Global Taxonomy Initiativeand Scientific CooperationGlobal Taxonomy Initiative (GTI)In 2005, the Brazilian governmentindicated the General Coordination ofBiodiversity Policies and Programs ofthe Ministry of Science and Technologyas the national focal point for GTI, andmade it responsible for coordinating andimplementing the GTI Workgroup in thecountry. This Coordination was institutedby Decree 4724 of June 10, 2003and is responsible for: coordinating theBiodiversity Research Program (Programade Pesquisa em Biodiversidade – PPBio);to promote the increase of the country’staxonomic capacity; other researchmanagement and development activitiesthat contribute to the implementation ofthe National Policy on Biodiversity and ofthe Convention on Biological Diversity.As the GTI’s national focal point, theGeneral Coordination of BiodiversityPolicies established the followingguidelines and strategies of action: a)dissemination of information on thecountry’s installed taxonomy capacity;b) dissemination of capacity buildingopportunities in Brazil and abroad;c) dissemination of national andinternational financing opportunitiesfor taxonomy studies; d) increasedpossibilities for national and internationalcooperation and; e) dissemination oftaxonomy demands resulting from theConvention on Biological Diversity.Scientific and TechnicalCooperation and the Clearing-House MechanismCommunication problems between thescientific community and policymakersare frequently related to threefundamental differences in the natureof work of scientists and policymakers.These fundamental differences are: (i)their priorities; (ii) the fact that theiractions operate on different time framesand; (iii) their languages.Problems as these also occur at theConsultation Process on global level. Forthis reason the International Mechanismof Scientific Expertise on Biodiversity(IMoSEB) was created through aninitiative of the French government.Given the example of the IMoSEB, the85
