MAKING CAR SHARING AND CAR CLUBS WORKCASE STUDY SUMMARIESTechnical Issues21.7 <strong>The</strong> scheme is managed by Smart Moves, <strong>and</strong> utilises DRIVE-IT hardware <strong>and</strong> software.<strong>Car</strong> Club members pre-book cars using an internet interface, or alternatively, can access avehicle ‘on-spec’, <strong>and</strong> book it’s use there <strong>and</strong> then (if not already pre-booked by anothermember). All members have a smartcard for access to the vehicle, which also recordsusage details, <strong>and</strong> informs the accounting system, which sends out automated twice monthlyinvoices for payment. <strong>The</strong> keys to start the engine are stored inside the vehicles, <strong>and</strong> theengine can only be operated when a valid smartcard access <strong>and</strong> security details have beenvalidated by the on-board computer. <strong>The</strong> DRIVE-IT hardware is located adjacent to thedriving position, <strong>and</strong> hence does not interfere with the st<strong>and</strong>ard radio <strong>and</strong> CD equipment,which is provided as st<strong>and</strong>ard. All cars are equipped with a ‘petrol card’ which is used forfuel payment, <strong>and</strong> are encouraged to ensure the vehicle is returned with at least a quartertank of fuel.21.8 All vehicles operate on a maximum 3 year lease (hence maintaining the ‘newness’ ofvehicles), with maintenance <strong>and</strong> cleaning managed by Smart Moves.Payment Structure21.9 Members of the car club pay £15 a month (corporate members pay £7.50 per driverincluding VAT); plus £2.80 to £3.00 an hour usage (depending upon the choice of vehicle),plus £0.17 to £0.18 per mile usage, again depending upon the vehicle (st<strong>and</strong>ard SmartMoves membership costs, <strong>and</strong> consistent with the London City <strong>Car</strong> Club).Staffing21.10 <strong>The</strong> scheme is managed by Smart Moves, who employ a full time officer to manage theLondon City <strong>Car</strong> Club (within which the BedZED scheme now resides). In establishing theinitial concept, BioRegional secured £35,000 of New Opportunity Fund SEED grant, to funda green lifestyle officer to promote sustainability issues to new residents. <strong>The</strong> green lifestyleofficer was in post for 1 year (as the first residents occupied the site), <strong>and</strong> it is estimated thatapproximately 1.5 days a week was taken up developing, promoting <strong>and</strong> marketing the carclub.Impact <strong>and</strong> Effectiveness21.11 <strong>The</strong> scheme has proven to be a success, with 50 members, primarily drawn from theBedZED development itself (although the scheme has been marketed beyond BedZED, veryfew external members exist). <strong>The</strong> usage statistics are as follows:Final V1.1, Dec. 2004 - 123 -
