After the easing-out line is secure, slack the messengerand cut the remaining stops.4. Clear personnel from the immediate area.5. Notify the bridge and delivery station: “Ready totension highline.”(5) BOTH SHIPSProcedures for tensioning the highline are given inparagraph 6.9.2 (5), steps 1 through 4.(6) DELIVERY SHIP1. Haul in slack to tension the highline.2. Lower the STREAM transfer head and attach thetransfer chair (see Figures 8-2 and 8-3). Use a 1-3/8inch-(34.9 mm) safety anchor shackle to attach theone-person chair to either the cargo hook or cargodrop reel. Use two 3/4-inch (19.0 mm) safety anchorshackles when rigging the two-person chair toeither the cargo hook or Mk 5 strongback.3. Attach a 1/2-inch (12.7 mm) wire preventer betweenthe transfer chair and the rig (see Figures 8-2and 8-3). Use 5/8-inch (15.8 mm) safety anchorshackles. (Not required with the Mk 5 strongback.)4. When the transfer chair is attached and the wirepreventer is rigged, open the trolley stowage arms.NoteBefore transferring personnel, the emptytransfer chair shall be cycled from deck to deck.5. For inhaul winch with slip clutch only: Ensure winchis in tension control before raising transfer head.6. For Navy standard hauling winch: EnsureSPEED control handle is in haul-in HALFSPEED detent.7. Raise transfer head until empty chair is clear ofbulwark.9. Navy standard hauling winch only: MoveSPEED control handle from HALF SPEEDdetent to centered position.NotePay out inhaul wire rope from Navy standardhauling winch by using SPEED controlhandle.10. Signal receiving station to haul in on outhaul.11. Pay out the inhaul as receiving station hauls thetrolley and empty chair across.12. Tend the inhaul slack while the empty chair is atthe receiving station.(7) RECEIVING SHIPPersonnel assigned to a hand-tended lineshall be positioned inboard of the line andshall stay a minimum of 6 feet (1.8 m) fromthe fairlead block.1. Haul in the outhaul to bring the trolley andempty chair aboard.2. Lower the empty chair to the deck. (When usingthe cargo drop reel for transfers to a fixedpadeye: (1) pull the brake release lanyard on thecargo drop reel; (2) pull down on the tag lines tolower the empty chair to the deck; (3) releasebrake release lanyard to set cargo drop reelbrake; (4) pull the brake release lanyard and tendchair with tag lines as cargo drop reel raiseschair to two-blocked position.)(8) DELIVERY SHIPWARNINGCAUTIONSince the outhaul is hand tended andcontrols the trolley and chair from thereceiving station, the inhaul winch operatormust be alert for signals from the receivingstation. All transfers shall be made with thewinch in low speed.8. Inhaul winch with slip clutch only: Put winch inspeed control.8-9 ORIGINAL
