• Will undertake joint consultation with affected landowners and residents.• Will consider the outcome of the consultation and agree to support the joint submission tothe Local Government Advisory Board.Nature of ProposalThe proposal by the two cities is to change the boundary between the City of Bayswater and theCity of Swan for the area north of Widgee Road to Reid Highway and west of Tonkin Highway toAlexander Drive, so the new boundary follows the alignment of Tonkin Highway and Reid Highway.The effect of this proposal is that the suburb of Noranda would be located wholly within the Cityof Bayswater. The proposed boundary change complies with all relevant regulations - Schedule2.1 – clause 2(2)(a) the Local Government Act 1995.In accordance with the requirements of Schedule 2.1 – clause 2(2)(b) of the Local GovernmentAct 1995, an area map, illustrating the proposed changes, is shown at the bottom of page 1.BACKGROUNDReason for the ProposalIn February 2009, the Minister for Local Government, the Hon John Castrilli MLA, announced asuite of measures to facilitate local government reform within Western Australia. This initiativerequired that local governments undertake a staged process of reform with key submissions,including a sustainability checklist, required by 30 April 2009 and final submissions for change dueon 31 August 2009 (this date was later extended to 30 September 2009).Following submission of the checklist in April 2009, the City of Bayswater was advised(in July 2009) that it had been given a Category 1 classification. The City of Swanwere also classed as Category 1, this classification states that “there is an existingorganisational and financial capacity to meet current and future community needs.Local governments should still consider reform opportunities which enhance service provision tolocal and regional communities”.DRAFTIn response to the local government reform process, the City of Swan, at its Ordinary CouncilMeeting held on 23 September 2009, proposed that the existing boundary between the Cities ofBayswater and Swan be amended to follow the alignment of Tonkin Highway and Reid Highway.The new alignment would mean that the whole of the suburb of Noranda would be located withinthe City of Bayswater. The current boundary divides the suburb between the two cities.Support of the Two Cities for the ProposalOn 25 November 2010, the City of Bayswater received a letter from the City of Swan reiteratingthe progressing of this submission being that the existing boundary between the two cities - alongWidgee Road, Noranda - be amended so the boundary follows the alignment of Tonkin Highwayand Reid Highway. The City of Swan further requested the City of Bayswater Council refer thismatter to the Local Government Advisory Board for their consideration.The City of Bayswater at its Ordinary Meeting of Council on 14 December 2010 resolved that:1. The Minister for Local Government be advised that the City of Bayswater supports the Cityof Swan on the boundary change being the area north of Widgee Road to Reid Highway andwest of Tonkin Highway to Alexander Drive being transferred to the City of Bayswater.2. The City of Swan be advised that the City of Bayswater supports its proposal.3.
