MAKING CAR SHARING AND CAR CLUBS WORKCASE STUDY SUMMARIES8 BRITISH GASGeneral Background8.1 British Gas employ 1923 staff at their Solihull Site (on the Blythe Valley Business Parkaccessed directly from Junction 4 of the M42). <strong>The</strong> site is primarily used as a billing office(approx. 70% of staff), with the remainder of staff employed in the sales department, fieldengineers, national metering department or projects. In addition, the site employs a numberof agency staff. All staff have access to a PC.8.2 British Gas moved to the site in June 2000, from their previous offices in Wharf Lane,Solihull (5 miles away, <strong>and</strong> nearer to the Birmingham City Centre). <strong>The</strong> Wharf Lane site hadgood public transport connections, <strong>and</strong> 2000 car parking spaces. In comparison, the BlytheValley Park site has only 2 public transport services (X20 runs every 20 minutes betweenStratford <strong>and</strong> Birmingham, <strong>and</strong> the 166 runs every 20 minutes between Solihull <strong>and</strong>Birmingham), <strong>and</strong> has only 386 car parking spaces, with no adjacent on-street or off-site carparking facilities.Operating Structure8.3 <strong>The</strong> car share database was established during the planning <strong>and</strong> development phase of theoffice move, in recognition of the need to address the significant difference in parking supply.Detailed analysis of travel patterns (including staff surveys) were undertaken in order toascertain an appropriate scheme design. Contacts were made with other known car sharingsites, including Boots (Beeston, Nottingham), although non of these had addressed thescale of change required for the British Gas relocation. As a result, British Gas developedtheir own approach to car sharing, both for the technical development (database) <strong>and</strong>operating structure.Technical Development (database)8.4 <strong>The</strong> site uses a simple access database to administer the car share scheme. This databaseis managed by one full time coordinator, <strong>and</strong> a part time coordinator. <strong>The</strong> database tookapproximately 6 weeks to populate with the initial staff data <strong>and</strong> testing. <strong>The</strong> databasecontains staff details of registered sharers (name <strong>and</strong> address), vehicle registration details(up to 2), who they share with (partners in group), car share preferences, first three digits ofpostcode (for matching purposes), <strong>and</strong> working hours. When a request for car sharing isreceived by the administer, they manually match with a suitable sharer in the database(simple visual inspection <strong>and</strong> searching on key fields), <strong>and</strong> pass on contact details in orderto arrange the car share group.8.5 Once agreed, a car share group is allocated a car space (not individually allocated, butregistered car sharers are enabled access through the barrier using the smartcard accesscontrol system), <strong>and</strong> a windscreen permit containing their registration number <strong>and</strong> car sharegroup ID. <strong>The</strong>se disks are colour coded depending on the number of car sharers within thegroup (between 2 <strong>and</strong> 5).
