For Navy standard hauling winch only:a. Secure outhaul whip to appropriate padeye.b. Vent air from outhaul drum clutch by movingmanual vent valve V-21 (see Figure 8-7) up tothe VENT CLUTCH position.c. Set MASTER STATION SELECTORSWITCH in BOTH DRUMS ON position.d. Slowly move SPEED control handle tohaul-in HALF SPEED detent.14. For inhaul winch with slip clutch only: Placewinch in tension control.(4) BOTH SHIPSPersonnel STREAM is now ready for transfer ofpersonnel.8.4.8 Personnel STREAM Transfer by StokesLitter. For hardware required, see Figure 8-4. Preparing,passing, and operating the rig shall be in accordancewith paragraphs 8.4.3 through 8.4.5, except theStokes litter will be used in place of the chair and exceptas noted below. The litter will be connected to provide aforward-to-aft orientation as it travels between theships. Details of the litter and protective frame areshown in Figure 9-3. The following procedures apply.(1) BOTH SHIPSSpecial care will be given to assist the sick andwounded.(2) DELIVERY SHIP1. Connect the protective frame to the cargo hookor cargo drop reel hook using a 1-3/8-inch (34.9mm) shackle and a 7/8-inch (22.2 mm) safetyanchor shackle as shown in Figure 8-4.2. Connect a 1/2-inch (12.7 mm) wire ropepreventer to the protective frame using a 5/8-inch(15.8 mm) safety anchor shackle. Length ofpreventer is as follows:a. If litter is to be transferred on a cargo hook,use a 4-1/2-foot (1.4 m) long wire ropepreventer and shackle to the inhaul using a5/8-inch (15.8 mm) safety anchor shackle.b. If litter is to be transferred on a cargo dropreel, use a 2-1/2-foot (0.8 m) long wire ropepreventer and shackle to cargo drop reel hookshackle using a 7/8-inch (22.2 mm) shackle.3. If litter is to be transferred on a cargo drop reel,connect a 1/2-inch (12.7 mm) wire rope preventer,12-feet (3.7 m) long, to the cargo dropreel hook shackle using a 7/8-inch (22.2 mm)safety anchor shackle. Shackle other end of 12-foot (3.7 m) preventer to the cargo drop reel lockchain using a 5/8-inch (15.8 mm) shackle.8-12 ORIGINAL

Delivery ship will send cargo drop reel withcargo drop reel hook extended far enough toplace litter/protective frame within reach of receivingstation personnel.2. Receiving ship will pull cargo drop reel brakerelease lanyard and pull litter/protective framedown to proper location, then release lanyard toset cargo drop reel brake.(4) DELIVERY SHIPSend litter/protective frame to receiving ship.(5) RECEIVING SHIPPosition litter and passenger under protective frameand attach litter to flat iron shackles on frame using3/8-inch (9.5 mm) toggle pins secured with spring-steelkeeper pins. For inhaul winch with slip clutch only: Setwinch in tension control.3. For Navy standard hauling winch only: MoveSPEED control handle to haul-in HALF SPEEDdetent; leave in detent.4. Lower transfer head.5. Remove the transfer chair or litter and retrievethe messenger/outhaul.6. Raise the STREAM transfer head.7. Detension the highline (see paragraph 6.9.4 (5),steps 1 through 4). Prior to tripping the pelicanhook, the delivery station rigs a lizard line to thehighline and belays to ensure proper fairlead ofhighline into trolley.WARNINGThe receiving station must not trip thepelican hook until the highline is slack andthe signal has been given by the deliverystation.8. Retrieve the highline.8.5 EMERGENCY BREAKAWAY PROCEDUREFOR PERSONNEL STREAM RIGEmergency breakaway is an accelerated breakawayusing the standard procedures in paragraph 8.4.6. Thefollowing procedures also apply:1. Retrieve personnel on the highline expeditiously.2. Clear the station of all nonessential personnel.3. Stop all transfer immediately.4.
