTRACT1. The service provider shall provide uniformed, trained and experienced personnel toperform the various functions assigned to him by this office from time to time.2. In the proposal/quotation, rates should be indicated in both figures and words.3. The Rates should be quoted by mentioning the gross amount. The taxes,surcharge, service charge, service tax, ESI and PF are not to be charged by theservice provider from this organization separately.4. The Rates shall be valid for the period effective from the date of submission ofquotation or tender as per the Minimum Wages Act issued by the Government ofRajasthan. Initially the contract will be for three months and after expiry of threemonths the Contract may be renewed for such further period, as decided by theCompetent Authority or terminated and / or fresh tenders may be invited. Decisionsof the Income Tax Department will be final.5. It will be liability of the service provider to pay all the leviable taxes, surcharge, anyliability etc to the concerned department. Department will not make any payment ofany tax, surcharge, service tax, gratuity, deductions etc. either to the concernedgovernment departments or the security personnel so provided directly. All thepayment such as wages or salary, uniform allowance, overtime etc. to the deployedstaff shall be paid by the service provider only.
