The process of monitoring and evaluation can be summarized as follows:1. Creating a list of indices that can be applied to monitor and evaluate the levelof success and impact of the master plan. There are at least three levels ofmeasurement indices: outcome, output and organizational efficiency.2. Developing a database covering each level of measurement indices, as wellas creating the database network.The unit responsible for the policies/plans within <strong>ICT</strong> Ministry is the mainorganization responsible for developing performance indicators and database system. Inthis regard, this unit should coordinate with other central government agencies -- suchas the National Economic and Social Development Board, the Bureau of Budget, theOffice of the Civil Service Commission, and the Office of the Auditor General of <strong>Thailand</strong> -- in order to ensure the same database standards.In addition, the policy unit under the <strong>ICT</strong> Ministry will be responsible for76<strong>Thailand</strong> <strong>ICT</strong> <strong>Master</strong> <strong>Plan</strong> (<strong>2002</strong>-<strong>2006</strong>)
