MAKING CAR SHARING AND CAR CLUBS WORKCASE STUDY SUMMARIESClearways team. Initially the ClearWays Scheme was provided as a company templatewithout consultation with UK staff. During the implementation process, consultation withstaff has been ongoing with annual staff surveys, attendance at departmental meetings andfocus group work.User Perceptions14.25 No car sharers or other staff were interviewed (as this site was not on the selected list forcase studies).Other General Issues14.26 The ClearWays team believes it has been very successful in reducing car use as the firmhas grown. The main issue for MBNA is that the current benefits in kind taxation regimeworks against the government guidance on travel plans and local authority developmentcontrol requirements for less parking per employee. As an employer, MBNA is workingwithin this regime, and has achieved considerable success in reducing car travel by itsstaff, but there are no rewards for achievement. But it is concerned that its efforts are notrewarded with more support from the local planning authority (Chester City Council), interms of allowing some extra parking. MBNA is currently trying to negotiate the use of Park& Ride sites for staff working at the Business Park, so that staff living to the north ofChester, can use the Chester Zoo Park & Ride rather than drive through the centre ofChester at rush hour.Final V1.1, Dec. 2004 - 88 -
