<strong>Indian</strong> <strong>Council</strong> <strong>of</strong> <strong>Philosophical</strong> <strong>Research</strong>ANNUAL REPORT 2008–2009This is the 28th Annual Report <strong>of</strong> the <strong>Indian</strong> <strong>Council</strong> <strong>of</strong> <strong>Philosophical</strong> <strong>Research</strong>(ICPR) for the year from April 2008 to March 2009.introductionThe <strong>Council</strong> continued the ongoing activities by achieving its objectives<strong>of</strong> reviewing all the existing programmes by strengthening those yieldingresults and attending to modify those that appear failing over the years. The<strong>Council</strong> also was engaged in long-term creative planning and to develop newprogrammes and instrumentalities <strong>of</strong> action to take philosophical researchin India to new heights. A number <strong>of</strong> committees were constituted whichincluded (1) Fellowship Committee, (2) Seminar Committee, (3) Publication,Committee, (4) Project/Award Committee.There are other new initiatives taken by the ICPR during the year as may begathered from the following pages.HIGHLIGHTSDuring the year under report, the <strong>Council</strong> was constantly busy with its activitiesand programmes for the promotion <strong>of</strong> philosophical research in the country.Under its scheme for the award <strong>of</strong> fellowships <strong>of</strong> different categories toscholars to undertake research in different areas in the field <strong>of</strong> philosophy,the <strong>Council</strong> awarded 1 National Fellowship, 2 Senior Fellowships, 15 GeneralFellowships, 39 Junior <strong>Research</strong> Fellowships and 3 Short-Term Fellowships.Currently there are 60 Fellows supported by ICPR researching on a widerange <strong>of</strong> philosophical topics. In accordance with the <strong>Council</strong>’s objective to3


train young philosophy teachers <strong>of</strong> the country, a Refresher Course wasorganized during the year.The <strong>Council</strong> funded fully or partially seminars, symposia, workshop andconferences, organized in different institutions and universities. The <strong>Council</strong>also gave contingency grants to scholars to assist them to undertake viableprojects.During the year under report the <strong>Council</strong> published 2 books, reprinted 1book, and brought out 4 issues <strong>of</strong> the JICPR (Journal <strong>of</strong> <strong>Indian</strong> <strong>Council</strong><strong>of</strong> <strong>Philosophical</strong> <strong>Research</strong>). Under its programme, the <strong>Council</strong> celebratedInternational Philosophy Day in 20 universities and institutions <strong>of</strong> thecountry. The ‘Hindi Pakhwara’ and ‘Vigilance Awareness Week’ were alsoobserved.HISTORY AND OBJECTIVESThe <strong>Indian</strong> <strong>Council</strong> <strong>of</strong> <strong>Philosophical</strong> <strong>Research</strong> set up by the Ministry <strong>of</strong>Education, Government <strong>of</strong> India, was registered as a society in March 1977under the Societies Act, 1860, but it actually started functioning in July 1981under the Chairmanship <strong>of</strong> Pr<strong>of</strong>essor D.P. Chattopadhyaya.The following are the main objectives <strong>of</strong> the <strong>Council</strong>:• to review the progress <strong>of</strong> research in philosophy• to give financial assistance to institutions engaged in philosophy• to provide technical assistance or guidance in philosophy• to co-ordinate research activities in philosophy• to take all such measures as may be necessary for the promotion <strong>of</strong>research in philosophy and allied disciplines.4


ORGANISATIONAL SET-UPThe <strong>Council</strong> has a broad-based membership comprising distinguishedphilosophers, social scientists, representatives <strong>of</strong> the University GrantsCommission, <strong>Indian</strong> <strong>Council</strong> <strong>of</strong> Social Science <strong>Research</strong>, <strong>Indian</strong> <strong>Council</strong><strong>of</strong> Historical <strong>Research</strong>, <strong>Indian</strong> National Science Academy, the CentralGovernment and the Government <strong>of</strong> Uttar Pradesh. The Governing Body(GB) and the <strong>Research</strong> Project Committee (RPC) are the main authorities <strong>of</strong>the <strong>Council</strong>. These bodies are vested with well-defined powers and functions.The Governing Body which consists <strong>of</strong> Chairman, Member-Secretary, notless than three or more than eight members appointed by the <strong>Council</strong>, arepresentative each <strong>of</strong> the Ministry <strong>of</strong> Human Resource Development andMinistry <strong>of</strong> Finance and two nominees <strong>of</strong> the Government <strong>of</strong> Uttar Pradesh,administers, directs and controls the affairs <strong>of</strong> the <strong>Council</strong>. The <strong>Research</strong>Project Committee, which includes the Chairman, not less than five or morethan nine members appointed by the <strong>Council</strong> and the Member-Secretary,scrutinizes and sanctions grants-in-aid for the projects and other proposalsreceived planned by the <strong>Council</strong>. The Finance Committee scrutinizes thebudget estimates and other proposals involving expenditure.The Chairman and the Member-Secretary who are appointed by the CentralGovernment are vested with well-defined powers and duties.During the year under report, Pr<strong>of</strong>essor K. Ramakrishna Rao continued asChairman <strong>of</strong> the <strong>Council</strong> and Pr<strong>of</strong>essor G. Mishra as Member-Secretary <strong>of</strong>the <strong>Council</strong>. Dr. Mercy Helen as Director (Planning and <strong>Research</strong>) and Dr.Arun Mishra, as Director (Academic) were continuing to work during theyear 2008-09. Dr. S.K. Yadav continued as Director (Administration andFinance). Dr. Bansidhar Barik continued as Programme Officer and Shri S.Sreekumaran also continued as Accounts Officer <strong>of</strong> the <strong>Council</strong>.5


