<strong>NWP</strong> 4-<strong>01.4</strong>9.4.3 Passing the Rig. Pass and receive the followinglines in accordance with the instructions inChapter 2:1. Bolo or gun line (paragraphs 2.3.4 through2.3.4.4)2. Phone/distance line (paragraphs 2.3.6 through2.3.6.3)3. Station phone line (paragraph 2.3.7)4. Messenger (paragraph 2.3.5) for CLF ships; forships not requiring the STAR messenger, seeparagraph 9.2.3.When the highline comes aboard, the receiving stationshackles the 1-inch (25.4 mm) safety anchorshackle on the end of the highline to the attachmentpoint, removes the stops, reeves the outhaul through thefairlead block, and tends the outhaul. The delivery stationtends the highline and inhaul. Prior to attachmentof the highline to the padeye, remove all twists of themessenger/ outhaul from around the highline.WARNINGAll lines shall be hand tended; power shallnot be used for transfer of personnel. Linetenders shall be positioned inboard of theline and shall stay a minimum of 6 feet (1.8m) from fairlead blocks.9.4.4 Unrigging Procedures1. Return the trolley to the delivery station.2. The delivery station slacks the highline.3. The receiving station slacks the outhaul andrestops it to the highline.4. The receiving station disconnects the highlineand stops it off to the outhaul/messenger.5. The delivery station retrieves the outhaul/messenger, highline, and station phone line.6. The receiving station retrieves the phone/distanceline.9.5 EMERGENCY BREAKAWAYPROCEDUREEmergency breakaway is an accelerated breakawayusing the standard unrigging procedures in paragraph9.4.4. Cut all lines, if the situation so dictates.9.6 SAFETY PROCEDURESNoteSafety of personnel is the primary considerationduring transfer of personnel.1. Personnel who are being transferred must wearan orange-colored, inherently buoyant, lifejacket or auto inflatable utility life preserver(AIULP); a one-cell, pin-on type, white, watertightflashlight, or a green chemical light; awhistle; a dye marker; and a safety helmet withchin straps.2. When the temperature of the water is 45 °F (7 °C)or below, personnel who are being transferredshould wear immersion suits.3. Instruct personnel on how to unhook the quickreleasebelt and get out of the chair, if the rig failsand the chair falls into the water.4. When practicable, station a lifeguard ship asternof ships making personnel transfers. When nolifeguard ship or helicopter is available, eachship shall have a lifeboat and crew ready in allrespects for rescue operations.WARNING• The station transferring personnel shall bethe only station rigged while personnel arebeing transferred.• Conduct personnel transfers at night orduring heavy weather only in anemergency.9.7 TRANSFER OF PERSONNEL BYHELICOPTERTransfer of personnel by helicopter is faster, in mostcases, than transfer by synthetic highline.9-6 ORIGINAL
