The process of monitoring and evaluation can be summarized as follows:1. Creating a list of indices that can be applied to monitor and evaluate the levelof success and impact of the master plan. There are at least three levels ofmeasurement indices: outcome, output and organizational efficiency.2. Developing a database covering each level of measurement indices, as wellas creating the database network.The unit responsible for the policies/plans within ICT Ministry is the mainorganization responsible for developing performance indicators and database system. Inthis regard, this unit should coordinate with other central government agencies -- suchas the National Economic and Social Development Board, the Bureau of Budget, theOffice of the Civil Service Commission, and the Office of the Auditor General of Thailand -- in order to ensure the same database standards.In addition, the policy unit under the ICT Ministry will be responsible for76Thailand ICT Master Plan (2002-2006)
monitoring and evaluation. The monitoring of work plan will be done yearly while theevaluation will be done at the middle of the ICT implementation plan (2004). The resultsof the monitoring and evaluation will also be used for revising and adjusting the ICT Planof each government agency.To evaluate the overall success of the master plan, or to measure outcomesfrom the ICT master plan indices that will be used are:1 Index of the ICT contribution to the economy1.1 The ICT growth rate to the growth rate of the economy1.2 The ICT employment ratio to total employment1.3 Rate of increase of ICT diffusion among SMEs1.4 Improvement of the country's ranking in the Technology AchievementIndex of the United Nations Development Programme (UNDP)2 Index of the competitiveness of the country's ICT industry2.1 Ratio of ICT expenditures to GDP2.2 Total value of software: domestic and export2.3 Share of Thai software industry in the world market2.4 Increase in the proportion of the electrical and electronics industries toGDP3 Index of role of ICT in community development3.1 Value of local content of ICT products and services in Thailand3.2 Amount of local traffic in relation to total Internet access3.3 Increase in Thai-content Web pages4 Index of ICT role in human resource development4.1 Increase use of e-learning4.2 Availability of ICT tools and experts in both formal and non-formaleducation systems4.3 Ratio of knowledge workers to the total workforceThailand ICT Master Plan (2002-2006) 77