MEETINGSA <strong>Council</strong> meeting was held on 10 February, 2009. The Governing Body <strong>of</strong>the <strong>Council</strong> met four times during the year, on 9 May 2008, 26 June 2008, 11November 2008, and 9 February 2009. The <strong>Research</strong> Project Committee metthrice on 8 May 2008, 16 September 2008 and 9 February 2009.The FinanceCommittee met four times on 7 May 2008, 25 June 2008, 10 November 2008and 6 February 2009 respectively.ACADEMIC CENTRE, LUCKNOWThe Academic Centre <strong>of</strong> the ICPR located in the Right Wing <strong>of</strong> the 2nd Floor<strong>of</strong> PCF Building, 32 Station Road, Lucknow houses an up-to-date specializedlibrary in philosophy and a small <strong>of</strong>fice <strong>of</strong> the <strong>Council</strong>. The total acquisition <strong>of</strong>books by the library at the Academic Centre, Lucknow, during the year underreport was 384 taking the total number <strong>of</strong> books available in the Library to28,641. The <strong>Council</strong> subscribed to 107 philosophical journals and received27 journals on exchange basis.The library continued to extend borrowing and reading facilities to scholars allover the country. The library had many borrowing members during the year.besides the participants <strong>of</strong> various seminars, Annual Lectures and MonthlyLectures, etc., used the library. The Academic Centre continued to extendreprographic services. It provided monthly acquisition lists <strong>of</strong> the journals andbooks free <strong>of</strong> charge to philosophy departments <strong>of</strong> all the <strong>Indian</strong> Universities.The acquisition list is provided to the individual scholars on request, againstnominal payment. It helped scholars in modifying research topics with thehelp <strong>of</strong> experts in the respective areas and made the specialized materialsavailable to the scholars at a nominal cost.6


FELLOWSHIPSThe Fellowship scheme <strong>of</strong> the <strong>Council</strong> continued to be in operation during theyear under report. Under this scheme the <strong>Council</strong> awards different categories<strong>of</strong> fellowships to assist the scholars to engage in research on full time basison themes <strong>of</strong> contemporary relevance and those that fit in with the selectedmajor areas <strong>of</strong> the <strong>Council</strong>.• Theories <strong>of</strong> Truth and Knowledge.• Basic Values Embodied in <strong>Indian</strong> Culture and their relevance to NationalReconstruction.• Normative Inquiries (Ethics and Aesthetics).• Interdisciplinary Inquiries (Ethics and Aesthetics).• Philosophy, Science and Technology.• Philosophy <strong>of</strong> Man and the Environment.• Social and Political Philosophy and Philosophy <strong>of</strong> Law.• Comparative and Critical Study in the <strong>Philosophical</strong> Systems/Movementsand Religion.• Logic, Philosophy <strong>of</strong> Mathematics and Philosophy <strong>of</strong> Language.• Metaphysics.• Philosophy <strong>of</strong> Education.• Philosophy <strong>of</strong> Social Sciences.The <strong>Council</strong> invites applications for fellowships (excluding the NationalFellowships) through advertisements in national dailies. Copies <strong>of</strong> theadvertisements are also sent to the Heads <strong>of</strong> philosophy departments <strong>of</strong> allthe universities in the country. Details <strong>of</strong> various categories <strong>of</strong> fellowshipsare given below:7


NATIONAL FELLOWSHIPSNational Fellowships are awarded to eminent scholars who have madeoutstanding contribution in the field <strong>of</strong> philosophy. The amount <strong>of</strong> Fellowshiphas been fixed as Rs.25,000 per month along with an annual contingencygrant <strong>of</strong> Rs.50,000. These Fellowships are awarded by the <strong>Council</strong> fromamong the names suggested to it by the <strong>Council</strong> members, UGC panelmembers on the subject <strong>of</strong> philosophy, Presidents <strong>of</strong> <strong>Indian</strong> <strong>Philosophical</strong>Congress for the past ten years and such members <strong>of</strong> the RPC who arenot members <strong>of</strong> the <strong>Council</strong>, without inviting applications and purely on thebasis <strong>of</strong> merit and eminence, regardless <strong>of</strong> age and <strong>of</strong>ficial status <strong>of</strong> thescholars.Pr<strong>of</strong>essor Mrinal Miri was awarded National Fellowship during this year forthe project Philosophy, Education and the Arts.Senior FellowshipsSenior Fellowships are awarded primarily to those scholars in philosophyand in allied disciplines who have made a significant contribution in theirareas <strong>of</strong> research as evidenced from their publications such as books andresearch papers, articles, etc., in philosophical journals and periodicals. TheFellowship carries monthly emoluments <strong>of</strong> Rs.8,000 p.m. However, salary isprotected in the case <strong>of</strong> employed scholars. In addition, the Senior Fellowsare entitled to a contingency grant <strong>of</strong> Rs.36,000 per annum.During the year under report, 2 Senior Fellowships were awarded to Pr<strong>of</strong>essorChhanda Gupta and Pr<strong>of</strong>essor Mrs. Tapti Moitra to work on their projectsentitled Justice and Family and Advaita Metaphysics: A ContemporaryPerspective respectively.The following scholars who were awarded Senior Fellowships in previousyears continued to work on the research projects mentioned against eacheither throughout or part <strong>of</strong> the year under report:8

