Executive SummaryHistory of the <strong>Master</strong> <strong>Plan</strong>From early beginning of the 21 Century, <strong>Thailand</strong> has pledged its commitment toreap the benefits of Information and Communication Technology for the countrydevelopment. The "National IT Policy Framework 2001-2010", approved by the cabineton March 19, <strong>2002</strong>, has identified the goals, strategies and linkage between strategiesand development of the country towards the knowledge-based society. In addition, italso recommends the key to success as the guideline for policy implementation.The IT 2010 consists of three principles: building up human capital; promotinginnovation; and investing in information infrastructure and promote the informationindustry. The <strong>ICT</strong> usage are categorized into five flagships comprising e-Government,e-Commerce, e-Industry, e-Education, and e-Society.While IT2010 envisions the long-term development, the rapid changes intechnology as well as society and economy prompt the requirement for a medium-termdynamic plan. Therefore, the National Information and Communication Technology(<strong>ICT</strong>) <strong>Master</strong> <strong>Plan</strong> (<strong>2002</strong>-<strong>2006</strong>) is developed.
