produção de textos competem para controlar as representações da política (Bowe et al, 1992). Assim, políticas sãointervenções textuais, mas elas também carregam limitações materiais e possibilidades. As respostas a estes textostêm conseqüências reais. Estas conseqüências são vivenciadas dentro do terceiro contexto, o contexto da prática. Éimportante destacar a distinção feita por Ball (1993a) entre “política como texto” e “política como discurso”. Ostextos das políticas terão uma pluralidade de leituras devido à pluralidade de leitores. O processo de formulação detextos políticos sofre muitas influências e agendas – e apenas algumas delas serão reconhecidas como legítimas eincorporadas nos textos. Os textos políticos são o resultado de disputas e compromissos. A política enquantodiscurso enfatiza os limites do próprio discurso. As políticas podem tornar-se “regimes de verdade” (Foucault) naqual apenas algumas vozes são consideradas como legítimas. Política como texto e política como discurso sãonoções complexas porque os textos não são apenas o que eles parecem ser em sua superfície e os discursos, numaconcepção foucaultiana, não são independentes de história, poder e interesses (Ball, 1993a).De acordo com Ball e Bowe (Bowe et al, 1992), o contexto da prática é o lugar onde a política é sujeita àinterpretação e recriação e onde a política produz efeitos e conseqüências que podem representar mudanças etransformações significativas na política original. Para estes autores, o ponto chave é que as políticas não sãosimplesmente ‘implementadas’ dentro desta arena (contexto da prática), mas são sujeitas à interpretação e então‘recriadas’:os profissionais que atuam no contexto da prática não enfrentam os textos políticos como leitores ingênuos,eles vêm com suas histórias, experiências, valores e propósitos (...). Políticas serão interpretadasdiferentemente uma vez que as histórias, experiências, valores, propósitos e interesses são diversos. Aquestão é que os autores dos textos políticos não podem controlar os significados de seus textos. Partespodem ser rejeitadas, selecionadas, ignoradas, deliberadamente mal entendidas, réplicas podem sersuperficiais etc. Além disto, interpretação é uma questão de disputa. Interpretações diferentes serãocontestadas, uma vez que se relacionam com interesses diversos, uma ou outra interpretação predominará,embora desvios ou interpretações minoritárias possam ser importantes. (Bowe et al, 1992, p. 22).Esta abordagem, portanto, assume que os professores e demais profissionais exercem um papel ativo noprocesso de interpretação e reinterpretação das políticas educacionais e, desta forma, o que eles pensam e acreditamtêm implicações para o processo de implementação das políticas.Em 1994, Ball (1994a) expandiu o ciclo de políticas acrescentando outros dois contextos ao referencialoriginal: o contexto dos resultados (efeitos) e o contexto da estratégia política. O quarto contexto do ciclo de políticas– o contexto dos resultados ou efeitos - preocupa-se com questões de justiça, igualdade e liberdade individual. Aidéia de que as políticas têm efeitos, ao invés de simplesmente resultados, é considerada mais apropriada. Nessecontexto, as políticas deveriam ser analisadas em termos do seu impacto e interações com desigualdades existentes.Estes efeitos podem ser divididos em duas categorias: gerais e específicos. Os efeitos gerais da política tornam-seevidentes quando aspectos específicos da mudança e conjuntos de respostas (observadas na prática) são agrupadose analisados. Um negligenciamento de efeitos gerais é mais comum em estudos de casos particulares que tomam umamudança ou um texto político e tentam determinar seu impacto na prática. Tomados de modo isolado os efeitos deuma política específica podem ser limitados, mas quando efeitos gerais do conjunto de políticas de diferentes tipossão considerados, pode-se ter um panorama diferente.

CCTV• To ensure proper surveillance of the library we have installed CCTV camera headsat various points in the Library.OPAC• ON LINE PUBLIC ACCESS CATALOGUE (OPAC) is available for users in thelibrary from computers in the Hall no.3.COMPUTERIZATION OF IN-HOUSE OPERATION OF LIBRARY• At first library automation was attempted through local made library software.Subsequently, according to recommendation of UGC our college purchased“SOUL” software from INFLIBNET. After trial for sometime the library opted forinstallation of user-friendly open source software “KOHA” in December, 2010.Construction of database is going on.KOHA, with facility for data downloading from z39.50 server from Library of Congresshas facilities for data export and import. As the software is based on MARC21, thereis possibility of switching over to better software in the future. We are also trying tocreate a user database so that we can start the circulation module.22. Chirayata donated Rs. 50,000 for the development of the college during <strong>2011</strong>-<strong>12</strong> session31. Activities and support from the Parent-teacher Association:A parent-teacher meeting was held on 28 th July, the <strong>College</strong> Foundation day. A few Guardians metthe staff and gave valuable suggestions for the improvement of college activities. The guardianswere mostly satisfied with the service available in the college.32. Students Achievement & AwardsAs in the previous years, in the current academic session also the students of this collegehave excelled in various fields of activity – Curricular as well as Extra-curricular.:On publication of PPR, i.e. after the finalization of UG Honours Results <strong>2011</strong>., it is foundthat two students of this college have held the First Rank — Sutista Ghosh in English,Indrani Paul in Microbiology- and Four students have come out with the 2nd Rank inUniversity Examinations- Anindila Goswami in Nutrition, Debika Nandi in Economics,Madhumita Roy in Political Science arid Trishna Ghosh in Sanskrit.At the Post Graduate level also two of our students have held rank in UniversityExaminations (<strong>2011</strong>)- Sakila Yasmin 1 st Rank in History and Anindita Basu 2 Rank inEnglish.Two of our ex-students have also been awarded PhD. Degree by the University of <strong>Burdwan</strong>in <strong>2011</strong>. Smt Antara Mukherjee, the First Ph. D. Student of our college, submitted her thesis in <strong>2011</strong>.Amrita Roy held 2 nd Rank at National Shooting Competition <strong>2011</strong> and she has received anaward from the Defence Ministry for her achievement.Chhandamuni Mistri, a 1 st year student of the college, held the 3 rd rank in NationalYogasana Championship, <strong>2011</strong>.