The selected scholars can avail <strong>of</strong> the Fellowship during the period<strong>of</strong> their leave <strong>of</strong> absence from their place <strong>of</strong> work or during holidays. TheFellowships are available for a maximum period <strong>of</strong> 60 days in a financialyear, either in one stretch or in parts. They are provided return first-classrail fare from the place <strong>of</strong> work to the Academic Centre, only once. The<strong>Council</strong> pays allowance <strong>of</strong> Rs. 150 per day to the Fellows who make theirown arrangements for boarding and lodging and Rs. 120 to the Fellows whoare provided accommodation in the guesthouse <strong>of</strong> the Academic Centre.During the year under report, no candidate was <strong>of</strong>fered the ResidentialFellowship.REFRESHER COURsESDuring the year 2008–09 the <strong>Council</strong> organized a Refresher Course in Logicand Language: Western and Eastern at University <strong>of</strong> Delhi from March30, 2009 onwards for 21 days under the Directorship <strong>of</strong> Pr<strong>of</strong>essor AshokVohra.Here is a brief report about the Refresher Course.The Refresher Course was planned in such a way that on each day therewere two lectures on “Logic—Eastern and Western” and two lectures onone or the other aspect <strong>of</strong> “Philosophy <strong>of</strong> Language”, “Analytic Philosophy”.For ‘Western Logic’ Pr<strong>of</strong>essor Amitabha Gupta <strong>of</strong> the <strong>Indian</strong> Institute <strong>of</strong>20

Mukhopadhyaya <strong>of</strong> Jadavpur University and Pr<strong>of</strong>essorSrinivasa Rao <strong>of</strong> Banglore University delivered lectures and was presentas at Observer and Evaluator throughout the Refresher Course. Pr<strong>of</strong>essorsSrinivasa Rao, Amitabha Gupta and V.N. Jha were the Core Faculty <strong>of</strong> theRefresher Course.Each day <strong>of</strong> the Refresher Course was divided into four sessions—two inthe forenoon and two in the afternoon.The participants were given reading material including books like KisorKumar Chakrabarti’s Classical <strong>Indian</strong> Philosophy <strong>of</strong> Mind: The NyayaDualist Tradition, (Motilal Banarsidass Publishers, 2001), Annambhatta’sTarksamgraha and detailed plan <strong>of</strong> lectures by the Core Faculty. The Corefaculty also gave home work and exercises for practice. The home workwas regularly evaluated and discussed with the individual participants bythe Core Faculty.Pr<strong>of</strong>essor Amitabha Gupta finished his course on ‘Western Logic’ in twentylectures and Pr<strong>of</strong>essor V.N. Jha finished the teaching <strong>of</strong> Annambhatta’sTarksamgraha in thirteen lectures. Four additional lectures were deliveredby Pr<strong>of</strong>essor R.C. Das on Sentential Logic and its Modal extensions. In<strong>Indian</strong> and Western Logic, Pr<strong>of</strong>essor Mukhopadhyaya delivered four lectures.Pr<strong>of</strong>essor S.S. Deshpande delivered a series <strong>of</strong> two lectures on ‘DeonticLogic’.Pr<strong>of</strong>essor Srinivasa Rao in his five lectures discussed the Vedantic approachto language as opposed to the Nyaya-Vaisesika approaches. Pr<strong>of</strong>essorGodabarisha Mishra in his lecture discussed the ‘Advaitic notion <strong>of</strong> language’.Pr<strong>of</strong>essor Tandra Patnaik in her four lectures discussed Bhartrihari’s theory<strong>of</strong> sentence meaning, conditions <strong>of</strong> sentence meaning, relation betweenintention and meaning. Ujjawala Jha in her two lectures discussed ‘Mimamsa’sphilosophy <strong>of</strong> language’.21

