IMPLEMENTATIONGeneralThe <strong>City</strong> <strong>of</strong> <strong>Bayswater</strong> and <strong>City</strong> <strong>of</strong> Swan have agreed to work together to ensure the smoothtransition <strong>of</strong> the land covered by the boundary change in relation to the following:• Town Planning Scheme - incorporating the area into the <strong>City</strong> <strong>of</strong> <strong>Bayswater</strong>’s town planningregime.• Rating - transferring rates records.• Records Management – getting records transferred across.The <strong>City</strong> <strong>of</strong> <strong>Bayswater</strong> has the demonstrated capacity and capabilities to ensure the smoothtransition <strong>of</strong> an area affected following a boundary change.The highly successful transfer <strong>of</strong> the suburb <strong>of</strong> Maylands from the <strong>City</strong> <strong>of</strong> Stirling to the <strong>City</strong> <strong>of</strong><strong>Bayswater</strong> in 1998 provides a model for managing the change.Ward RepresentationElectors in this area would fall into the North Ward for the purpose <strong>of</strong> local government elections.The addition <strong>of</strong> these 535 properties will not significantly alter the elector / councillor ratio and isconsistent with the requirements <strong>of</strong> the Act and Regulations.Transitional Arrangements in Accordance with Clause 11 <strong>of</strong> Schedule 2.1The proposed boundary change has the support <strong>of</strong> both local governments and the Cities <strong>of</strong><strong>Bayswater</strong> and Swan will work together on the transitional arrangements, including the timetable,for the boundary change to take place.These transitional arrangements will include, but will not be limited to, consideration <strong>of</strong>:DRAFT• Human resource implications in terms <strong>of</strong> service standards and staff structure.• Service delivery implications for plant and equipment.• Financial arrangements - including transitional costs, any implications for the respectivelocal governments’ reserves, short and long term liabilities and the collection <strong>of</strong> rates.• Transfer <strong>of</strong> land and assets, including any facilities located within the boundary changearea.• Governance issues, and the requirement for amendments to local laws and town planningschemes.• Ward and Elected Member representation.Page 6Proposed Local Government Boundary Change <strong>Noranda</strong>
