176will be at the core of the EMP. The Monitoring plan will be implemented by the identifiedmonitoring agencies as per EMP.D.6 Capacity Building378. In order that responsible agencies and institutions take appropriate steps to safeguardthe environmental and social scenario during the implementation of ICZMP, a focussedcapacity building programme has been included under Component M after identification ofcapacity gaps/needs in environmental and social safeguard areas. The Component providesfor augmentation of facilities of the IESWM. As previously mentioned, trained and qualifiedpermanent man power development and placement in the institutes currently engaged inenvironmental and social economic research in <strong>coastal</strong> areas will be an essential componentof capacity building in environmental and social safeguard segment. The other essentialactivity for capacity building in the field of environmental and social safeguards is manpower training through implementation of a well planned and focussed training programme.The training modules will be appropriately designed for different target groups from peopleliving in <strong>coastal</strong> areas essentially dependent on <strong>coastal</strong> resources for their livelihood to localadministrative and elected officials to scientists and technologists working on various aspectsof <strong>coastal</strong> dynamics and <strong>coastal</strong> <strong>zone</strong> <strong>management</strong>. Training programmes based on a broaderunderstanding of the <strong>coastal</strong> dynamics and associated processes in the <strong>coastal</strong> region isperhaps necessary in order to <strong>org</strong>anise capacity building for environmental and socialsafeguards during implementation of intervention programmes related to ICZM. The areasthat are generally identified in this connection include <strong>coastal</strong> erosion and deposition vis-à-vis<strong>coastal</strong> processes, biodiversity resilience in relation to biological processes and interventionby man, socio-economics of <strong>coastal</strong> region, <strong>coastal</strong> resource base and adoption andsustainability of different livelihoods by different <strong>coastal</strong> communities and finallyanthropogenic activities in relation pollution of <strong>coastal</strong> environment.D.7 Budget379. The budget to adopt measures safeguarding the environmental and social aspects ofthe pilot programmes planned for implementation under ICZM has been included underSection-II G titled Project Costs.SECTION – IVA.