Mohapatradelivered four lectures on analytical philosophy especially earlier and laterWittgenstein. Sanil V. delivered a series <strong>of</strong> three lectures on the notion <strong>of</strong>‘text’ in post-modern philosophy. He especially related it with Ram ChandraGandhi’s thought on language. Pr<strong>of</strong>essor Amitabh Das Gupta deliveredlectures on post-Wittgensteinian thinkers like Davidson, Putnam and Quineamong others. In his keynote address, Dr. Hampa Nagarajaiahtraced the evolution <strong>of</strong> Jainism in Southern India. The inauguration wasfollowed by an illuminating speech by Dr. Sagar Mal Jain on YapaniSect <strong>of</strong> Southern India. There were 4 academic sessions with differentpresentations on the contribution <strong>of</strong> Jainas to society and culture <strong>of</strong>South India. The Valedictory Session had many important addressesby scholars. A colloquium was held on Gandhi on Peace andAhimsa. There were five different sectional meetings and 140 paperswere read by the participants. A book on From the Files <strong>of</strong> Statesmanwas released by Pr<strong>of</strong>essor Ramjee Singh. A special lecture wasdelivered by Pr<strong>of</strong>essor Kireet Joshi. The organizers arranged a visitfor the participants to the Sabarmati Ashram. In all, this session wasacademically fruitful to the scholars and the delegates as well.• The 25th Session <strong>of</strong> Maharashtra Tattvagyan Parishad was heldat Shivaji University, Kolhapur from 6-8 November 2008 under theDirectorship <strong>of</strong> Smt. Gauri Bhagwat, Executive President <strong>of</strong> MTP andDr. J.R. Debhole, Chief Coordinator <strong>of</strong> the Adhiveshan. The inauguralfunction had Shri B.G. Kolsepatil (Ex-Judge, Bombay High Court) asthe Chief Guest. The main theme <strong>of</strong> the session was bringing out themeaning <strong>of</strong> the Philosophy <strong>of</strong> Rebellion. On the next day, there werethree sessions. In the morning session papers were presented by Dr.Archana Degaonkar, Dr. Meenal Katarnikar, Dr. Sharad Deshpande andDr. Shubhada Joshi on the theme “Methods <strong>of</strong> the Philosophy” and inthe afternoon there were 35 individual papers. Agera, the Conference beganwith a welcome address by Pr<strong>of</strong>essor B.K. Agarwal. The inauguraladdress was delivered by Pr<strong>of</strong>essor (Mrs.) Temsula Ao delving into thepossibility <strong>of</strong> doing Philosophy through cultural studies in the context<strong>of</strong> tribal life <strong>of</strong> north-eastern region. Pr<strong>of</strong>essor S.A. Shaida deliveredthe keynote address, where he traced the origin and development<strong>of</strong> hermeneutics as a philosophical method independent <strong>of</strong> naturalsciences that ‘objectified’ the meaning and truth in terms <strong>of</strong> abstractmathematical and physical laws. According to him, the role <strong>of</strong> humanconsciousness and specificity <strong>of</strong> human conceptual understanding byits very nature was ‘interpretative’ and hence it assumes the shape <strong>of</strong>an ontological enterprise.• There were 8 sessions including the Inaugural and the ValedictorySessions. The 6 academic sessions were chaired by Pr<strong>of</strong>essors S.A.Shaida, Jagatpal, B.K. Agarwal, Sujata Miri, Goutam Biswas andLokenderjit Singh. University,Baroda during 9-11January 2009 under the directorship <strong>of</strong> Pr<strong>of</strong>essor Nitin J. Vyas. TheSeminar explored the deep theoretical-philosophical foundations <strong>of</strong>chit or chetna beyond the commonly known waking, dream and sleep33


