The three prime moving areas were emphasized in order to accelerate and kickstartthe whole plan, including the development of the software industry (fromstrategy 1), the development of e-Government (from strategy 7), and the promotion of<strong>ICT</strong> utilization among Small and Medium Enterprises (from strategy 6).Policy ImplementationThe National <strong>ICT</strong> <strong>Master</strong> <strong>Plan</strong> could not be launched in a better timing. The newMinistry of Information and Communication Technology (M<strong>ICT</strong>), establish in October<strong>2002</strong>, will be responsible for the implementation of the plan and materialize vision intoreality.In order to accomplish the <strong>ICT</strong> development, the <strong>Master</strong> <strong>Plan</strong> outlines necessarymeasures and activities for each strategy. It also defines the role and responsibility ofrelevant agencies as well as the timeframe of operation for each activity. In thisrespect, the M<strong>ICT</strong> will take the lead in driving and coordinating all agencies concerned toaccelerate those activities. The <strong>Master</strong> <strong>Plan</strong> also calls for the creation of Monitoring andEvaluation mechanisms of the <strong>ICT</strong> Development, in which the M<strong>ICT</strong> will be responsiblefor initiating and coordinating.<strong>Thailand</strong> <strong>ICT</strong> <strong>Master</strong> <strong>Plan</strong> (<strong>2002</strong>-<strong>2006</strong>) 3
