Annexure -IManual for D.C.Office Nawanshaher.Distt. Nawanshahr consist of two Sub Divisions Nawanshahr and Balachaur.There are two tehsils, one Sub Tehsil , five Blocks namely Nawanshahr, Aur, Banga,Balachaur & Saroya. and four Municipal Councils, Nawanshahr, Banga, Rahon &Balachaur. The main function of the D.C. Office is to provide necessary forum of appealas well as revision under the relevant Acts enacted by the Punjab Govt. In addition tothis D.C. Office is also vested with the responsibility for conduct inspection of the Distt.Offices & Courts, within its Revenue jurisdiction. Deputy Commissioner as DistrictMagistrate is responsible for maintenance of Law & Orders in the District.Deputy Commissioner is vested with the powers to hear cases and passorders under the following Acts:-1.0 Punjab Land Revenue Act, 1887, 2.0 Punjab Security of Land Tenure Act, 1953,3.0 Punjab Land Reform Act 1972, 4.0 Punjab Properties Deals (Disposal Act), 5.0Police Act, 1888, 6.0 Police Act, 1949, 7.0 Prisons Act, 1894, 8.0 Prisons Act, 1900.9.0Indian Stamp Act,1899, 10.0 Punjab Panchayati Raj Act, 1994, 11.0 PunjabMunicipalities Act, 12.0 Punjab Gambling Act, 1867, 13.0 Land Acquisit ion Act,1894, 14.0 Special Marriage Act, 1954, 15.0 Essential Commodities Act, 16.0 PunjabMunicipal Act, 1911, 17.0 Punjab Civil Services Rules Vol. I,2,3 , 18.0 Acts as DistrictMagistrate under Criminal Procedure Act 1973,&1974 Section 144, 19.0 Issue of ArmsLicense of N.P. EmployeesD.C.Office also deals with the Establishment of D.C. Office , Kanongoes andPatwaris . The Deputy Commissioner is the appointing authority of Clerks, Assistants,Peons, Stenos, Drivers and also Punishing Authority under the Punishment and appealRules,1970.There is One Superintendent Grade I and Two Grade II ,6 Assistants 20Clerks and 5 Peons . There are 175 Patwaris and 21 Kgos ,working in both SubDivisions.The main functions of Deputy Commissioner office is to deal with the disposal ofrevenue cases, Law and Order situation , natural calamities , speedy disposal of mutationsand recovery of Govt. dues under various heads. In addition to it, as per District OfficeManual , Deputy Commissioner office is also vested with the responsibility of inspectionof subordinate offices and revenue courts etc. within its revenue jurisdiction. Theseinspections are conducted to assess the work of officers and their subordinate staff and to

In addition to it,the relevant Act, empowers the Deputy Commissioner to take suo - motto cognizance ofany order passed by lower revenue authorities under section Public Package DealProperties ( Disposal) Act, 1976.EstablishmentThe Deputy Commissioner office also deals with the establishment ofSuperintendent Grade-I,Supdt. Grade-2, Senior Assistants, Junior Assistants ,Clerks,Kanungos, Patwaris, Peons, Sweepers, Chowkidars and Mali. The Deputy Commissioneris the appointing authority of Class III and Class IV officials under Punjab Civil ServicesRules, 1976, The Punjab State Kgo's rules, 1994 , Punjab State Patwar Rules, 1966.Service mattersUnder the Punjab Punishment and Appeals Rules, 1970, the DeputyCommissioner is the punishing authority of class III and class IV officials and is vestedwith the powers for awarding minor and major punishments up to the powers ofdismissal.Miscellaneous Matters1 Deputy Commissioner presides over the meetings regarding targets ,& achievementsof Health Deptt. Agriculture Deptt,. Food Supply Deptt, Development Deptt. ExciseDeptt. Education Deptt, Forest Deptt. P.W.D.