states. The eminent speakers who made enormous contributions andgave the seminar a significant direction were Pr<strong>of</strong>essor K. The welcome address was delivered by Pr<strong>of</strong>essorGurudas Choudhary, Vice Principal <strong>of</strong> the organization and the keynoteaddress was delivered by Pr<strong>of</strong>essor Y.V. Satyanarayana. In his keynoteaddress Pr<strong>of</strong>essor Satyanarayana showed how the contemporarysocial problems such as caste system can be tackled by Vivekananda’sthinking. There were four academic sessions and each session hadfive to six paper presenters. Ghosh delivered the Presidential Address.There were seven academic sessions in all. What was unique about theseminar was that one session was exclusively devoted for presentationsby research scholars and students. In the Valedictory Session, a paneldiscussion was held in which an in-depth analysis was done by thepanelists. Dr. J.C. Basak proposed the vote <strong>of</strong> thanks.• An International Seminar on Hind Swaraj: 100 Years and After wasorganized by the University <strong>of</strong> Delhi under the directorship <strong>of</strong> Pr<strong>of</strong>essor(Ms) Ashum Gupta, Director <strong>of</strong> Gandhi Bhawan at the ConferenceCentre during 11-13 February 2009. The Inaugural Session had awelcome address by Pr<strong>of</strong>essor Ashum Gupta. There was the lighting <strong>of</strong>lump by all the eminent speakers. The introduction <strong>of</strong> the seminar wasgiven by Pr<strong>of</strong>essor Vibha Chaturvedi, Chairperson, Gandhi Bhawan.She considered India fortunate to have had an icon like Gandhiji andemphasized the need to bear in mind his ideas while framing thepolicies as the nation marches forward towards growth and progress.She idolized Gandhiji as an icon, an exemplar and messenger <strong>of</strong>peace and tolerance who stands on its own class <strong>of</strong> dignity. 2009marks the centenary year <strong>of</strong> the book ‘Hind Swaraj’ which contains allthe seminal ideas <strong>of</strong> Mahatma Gandhi. It is worthwhile to debate onGandhi’s philosophy in the 21st century. It is the time when we shouldpay real attention on how Gandhi’s methodology <strong>of</strong> non-violence, noncooperation,moral courage and atmashakti need to be revived. Therewere five academic sessions and very learned scholars from India andabroad spoke on the themes Hind Swaraj: Text-context, Democracy: AGandhian Critique, Gandhi and Modern Civilization, Satyagraha andSwaraj, and Gandhian Vision <strong>of</strong> <strong>Indian</strong> Society. There were many paper presenters who presented their viewson different aspects <strong>of</strong> the theme on environmental issues.• A National Seminar on Morality and Law: An InterdisciplinaryDialogue was organized during February 16-18, 2009 at University<strong>of</strong> Allahabad under the directorship <strong>of</strong> Pr<strong>of</strong>essor Narendra Singh. TheSeminar was inaugurated by Pr<strong>of</strong>essor Bhuvan Chandel, former Head,Department <strong>of</strong> Philosophy, Punjab University, Chandigarh, on February16, 2009. Pr<strong>of</strong>essor Chandel in her address threw light on the concept <strong>of</strong>law and linked with the concept <strong>of</strong> morality. Pr<strong>of</strong>essor Narendra Singh,Director <strong>of</strong> the Seminar, while presenting the theme <strong>of</strong> the seminar, alsotouched upon those aspects <strong>of</strong> law not based on morality but dependenton it. In his keynote address, Pr<strong>of</strong>essor R.P. Singh discussed about thedialectics <strong>of</strong> morality and law. The Presidential Address was given byPr<strong>of</strong>essor Rajen Harsha, Vice Chancellor <strong>of</strong> Allahabad University, whodealt with the diversity <strong>of</strong> both law and morality. There were four speakersin the first session. In the second session, there were five interestingpresentations on the subject. The third session had four presentations.The last day witnessed eight presentations. The Valedictory Sessionhad a very interesting address given by Pr<strong>of</strong>essor Janak Pandeyand Pr<strong>of</strong>essor Sabhajit Mishra. It concluded with the remarks <strong>of</strong> twoscholars, namely, Pr<strong>of</strong>essor S.P. Dubey and Pr<strong>of</strong>essor R.C. Sinha.• A National Seminar on Tallapaka Annamacharya’s Philosophy andVaishnava Bhakti was held during 12-14 March 2009 at S.V. University,Tirupati under the directorship <strong>of</strong> Pr<strong>of</strong>essor C. Govinda Raju.36

