The tennis courts arescheduled to have new surfacematerial laid in <strong>May</strong> and weare in <strong>the</strong> process ofpurchasing a new largerlawnmower to help with <strong>the</strong>grounds during <strong>the</strong> summermonths.from<strong>Holley</strong><strong>by</strong> <strong>the</strong>The reader board has beenreplaced and <strong>the</strong> staff isputting it to good use withmany upcoming events anditems being listed already. Theentranceway structure at CoralStreet is being repaired andshould be completed <strong>by</strong> <strong>the</strong> endof April.<strong>Sea</strong>The Youth Department hasbeen working diligently tomake <strong>the</strong> <strong>2008</strong> Youth SummerCamp a huge success. RogersAllow me to bring to yourattention <strong>the</strong> followingissues we are working onyour behalf.● The HBTS 3-YearOperational Plan - Themanagement staff ispreparing a 3-YearOperational Plan for <strong>Holley</strong><strong>by</strong> <strong>the</strong> <strong>Sea</strong>. The plan willaccount for operation andmaintenance of <strong>the</strong>common facilities, staffing,expenses and revenues for<strong>the</strong> next three year period.This plan will be simply atool for futureconsideration. It will assistfuture Boards and staff aswell as make it clear to <strong>the</strong>members where we shouldbe going in terms of <strong>the</strong>annual assessment. I haveasked staff to have acomplete draft to me <strong>by</strong> <strong>the</strong>date of <strong>the</strong> <strong>May</strong> BoardMeeting. I am meeting withstaff each Monday morningto review <strong>the</strong>ir progress.● Accounts Receivable -At present we haveapproximately $290,000 inoutstanding assessmentsand legal fees associatedwithcollections.Approximately $120,000are from 2006 and previousyears. The o<strong>the</strong>r $170,000are from last year's (2007)Assessment. For those from2006 and prior years, wehave initiated foreclosureproceedings to recover <strong>the</strong>funds owed <strong>the</strong> Association.This is a large task. I wouldlike to thank WendyHoeflich and JennyAdamyk for <strong>the</strong>ir effortspreparing <strong>the</strong>se cases forconsideration <strong>by</strong> <strong>the</strong> Board.They are doing anoutstanding job. This willbe a high priority for meuntil <strong>the</strong> end of my term inJuly.● Replacement of <strong>the</strong>Beach House - Had we notgotten off track last year, Ibelieve we would have beenin a better position toreplace <strong>the</strong> Beach Housethis year or next. I believe<strong>the</strong> Association is obliged tomaintain and keep up <strong>the</strong>common property andfacilities. This shouldinclude <strong>the</strong> Beach Houseand I believe it was <strong>the</strong>Board's intent to replace<strong>the</strong> beach house when <strong>the</strong>ydecided to demolish <strong>the</strong> oldbeachhouse.Unfortunately, we now findourselves three years down<strong>the</strong> road and no closer toreplacing that amenity. So,what I have asked staff todo is to identify a set of"canned" plans thatresemble what we had in<strong>the</strong> past as a place to start.I would <strong>the</strong>n volunteer myservices for <strong>the</strong> planningand civil design andpermitting. We would focuson a project that would fitwithin a reasonableamount relative to <strong>the</strong>$155,000 we received from<strong>the</strong> insurance proceeds forreplacement of thatstructure. The project isbeing incorporated into <strong>the</strong>reserve study currentlybeing performed <strong>by</strong> GABRobbins, Inc. I hope to havesomething going before Ileave office.● Covenant Review -The covenant reviewcommittee has broughtforward three proposedchanges to our covenants.These are currently beingreviewed <strong>by</strong> <strong>the</strong> Associationattorney and may appear in<strong>the</strong> form of a proxy for avote at <strong>the</strong> annual meetingin July. The text of <strong>the</strong>proposed changes to <strong>the</strong>covenants may bedownloaded from <strong>the</strong> HBTSwebsitewww.holley<strong>by</strong><strong>the</strong>sea.org.● Traffic Committee - TheTraffic Committee iscurrently working with <strong>the</strong>Santa Rosa CountyPlanning Department onways to provide betteraccess and egress from<strong>Holley</strong> <strong>by</strong> <strong>the</strong> <strong>Sea</strong>. Theintent is to facilitate <strong>the</strong>traffic originating from<strong>Holley</strong> <strong>by</strong> <strong>the</strong> <strong>Sea</strong> giving <strong>the</strong>residents of <strong>Holley</strong> <strong>by</strong> <strong>the</strong><strong>Sea</strong> better access tosurrounding areas withouthaving to use Highway 98.There will be a series ofworkshops in <strong>the</strong> future toaddress those areasaffected most <strong>by</strong> <strong>the</strong> plan.Owners in <strong>the</strong>se areas willbe engaged <strong>by</strong> <strong>the</strong>Committee and CountyPlanning staff.