Preparedness activities related to the COOP program include the development andmaintenance of an all-hazards plan. Preparedness activities are broken down intothree groups of responsibilities, department/jurisdictional executive andmanagement staff, COOP program manager and essential COOP personnel (e.g. -supervisory leads of COOP response and recovery teams):1. Executive and Management StaffThe heads of department or chief elected officials are generally consideredto have the following responsibilities: identifying and prioritizingessential functions; appointing a COOP program manager; developing andapproving a resourced, multi-year strategy and program management plan;developing, approving and maintaining COOP plans and supporting subprocesses;developing and approving mitigation strategies to protect vitalrecords, equipment systems and other assets; conducting tests and training;participating in interdepartmental or inter-jurisdictional exercises; andcoordinating activities related to terrorism and the protection of criticalinfrastructure.A COOP program is destined to fail without this level of on-goingleadership involvement and support.2. COOP Program Manager/Coordinating OfficerThe heads of department or chief elected officials should appoint a COOPProgram Manager or COOP Coordinating Officer to be responsible foractivities related to the strategic development, coordination andmaintenance of a COOP program and plan. This position will additionallysupport the incident commander in a staff capacity to ensure properactivation of the COOP plan and effective utilization of response andrecovery assets designed into the program. Additionally, this positionshould be responsible to submit a budget to executive staff to ensure theCOOP multi-year strategy and program management plan is fullyresourced.3. Essential COOP PersonnelDepartment or jurisdictional managers, supervisory leads of COOPresponse and recovery teams and other essential COOP personnel have thefollowing responsibilities: identification and prioritization of critical subprocessesand systems to support critical functions; identification, trainingand supervision of team members; identification of vital records, vitalsystems, and resources necessary to support essential functions;establishment of administrative and logistic procedures and checklists;establishment of communications, transportation and information21