Thirty delegates participated in the discussions. Thefunction was presided over by Pr<strong>of</strong>essor M. Gangadhara Rao, Vice–Chancellor, GITAM University. Proessor K. • Sri Satya Sai University, Department <strong>of</strong> Philosophy, Anantapur organizeda workshop on <strong>Indian</strong> Philosophy and Social Concerns on December8-9, 2008. Dr. Sharada Subramanian, the Director <strong>of</strong> the Workshopgave a welcome address wherein she spoke on the importance <strong>of</strong>creating a general awareness amongst students and scholars aboutthe relevance <strong>of</strong> <strong>Indian</strong> Philosophy in the present social scenario asalso the richness <strong>of</strong> <strong>Indian</strong> Philosophy. The Inaugural Address wasgiven by Dr. Dwarka Rane Rao. The Keynote address was givenby Pr<strong>of</strong>essor R. Balasubramanian who gave an analytic exposition<strong>of</strong> various aspects <strong>of</strong> <strong>Indian</strong> Philosophy and clarified the importantconcepts. There were 50 scholars who presented their views on differentthemes on <strong>Indian</strong> Philosophy. Every session was followed by a briefdiscussion and a report on the proceedings. The workshop was indeeda useful endeavour on the part <strong>of</strong> the organizers <strong>of</strong> the workshop.• A 15-day Textual Workshop on Nyaya, Mimamsa and Advaita Vedanta(in <strong>English</strong>) was conducted at Chinmay International Foundation ShodhaSansthan, Veliyanad, Kerala from 15th to 29th December 2008 underthe directorship <strong>of</strong> Pr<strong>of</strong>essor V.N. Jha and co-ordinated by Dr. K.H.Subramanian, Hon. Director <strong>of</strong> CIF Shodha Sansthan. The inauguration<strong>of</strong> the Workshop was done by Hon. Justice Shri K. Narayana Kurup(retd.). Dr. P.C. Muraleemadhavan, Chairman, Managing Committee,Shodha Sansthan presided over the function. The first six days <strong>of</strong> theworkshop were on Nyaya and Mimamsa and Pr<strong>of</strong>essors V.N. Jha andUjwala Jha were the resource persons who taught the participants.The remaining days <strong>of</strong> the workshop were devoted to Vedanta studies.Vedantaparibhasa <strong>of</strong> Dharmaraja, Bhamati-Chatuhsutri <strong>of</strong> Vachaspatiand Vedanta Samgraha <strong>of</strong> Ramaraya Kavi were the texts dealt withby Pr<strong>of</strong>essor R. Mishra, Member-Secretary, ICPR distributed the certificates to all the participants.• The National Workshop on National Integration and Identity-Violencewas organized by the <strong>Indian</strong> Institute <strong>of</strong> Advanced Study, Shimla andthe <strong>Indian</strong> <strong>Council</strong> <strong>of</strong> <strong>Philosophical</strong> <strong>Research</strong>, New Delhi at the NorthEastern Regional Centre <strong>of</strong> <strong>Indian</strong> <strong>Council</strong> <strong>of</strong> Social Science <strong>Research</strong>,NEHU Campus, Shillong during March 20-23, 2009. The InauguralFunction <strong>of</strong> the Workshop was held at the old guest house auditoriumand was chaired by Pr<strong>of</strong>essor Pramod Tandon, Vice-Chancellor, NEHU,Shillong. Pr<strong>of</strong>essor Mrinal Miri, Director <strong>of</strong> the Workshop welcomedthe gathering and gave a thematic introduction <strong>of</strong> the Workshop. Inhis introduction, Pr<strong>of</strong>essor Miri dealt with the concept <strong>of</strong> violence andhow identity-violence has recently created problems in many parts <strong>of</strong>the world, especially in India.Pr<strong>of</strong>essor K. Ramakrishna Rao delivered the Keynote Address andspoke on “Identity Violence – Perspectives”. Pr<strong>of</strong>essor Rao explainedthe concept <strong>of</strong> violence by citing a number <strong>of</strong> cases <strong>of</strong> recent violentincidents in India with special reference to identity politics. He spoke <strong>of</strong>group identity and how identity movement leads to identity violence. Healso discussed about the implications and ramifications <strong>of</strong> such violenceand their different causes besides dealing with the psychologicalstructure <strong>of</strong> violence as well as the Gandhian ways <strong>of</strong> arresting violence.He concluded his speech by pointing out how individual value isefficacious in containing violence at the levels <strong>of</strong> the individual, groupand society.Pr<strong>of</strong>essor Pramod Tandon in his Presidential Address gave an exposition<strong>of</strong> the concept <strong>of</strong> violence and <strong>of</strong> the different ways in which we canaddress this problem. The Chief Guest <strong>of</strong> the function was Shri RanjitShekhar Mooshahary, His Excellency the Governor <strong>of</strong> Meghalaya,who in his brilliant exposition gave the causes <strong>of</strong> identity violence in apluralistic set-up as the one we have in this country. He pointed out the39


problems at a gross-root level and referred to the fact that unless theeconomic need <strong>of</strong> the people are taken care <strong>of</strong> and equality is inculcatedin people’s minds, violence cannot be meaningfully arrested. Quotingfrom a large number <strong>of</strong> contemporary authorities, His Excellency pointedout that there is an urgent need to discuss this problem so that we maybe able to address the issues in the different regions <strong>of</strong> this countryridden with identity violence. The Inaugural Function came to an endwith a Vote <strong>of</strong> Thanks proposed by Pr<strong>of</strong>essor G. Mishra, Member-Secretary, ICPR.The Workshop was topically divided into five sessions. The FirstSession, held on March 21, 2009, was on “Plurality – Linguistic, Culturaland Religious – and National Identity”. Pr<strong>of</strong>essor Mrinal Miri chaired thissession during which four papers were presented. In this session, thehighlights were on pluralism and its effect on identity politics. Pr<strong>of</strong>essorGautam Biswas, Pr<strong>of</strong>essor S.S. Rama Rao Pappu, Pr<strong>of</strong>essor RajeshDev and Pr<strong>of</strong>essor Asghar Ali Engineer presented their papers andthey evoked a good lot <strong>of</strong> discussion among the participants.The broad topic <strong>of</strong> the Second Session was “Violence, Terrorism andThreat to National Life”. Pr<strong>of</strong>essor G. Mishra chaired this session.Dealing with various aspects <strong>of</strong> the theme <strong>of</strong> the session, Pr<strong>of</strong>essorMadhuri Sondhi, Shri J.K. Tripathi and Pr<strong>of</strong>essor C.V. Raghavulu spokeon different aspects <strong>of</strong> the topics evoking good participation.The Third Session <strong>of</strong> the Workshop held on 22 March 2009 was devotedto “Tribal India” and was chaired by Pr<strong>of</strong>essor A.C. Bhagbati. Pr<strong>of</strong>essorSujata Miri, Pr<strong>of</strong>essor Ranju Dhamala, Pr<strong>of</strong>essor Prasenjit Biswas,Pr<strong>of</strong>essor T. Subba and Pr<strong>of</strong>essor Udayan Mishra presented theirpapers discussing various aspects <strong>of</strong> Tribal India and Identity Politicswith special reference to North-Eastern states.The Fourth Session <strong>of</strong> the Workshop was devoted to discussing“Tagore, Gandhi, Nehru and Ambedkar” and their contribution to theefforts <strong>of</strong> achieving National Integration. The session was chaired by40