● EnvironmentalCommittee - I would like tothank Dr. John Askill foranswering my call forvolunteers. Over <strong>the</strong>coming days we will beginto setup this committee <strong>by</strong>developing a missionstatement.● HBTS Election of <strong>the</strong>Board of Directors - As ofApril 11, <strong>2008</strong> we havereceived no applicationsfrom members to run for<strong>the</strong> Board of Directors toreplace <strong>the</strong> three outgoingBoard Members, includingmyself. I hope <strong>by</strong> <strong>the</strong> dateof this letter we have threegood candidates. MAY <strong>2008</strong> PAGE 5Board of directorsAPRIL MEETING● The covenants reviewcommittee presented threeproposed changes in <strong>the</strong><strong>Holley</strong> <strong>by</strong> <strong>the</strong> <strong>Sea</strong>covenants and <strong>by</strong>laws to<strong>the</strong> board of directors onApril 8.The proposals aredesigned to make it easierto change <strong>the</strong> <strong>by</strong>laws andalso to restrict futureboards in <strong>the</strong> extent ofassociation fees <strong>the</strong>y mayimpose. The proposalswere to be discussed <strong>by</strong><strong>the</strong> board and <strong>the</strong>n passedto <strong>the</strong> HBTS attorney with<strong>the</strong> goal of placing <strong>the</strong>mon <strong>the</strong> <strong>2008</strong> membershipballot. The deadline foraction to place <strong>the</strong>proposals on <strong>the</strong> annualballot is mid-<strong>May</strong>.The proposals would (1)allow changes to <strong>the</strong><strong>by</strong>laws based on aminimum 60 percentapproval vote at aspeciallycalledmembership meeting; (2)permit 10 percent of <strong>the</strong>membership to petition<strong>the</strong> board for a specialmembership meeting; and(3) limit changes to <strong>the</strong>annual assessment toplus or minus 10 percentof <strong>the</strong> previous year, withgreater amountssubmitted to <strong>the</strong>membership for approval.● The architecturalcommittee presented aproposal to modify <strong>the</strong>2005 parking policyregarding boats, RVs ando<strong>the</strong>r vehicles. Thecommittee suggested atiered system with apermanent waiver, atemporary waiver and fullcompliance. Fullcompliance would berequired of any newproperty owner.The board declined totake action on <strong>the</strong>proposal, saying <strong>the</strong>changes would createdifferent rules for differentowners.● CPA Wendy Hoeflichreported 90 percent of <strong>the</strong><strong>2008</strong> assessments havebeen collected, about 2percent below historicalrates, and that slightlymore than $300,000,including late fees,remains to be collected.National Tents andEvents of Navarre wasapproved to take down,repair and store <strong>the</strong> domeover <strong>the</strong> lap pool. There is also aphasing out of <strong>the</strong>seexemptions if incomeexceeds certain levels.The result of <strong>the</strong>secomputations is alternativeminimum taxable income(AMTI). To arrive at <strong>the</strong>AMT, multiply <strong>the</strong> AMTI <strong>by</strong>26% if <strong>the</strong> AMTI is under$150,000 ($112,500 forsingles) and 28% for AMTIover $150,000 ($112,500for singles). Finally, afterdeducting certain credits,<strong>the</strong> AMT is compared to <strong>the</strong>tax computed under <strong>the</strong>regular tax system. Thetaxpayer is <strong>the</strong>n liable for<strong>the</strong> larger of <strong>the</strong> two taxes.The interaction between<strong>the</strong> AMT and <strong>the</strong> regulartax system can makemulti-year tax planningdifficult. If behavior continues to be aproblem, <strong>the</strong> child will be dismissed from <strong>the</strong> class.● After completion of class, instructors will not beresponsible for students. If a parent is unable to pick up<strong>the</strong> child on time, please make arrangements and instruct<strong>the</strong> child.● Make up days for canceled classes will be scheduled <strong>by</strong><strong>the</strong> instructor.● As a rule, only water participants are allowed in <strong>the</strong> pool.● All children are different and each one will progress at hisor her own rate. Learning to swim depends on your child'sphysical and mental maturity. Your child should not bepushed before <strong>the</strong>y are ready. It could discourage his orher progress.
