Annexure -IManual for D.C.Office Nawanshaher.Distt. <strong>Nawanshahr</strong> consist of two Sub Divisions <strong>Nawanshahr</strong> and Balachaur.There are two tehsils, one Sub Tehsil , five Blocks namely <strong>Nawanshahr</strong>, Aur, Banga,Balachaur & Saroya. and four Municipal Councils, <strong>Nawanshahr</strong>, Banga, Rahon &Balachaur. The main function of the D.C. Office is <strong>to</strong> provide necessary forum of appealas well as revision under the relevant <strong>Act</strong>s enacted by the Punjab Govt. In addition <strong>to</strong>this D.C. Office is also vested with the responsibility for conduct inspection of the Distt.Offices & Courts, within its Revenue jurisdiction. The Deputy Commissioner is the appointing authority of Clerks, Assistants,Peons, Stenos, Drivers and also Punishing Authority under the Punishment and appealRules,1970.There is One Superintendent Grade I and Two Grade II ,6 Assistants 20Clerks and 5 Peons . There are 175 Patwaris and 21 Kgos ,working in both SubDivisions.The main functions of Deputy Commissioner office is <strong>to</strong> deal with the disposal ofrevenue cases, Law and Order situation , natural calamities , speedy disposal of mutationsand recovery of Govt. dues under various heads. In addition <strong>to</strong> it, as per District OfficeManual , Deputy Commissioner office is also vested with the responsibility of inspectionof subordinate offices and revenue courts etc. within its revenue jurisdiction. Theseinspections are conducted <strong>to</strong> assess the work of officers and their subordinate staff and <strong>to</strong>
ing transparency. Lambardars are also appointed by the Deputy Commissioner, SuretyBonds of the prisoners who goes on parole are also accepted & attested.Appellate authority in revenue matters.The Deputy Commissioner is vested with powers <strong>to</strong> hear appeals , revisions &review of revenue cases under the various <strong>Act</strong>s mentioned in the head note. The revisionscan be field against the interlocu<strong>to</strong>ry orders and appeals under Punjab Public Premises<strong>Act</strong> & Punjab Package Deal Properties ( Disposal) <strong>Act</strong>, 1976 , against the orders passedby the lower courts . Petitions can be filed against the decision of Returning Officer underPanchayati Raj <strong>Act</strong>, 1994 and Punjab Municipal Corporation <strong>Act</strong>, 1976. In addition <strong>to</strong> it,the relevant <strong>Act</strong>, empowers the Deputy Commissioner <strong>to</strong> take suo - mot<strong>to</strong> cognizance ofany order passed by lower revenue authorities under section Public Package DealProperties ( Disposal) <strong>Act</strong>, 1976.EstablishmentThe Deputy Commissioner office also deals with the establishment ofSuperintendent Grade-I,Supdt.
