The ICZM project of West Bengal has seventeen different components (excluding thefunctioning of State Project Monitoring Unit, ICZM plan preparation under SPMU andcapacity building of SPMU – Forest & Environment department) that can be grouped underfive major heads – mitigation of coastal erosion, pollution prevention, development oflivelihood options, creation of facilities to mitigate coastal hazards and capacity building. Theoverall phasing of all the components is given in the following Table.B. First Year Implementation Plan381. The first year implementation plans of all the components are indicated in the Table.The main work elements include preparation of detailed design report, preparation of tenderdocuments, tender floatation, tender evaluation and award of contract for componentsinvolving civil constructions to be carried out through external agencies. In case ofcomponents involving mainly procurement of equipments, the first year implementation planwill include finalisation of equipment specifications, preparation of tender documents, tenderfloatation, tender evaluation, placement of purchase order, preparation of the site ofinstallation, receipt of equipment, installation and calibration of received equipments. In caseof components involving departmental works, the first year implementation plan will includerecruitment of project staff, if provided in the project, placement of departmental staff in theproject, allotment of work elements to individual or groups of persons and initiation of works,etc.
