<strong>NWP</strong> 4-<strong>01.4</strong>2. Cigarette lighters and safety matches are permittedonly in authorized smoking areas.3. During fuel transfer the smoking lamp is out, exceptin authorized spaces. (The lamp shouldnever be lighted on an oiler’s weather decks.)4. Necessary protective and firefighting equipmentmust be kept on hand during the transfer, readyfor instant use.5. All hands must be indoctrinated in the requirementsfor emergency breakaway. The followingitems must be checked prior to each replenishment:a. Check use of a single wire clip to secure thespan wire and saddle whips to the winch drumsb. Check the spanwire weak link for deformationor damagec. Check that UNREP working and repair toolsare on station.2.10.2 Personnel Safety Equipment. Personnelsafety equipment used for underway replenishment is listedin Figure 2-23 and shall be worn as prescribed below:1. Personnel in the immediate area of the transferstation, with the exception of phone talkers, shallwear construction-type safety helmets, equippedwith quick-acting breakaway devices. Chin strapsshall be fastened and worn under the chin. Phonetalkers shall wear the Mk 4 Mod 0 Kevlar helmetdesigned for use with sound-powered phones.Phone talkers shall wear their helmets with chinstraps unfastened. Safety helmets will be colorcodedas listed in Figure 2-23.NoteBattle helmets shall not be worn at UNREPstations.2. Except for forklift truck operators and winch repairpersonnel, topside personnel who are engaged inhandling stores or lines or who are in the transfer areashall wear properly secured, orange-colored, inherentlybuoyant, vest-type life jackets with collars orproperly donned, green-colored, auto inflatable utilitylife preservers (AIULPs) Mk 5 Type. Forklifttruck operators and winch repair personnel will wearproperly donned, green-colored AIULPs. Coloredjerseys may not be worn over AIULPs, but are optionalwith inherently buoyant life jackets.NoteMSC ships shall follow the standards for lifejacketsas set forth in COMSCINST 5100.17 Series.3. Personnel rigging aloft or working outboard ofbulwarks or safety chains shall wear a properlysecured, orange-colored, inherently buoyant,vest-type life jacket or AIULP with a button holein the back cover to permit concurrent use of thesafety harness and safety and working line. (SeeNAVSHIPS Technical Manual, Chapter 077,for details for use with a safety harness.)4. Personnel at transfer stations must wear a one-cellflashlight (or green chemical light), whistle, anddye marker on the outside of their life jacket.Flashlights need not be lighted except at the discretionof the commanding officer. Chemical lightsmust be lighted. Chemical lights are never to bediscarded over the side, as the ship on lifeguardstation may mistake a discarded chemical light fora man overboard. Dispose of chemical lights in accordancewith OPNAV 5090.1B.5. Personnel involved in cargo handling operationson both the delivery and receiving ships shallwear safety shoes.6. Personnel handling messenger, distance, andinhaul lines should use the “hand-over-hand”grip and may wear gloves.7. Personnel handling wire-bound or banded casesmust wear work gloves.8. Personnel assigned to each transfer station shallcarry an appropriate knife for use in routinework and in an emergency.2.10.3 Transfer of Hazardous Materials. Priorto transfer of hazardous material, such as acids, compressedgases, or hypochlorites, the delivery ship willidentify the load to the receiving ship. The safety officeron the receiving station shall verbally acknowledge thatthe receiving station is prepared to receive the material.Potentially hazardous materials, such as acids, compressedgases, inflammable material, material which willsupport combustion, and hypochlorites, shall not be transferredtogether in the same net or cargo load and shall bekept segregated from each other in the loading and receivingareas. The inadvertent mixture of calcium hypochloritebase materials and liquid hydrocarbon basematerials will produce an explosive fire within seconds.2-42 ORIGINAL
