MAKING CAR SHARING AND CAR CLUBS WORKCASE STUDY SUMMARIES21 BEDZEDGeneral Background21.1 Beddington Zero Energy Development (BedZED),is located in Hackbridge, approximately 12 milessouth of London City Centre. <strong>The</strong> developmentwas completed in 2002, <strong>and</strong> comprises 100residential, work/live apartments <strong>and</strong> officeaccommodation (the residential properties are splitequally between private sale, shared let <strong>and</strong> socialhousing). <strong>The</strong> site is located in an accessiblelocation, 5 minutes walk from Hackbridge station(with half hourly services to central London), adjacent to a good network of local busservices, <strong>and</strong> within easy reach of Croydon Tramlink. <strong>The</strong> site has a total of 84 spaces forresidential <strong>and</strong> commercial use. <strong>The</strong>se spaces are leased to users at a cost of £200 a year.21.2 BedZED was developed by a consortium, with the finance delivered through the PeabodyTrust, who maintain the freehold for the site.21.3 From the outset, the site was subject to a green transport strategy (as part of the Section106 Agreement, hence legally binding), with a strong emphasis on reducing car usage, inorder to achieve overall carbon emission reduction targets. <strong>The</strong> target was to reduce privatefossil fuel consumption by 50% (compared to a similar scale development).Operating Structure21.4 <strong>The</strong> car club comprises 2 full time vehicles (Vauxhall Corsa <strong>and</strong> Ford Focus – originally aVauxhall Astra Estate), with a third vehicle currently being trialled (Renault Clio), <strong>and</strong> hasapproximately 50 car club members. <strong>The</strong> car club aims to introduce dual fuel vehicles wherepossible (hence avoid the congestion charge – car club vehicles designation in itself is notexempt from the charge).21.5 Some of the employers on the site (including BioRegional Development Group <strong>and</strong> BillDunster Architects) offer car club membership to their staff, with the usage costs coveredeither by the individual or the employer, depending on the trip purpose (trips are recorded bythe user, <strong>and</strong> registered as work or leisure trips).21.6 Whilst the scheme was originally established as a closed scheme for BedZED, it has sincebecome part of the London City <strong>Car</strong> Club (open), in order to increase choice <strong>and</strong> flexibilityfor members (an additional parking station is therefore located 1 mile south of BedZED inWallington). Throughout the establishment of the scheme, a key driver of success has beenstrong partnership working between the Local Authority (including their role in assisting thedevelopment of the London City <strong>Car</strong> Club), the Developer, the <strong>Car</strong> Club operator, <strong>and</strong>BioRegional (a not for profit organisation, that acted as facilitator for the car club).Final V1.1, Dec. 2004 - 122 -
