Coastal Management Zone – II (CMZ – II) consisting of areas other than CMZ – Iand <strong>coastal</strong> waters, identified as “Areas of Particular Concern (APC)” such aseconomically important areas, high population density areas, and culturally and, orstrategically important areas like <strong>coastal</strong> Municipalities/Corporations, <strong>coastal</strong>Panchayets with population density more than 400 persons per sq km, Ports andHarbours, notified Tourism areas, Heritage areas, Defence areas/installations, Miningsites. The administrative boundaries of these APCs would be boundaries of CMZ –II.3. Coastal Management Zone – III (CMZ – III) consisting of all other open areasincluding <strong>coastal</strong> waters and tidal influenced inland water bodies, that is all areasexcluding those classified as CMZ – I, II and IV.4. Coastal Management Zone – IV (CMZ – IV) consisting of island territories ofAndaman and Nicobar, Lakshadweep, and other off-shore islands.55. The Notification retains the existing National/State/Union Territory Coastal ZoneManagement Authorities set up under the Environment (Protection) Act, 1986. The<strong>management</strong> methodology and approach for the Coastal Management Zone are to be relatedto the delineation of set back line for the entire coast excluding CMZ I and CMZ – IV areasbased on its vulnerability to sea level rise, flooding and shore line changes. The parameters tobe considered for drawing up the set back line will be elevation, geomorphology, sea leveltrends and horizontal shoreline displacement.56. All activities in CMZ –I areas are to be regulated on the basis of an Integrated CoastalZone Management Plan (ICZMP) that is a land use plan or development plan to protect<strong>coastal</strong> population and infrastructure and to protect and conserve <strong>coastal</strong> and marine areasand resources and sustainable development. Similarly all activities in CMZ – II are to beregulated based on an approved ICZMP. Activities on the seaward side of the set back linewill be regulated to ensure that no further development takes place other than foreshorerequiring facilities and basic infrastructure. The development on the land ward of the set backline will be as per the local town and country planning rules.57. The ICZM Plan of CMZ - II will take into account the comprehensive guidelines asnotified that include the following key provisions:25
