Interoperable CommunicationsThis communications section discusses requirements necessary tosustain critical communication equipment and systems that areeither located at or can be easily obtained for use at the alternatefacility in a timely manner. Communication systems can includevoice and data systems, and provide the capability to communicatewith internal and external clients, critical customers and the public.Annex N (Communication Systems) identifies contain worksheetsthat detail communication systems necessary to support essentialfunctions, identifies communication service providers and services,optimal preventative and current controls, and alternative providersand/or modes of communications. These worksheets should bereviewed and updated on an annual basis or when a new criticalfunction is identified.3. Phase III – Reconstitution, Termination and Return to Normal OperationsPhase III should identify the necessary objectives for the return to normaloperations at the primary or a new facility. It is recommended to have areconstitution plan in place; however, in its absence, clarification ofreconstitution planning objectives will guide the initial stages of theprocess.Consideration should be given to appointing a reconstruction manager andteam to lead this potentially complex initiative. The reconstitutionmanager and team will be responsible to:• Develop space allocation and facility requirements.• Secure space utilizing appropriate State or local procurementprocesses.• Develop a time-phased plan to ensure an orderly return to normaloperations.• Ensure facility is structurally safe and it meets local occupancyrequirements.• Make necessary notifications.• Transfer information and resources from the alternate facility withminimum disruption to essential business functions.An After Action Report (AAR), to determine the effectiveness of COOPplans and procedures should be completed immediately afterreconstitution and an Improvement Plan (IP) should be developed to trackrequired plan and program modifications.18
