It also aims to give the public better knowledge andunderstanding of the e-Government project so as to establish collaborationbetween the government, the people, and the private sector.The e-Government institute should be an agency within <strong>ICT</strong> Ministry, withindependent and flexible management system. Their duties are :• The development of curriculum for training courses both in terms ofpersonnel and course content.• Providing training for trainers.• Organizing meetings and seminars, and publicizing knowledge ofelectronic media and the Internet among government staffs inpreparation for e-service provision.• Upgrading government staffs by developing an <strong>ICT</strong> career path, andorganizing professions standard-testing and trainer knowledgetestingand certification. In addition, a virtual institute should be setup, as a collaboration between government agencies, academicinstitutes and relevant organizations in both public and privatesectors.• Using electronic media and the Internet to educate people in villagesabout e-government and <strong>ICT</strong> utilization for information andfundamental service access.3. Promotion of <strong>ICT</strong> Utilization among SMEsThis prime mover is an important strategy for New Economy expansion, buildingadded value to the overall economy and supporting the development of the country's<strong>ICT</strong> industry. The major projects are:(1) Strengthening SMEs through <strong>ICT</strong>The objective is to promote SMEs to use the basic software programs suchas accounting, finance, administration, production management, and linkinto supply chain management within each industry sectors suitable forclustering. Initially, it should focus on strategic industries, such as tourism,food, automobile parts, textiles, and retailing.
