MAKING CAR SHARING AND CAR CLUBS WORKCASE STUDY SUMMARIES11 NORFOLK COUNTY COUNCILGeneral Background11.1 Norfolk County Council is based in Norwich, on the outskirts of the City Centre. County Hallcurrently employs 1,855 staff, (with an additional 324 staff employed in nearby <strong>Car</strong>rowHouse). <strong>The</strong>se are primarily office-based staff.11.2 As part of its corporate commitment, Norfolk County Council established a travel plan in2001, following extensive staff consultation (primarily staff surveys on travel habits <strong>and</strong>attitudes). Whilst the travel plan covers a range of measures, a particular focus was placedupon the possibility for car sharing, recognising:the rural nature of the staff catchment areas (with low levels of direct public transportaccess)A reasonable degree of staff concentrations within surrounding villages <strong>and</strong> towns (asdemonstrated in the GIS staff postcode plots, correlated with a stated preference to carshare)<strong>The</strong> ability to deliver the scheme without significant cost implications<strong>The</strong> location of the County Hall site being on the outskirts of the city centre.11.3 <strong>The</strong> car share scheme for the County Council <strong>and</strong> City Council staff (private group) waslaunched as a joint initiative between the City <strong>and</strong> County Council in November 2002.Operating Structure11.4 <strong>The</strong> car share scheme is a joint initiative with the City Council, offering members to jointlyshare with staff from either organisation, with the aim of widening travel choice. <strong>The</strong> schemeis administered by Liftshare.com. A dedicated private group was established to members ofthe City <strong>and</strong> County Councils within the parent web-site called www.carshare.to. <strong>The</strong> choiceof name was determined jointly by the City <strong>and</strong> County Councils so as to not place emphasison any one particular organisation.11.5 Staff have direct access to the www.carshare.to homepage (from where the private group isaccessed) direct from their PC’s (if they have access), <strong>and</strong> register their general details <strong>and</strong>preferences (e.g. home location, gender, working hours, working location <strong>and</strong> specific carshare requirements).11.6 A car share coordinator provides on-going assistance to staff, <strong>and</strong> ensures the scheme ismanaged effectively. <strong>The</strong> coordinator provides feedback to the system developers(Liftshare.com) to improve the scheme in response to staff issues raised. <strong>The</strong> car sharecoordinator is also the business travel plan coordinator, <strong>and</strong> spends approximately 1 hourper week on car share issues.Final V1.1, Dec. 2004 - 69 -
