Again, 1 being the lowest impact and 5 being the highest. Assign a score to your Internal Resources andExternal Resources. The lower the score the better.Internal/external resources are entities that an agency relies upon in order to perform a function,which if not available, could disrupt operations. For example, a common external resource to anagency is the provider of electric power. An agency may not be affected by an event but if theelectric company were not operational, it would impact the agency’s operations. In this example,if an agency’s critical functions are an absolute mandate the agency may want to consider backup generators to ensure the continuation of operations.When assessing your resources you need to decide whether the resource in the time of anemergency is a STRONG or WEAK resource on a scale of 1 to 5, with 5 being WEAK. Somepossibilities for these terms follow:Strong Resource: readily available, signed contract, available 24 hours a day, pastexperience was positive, ample supply of the resource, multiple suppliers from differentgeographical areasWeak Resource: other priority in the event of any emergency, not sufficiently supplied inthe case of a major disaster, does not have a 24-hour service number, single supplierTo help you decide, consider each potential emergency from beginning to end and eachresource that would be needed to respond. For each emergency ask these questions:Do we have the needed resources and capabilities to respond?Will external resources be able to respond to us for this emergency as quickly as we mayneed them, or will they have other priority areas to serve? (If the answer is no, this would38
TOTALbe considered a WEAK resource.)If the answers are yes (indication of STRONG resources), move on to the nextassessment. If the answers are no, identify what can be done to correct the problem. Forexample, you may need to:Develop additional emergency proceduresConduct additional trainingAcquire additional equipmentEstablish mutual aid agreementsEstablish agreements with additional contractors/vendorsAdd the scores for each emergency. The lower the score the better. While this is a subjectiverating, the comparisons will help determine planning and resource priorities. Events with ahigher score should be considered a priority in mitigation, prevention and planning.39