The well-known participants in this session shedlight on different aspects <strong>of</strong> the contemporary thinking concerningNational Integration.The Fifth Session <strong>of</strong> the Workshop held on March 23, 2009 was devotedto “Global Economic Unity and Cultural Autonomy; and Democracy,Individual Freedom and Community Allegiances.” The session waschaired by Dr. B.B. Datta. There were five papers presented by Dr.Sanjeeb Kakoti, Dr. Mangi Singh, Dr. Kympham Singh Nongkynreihand Dr. Balakrishnan.On the afternoon <strong>of</strong> March 23, 2009, the Valedictory Function was heldunder the Chairmanship <strong>of</strong> Pr<strong>of</strong>essor K. Ramakrishna Rao, Chairman,ICPR. Pr<strong>of</strong>essor Mrinal Miri made a brief summing up <strong>of</strong> the wholeseminar proceedings. It was followed by a Valedictory Address by SriB.N. Yugandhar, Member, Planning Commission, Government <strong>of</strong> India.Pr<strong>of</strong>essor Yugandhar in his speech spoke about the relevance <strong>of</strong> thisWorkshop and appreciated the organizers for holding such deliberationswhich addressed the current problems <strong>of</strong> the country. Pr<strong>of</strong>essor K.Ramakrishna Rao delivered the Presidential Address wherein hespelt out the different projects and programmes <strong>of</strong> ICPR for promotingphilosophy, especially Applied Philosophy. The Workshop came to asuccessful conclusion with a Vote <strong>of</strong> Thanks by Pr<strong>of</strong>essor G. Mishra,Member-Secretary, ICPR.On the whole, the seminar was successful in addressing many issueswhich had arisen out <strong>of</strong> the earlier Workshop at IIAS, Shimla withits focus on the problems <strong>of</strong> North-Eastern States <strong>of</strong> the country.Pr<strong>of</strong>essor G. Mishra expressed the hope that this would be a continuingprogramme <strong>of</strong> the ICPR and he further hoped that along with IIAS thenext Workshop would be organized again in some place in the NorthEast to continue with the indepth deliberations on National Integrationand Violence related issues.41


PERIODICAL LECTURESThe Periodical Lectures organized by the <strong>Council</strong> at different Colleges andUniversities in the country are for the promotion <strong>of</strong> philosophy among theyoung students <strong>of</strong> different cities <strong>of</strong> India on low cost budget. A large number <strong>of</strong> scholars aswell as teachers from philosophy and other disciplines attended thesame.52


• Dr. H.C. Yadav, Head, Department <strong>of</strong> Philosophy, DAVP College,Ausanganj, Varanasi, organized a lecture programme by invitingpr<strong>of</strong>essors, H.S. Prasad <strong>of</strong> Delhi University and Ambika Dutta Sharma <strong>of</strong>Sagar University to speak on the topic Philosophy in the ContemporaryWorld on 16th January 2009. While Pr<strong>of</strong>essor H.S. Prasad spoke onthe Significance <strong>of</strong> Philosophy in Society by moral values and its criteriawe adopt, Dr. A.D. Sharma expounded the view that where scienceends, philosophy begins and, therefore, the contribution <strong>of</strong> philosophyto the society and the contemporary world is far greater. The lectureprogramme was reported in different newspapers.• On the topic Aaj ke samaajik Parivesh mein darshan ki Upyogita aninteresting lecture was delivered by Pr<strong>of</strong>essor D.N. Dwivedi, retiredPr<strong>of</strong>essor <strong>of</strong> Allahabad University at Gandhi Faiz-e-Aam, P.G. College,Shahjahanpur, on 24 January 2009. Pr<strong>of</strong>essor Dwivedi dealt withthe importance and significance <strong>of</strong> Philosophy and its applications inthe Society. Several scholars attended the lecture programme whichwas well arranged by Dr. Seema Sharma, Head <strong>of</strong> the Department <strong>of</strong>Philosophy.• Two eminent scholars namely, Pr<strong>of</strong>essor P.K. Mohapatra <strong>of</strong> UtkalUniversity and Pr<strong>of</strong>essor N. Malla <strong>of</strong> NEHU delivered lectures on thetopics Ethics and Society and Philosophy <strong>of</strong> Education in the <strong>Indian</strong>Context respectively at the Department <strong>of</strong> Philosophy, ChoudwarCollege, Cuttack, on 28 January 2009. A large number <strong>of</strong> teachersand students <strong>of</strong> philosophy department and other departmentsattended and participated in the lecture. The thrust <strong>of</strong> the lectures wason emphasizing the prime importance <strong>of</strong> philosophical and ethicalknowledge at all pr<strong>of</strong>essional levels and also on how the presenteducational system could be changed by creating good human beingsto develop their cognitive faculty for a better living. The lectures werefollowed by discussions and were appreciated by those who attendedthe programme.53


