MAKING CAR SHARING AND CAR CLUBS WORKCASE STUDY SUMMARIES9 PARK ROYAL PARTNERSHIP: COMMUTER CENTREGeneral Background9.1 Park Royal is a very large employment area in the west of London: currently there are40,000 people working in 1,981 businesses or other organisations. <strong>The</strong>re are also 4,000residents, <strong>and</strong> the area straddles three local authorities (Brent, Ealing <strong>and</strong> Hammersmith &Fulham). <strong>The</strong> Park Royal Partnership (PRP) brings together businesses, councils <strong>and</strong> otherstakeholders <strong>and</strong> aims to regenerate the area substantially, with a target of an additional25,000 people working in the area. Naturally, this has major implications for travel <strong>and</strong>transport in <strong>and</strong> out of the area.9.2 <strong>The</strong> Park Royal Partnership established a Commuter Centre at its own offices near NorthActon tube station, using funding from Transport for London (TfL) <strong>and</strong> the SingleRegeneration Budget (SRB). By 2003, the funding had been reduced (TfL) or ended (SRB).A full-time Commuter Centre staff member left in August 2003 <strong>and</strong> a decision had to betaken not to hire again, due to lack of cash.9.3 <strong>The</strong> TfL contribution towards the Commuter Centre dropped to £20,000 per annum. Thisnow covers a quarter of the Receptionist’s time, <strong>and</strong> includes £10,000 for small grants tohelp Park Royal companies with their travel plan costs (up to 50% grant).9.4 <strong>The</strong> Commuter Centre is overseen by Kate Pinsent, PRP’s Transport <strong>and</strong> InfrastructureManager. One of her main tasks is to prepare the annual Borough Spending Plan for thePark Royal area on behalf of the PRP. In effect, this is a joint submission to TfL for fundingfrom all three Councils, covering the Park Royal area, so it is a large <strong>and</strong> significant task,consuming much of her time.9.5 PRP is seeking funding to create a Transport Management Association for Park Royal. Brent<strong>and</strong> Ealing Councils currently share one Business Travel Plan Coordinator.Final V1.1, Dec. 2004 - 58 -
