216A.2. Roles and ResponsibilitiesA.2.1 Terms of Reference of State Steering Committee330. The State Steering Committee (SSC) is the apex body, which would guide and advisethe project Director and the other programme managers under its umbrella for sustainablemanagement of natural and coastal resources of the coastal environment. It shall review theactivities/ progress of the ICZM Project on an annual basis and advise the project Director/Programme managers to initiate appropriate actions to fill the gaps if any. It shall monitor thesuitability and effectiveness of the regional coastal plan and recommend to the governmentaccordingly for appropriate management of coastal activities. In case of lapses, if any, theSSC shall recommend to the government to initiate actions as appropriate for properimplementation of the project. It shall review the implementation/ execution of ICZM projectin the state. Meeting of the SSC will be held once in every six month. Special meeting ofSSC can be convened with prior permission of the Chairman. All meetings of the SSC will bepresided over by the Chairman. Project Director as Convenor of SSC shall convene themeeting of the SSC with the permission of the Chairman. He will prepare the proceedingsand circulate to the concerned members/Officers.A.2.2 Terms of Reference of Project Management Unit331. ICZM Project Management Unit is the body which would be responsible forsuccessful implementation of ICZM Project and to achieve the objectives in the scheduledtime frame. In effect the PMU will co-ordinate all project activities and it particular the unitwill also have the following specific activities:To interact among the State Departments and participating Agencies, Ministry ofEnvironment and Forest Government of India, World Bank and the Consultants andExperts for the implementation of the project in the state.To coordinate in preparation and submission of all financial proposals from state toMoEF and obtain funds for distribution to state implementing departments.To render periodical progress reports expenditure statements etc. to StateGovernment/MoEF/ World BankTo organise regular monitoring and evaluation for all components of the ProjectTo organise periodical review meetings with the implementing agencies of ICZMpilot programsTo organise camps, exposure visits, training etc. for capacity building and orientationof implementing Departments/ Agencies, Coastal Community, CBOs and NGOsTo prepare documents, compilation and analysis of relevant data, publicity of Projectactivity, and creation of awareness among public on positive impact of the projectTo co-ordinate in the preparation of inception, interim and completion reports for allcomponents of the Project
