COOP activities can also be addressed in Annex J (COOP Response andRecovery Organization). Annex O also contains two tables that can be used tofacilitate resource management requirements: vendor and contractor information,and record drive-away kits contents and maintenance.1. Emergency Drive-Away KitsC. Employee SupportThe transition of operations to the alternate facility will occur morequickly and efficiently if all pertinent equipment, includingcommunication equipment, vital records, plans and procedures, andadministrative supplies are pre-located at the facility before a COOPevent. Where this is not possible, departments and jurisdictions will findthemselves considering the utilization of emergency drive-away kits.Emergency drive-way kits are pre-packaged, up-to-date kits containingequipment, reference material and hard-to-find logistical support itemsneeded to perform essential functions. Even with a well equipped alternatesite, drive-away kits may still be required to transfer up-to-date data andother critical information and equipment.The COOP plan must contain procedures which provide for the inventoryand maintenance of drive-away kits and provisions that ensure on-goingaccess to this vital information and/or equipment.Employee support must address the provision of transportation, lodging and foodfor key staff working at the alternate site which may include short-term travelstatus when the facility is beyond commuting distance to their residences.Depending on the severity of the incident, additional consideration may have tobe given to the needs of employee’s families and pets (See Employee and FamilyEmergency Preparedness, Section 5.A.4 of the Basic Plan().Periodic communication with non-essential staff should also be considered in thissection. This includes communications initiated by non-essential staff to permitactivation or notification.Annex Q (Employee and Family Support) identifies transportation, food andlodging requirements for personnel involved in supporting essential functions.7. TRAINING, TESTING AND EXERCISESThis section should contain a strategy that provides your department or jurisdiction with aregularly scheduled, integrated testing, training and exercise program to ensure that an25