• The main contention <strong>of</strong> the lecture was that man is moral by nature andbecomes immoral only under compulsion. A human being’s reaction toan immoral act might be characterized either by escapism or cynicism orby aggressive action and both are counterproductive and to be avoided.The right course is to take a positive action to free the society fromevil and corruption. It is not always the attempt at achieving wholesalegood <strong>of</strong> the human society that counts, but even the attempt for thegood in bits and pieces is praiseworthy. The essence <strong>of</strong> the moralrule is the reciprocity among people in the society. It is in this contextthat Ethics and Philosophy gain prominence in the present scenario.<strong>Philosophical</strong> and Ethical knowledge are <strong>of</strong> prime importance even inbusiness conduct and pr<strong>of</strong>essional action. Honesty is the best policyin all walks <strong>of</strong> life.The second lecture was delivered by Pr<strong>of</strong>. Netrananda Malla, retiredPr<strong>of</strong>essor <strong>of</strong> Philosophy <strong>of</strong> North Eastern Hill University on Philosophy<strong>of</strong> Education in <strong>Indian</strong> Context. The students and teachers <strong>of</strong> theDepartment <strong>of</strong> Philosophy as well as <strong>of</strong> other departments <strong>of</strong> the Collegewere present and participated in the discussion.The main thesis <strong>of</strong> the Lecture was that the present educational scene inIndia is in a mess and all the attempts taken at the growth <strong>of</strong> education inpost-independent India has been counterproductive and confusing. Theargument <strong>of</strong> the lecture was that the aim <strong>of</strong> education is to create goodhuman beings to develop their cognitive faculty, knowledge and wisdomand to enable them to earn their livelihood. This has been frustratedby the fact that top priority in planning and administration <strong>of</strong> educationhas been given on creation <strong>of</strong> wealth. This has led to commercialization,privatization and mushrooming <strong>of</strong> coaching centre and private tuition asan outcome. Mahatma Gandhi had rightly envisioned that education upto matriculation should be compulsory and higher education should beprivatized. But we are moving at the opposite direction. While primaryand secondary education is getting more and more expensive, highereducation has been comparatively less expensive.54


The lectures were followed by discussions and appreciated by those whoattended the programme:• On 29 January 2009, the Department <strong>of</strong> Philosophy, NarishikshaNiketan, P.G. College, Lucknow, under the headship <strong>of</strong> Dr. Indu Kumariinvited Pr<strong>of</strong>essor H.N. Mishra, former Head, Department <strong>of</strong> Philosophy,Nagarjuna University, to deliver a lecture on Pratyitsamutpada to anaudience <strong>of</strong> around 150 students and other scholars. Pr<strong>of</strong>essor Mishrawhile explicating the concept <strong>of</strong> pratyitsamutpada drew the attention<strong>of</strong> the scholars to the different concepts <strong>of</strong> Buddhism.• Dr. Sumukhi, Head <strong>of</strong> the the Department <strong>of</strong> Philosophy, H.H.M.S.P.B.,NSS College for Women, Thiruvananthapuram, organized a lectureon Management: A Bhagawad Gita Perspective on 30 January 2009.The lecture was delivered by Shri P.N. Subramanian, Dy. Director(Retd.), Vikram Sarabhai Space Centre and Chief Executive <strong>of</strong>Brahmananda <strong>Research</strong> Foundation for Management Headship Studies,Thiruvananthapuram. Shri Subramanian spoke briefly on modern trendsin management and introduced the general concepts <strong>of</strong> the BhagavadGita, the situation <strong>of</strong> its delivery as positioned in the Mahabharata <strong>of</strong>Veda Vyasa. The speaker used power point presentation to explainhis views. A group <strong>of</strong> 105 participants drawn from the student-teachercommunity were benefited from the lecture.• The Department <strong>of</strong> Philosophy under the headship <strong>of</strong> Dr. D.C. Srivastava,Christ Church College, Kanpur, organized a lecture programme on30 January 2009 by Pr<strong>of</strong>essor Bijoy H. Boruah, Visiting Pr<strong>of</strong>essor <strong>of</strong>Philosophy, IIT, Delhi. The title <strong>of</strong> his lecture was Cultural Identity andGlobal Solidarity. Speaking on the topic, Pr<strong>of</strong>essor Boruah opined thatmodernity seems to have inevitably led to a human world <strong>of</strong> globalizedcharacter in all its significant dimensions: economic, political, cultural,educational, etc. In one sense, globalization is a form <strong>of</strong> civilization<strong>of</strong> homogenization in which cultural diversity, rooted in local humanpractices, is gradually marginalized and eventually diluted in a “faceless”55


space <strong>of</strong> general humanity. On the other hand, there is reactive postmodernitythat witnesses and celebrates the heterogeneity <strong>of</strong> a culturalhumanity. The lecture was concluded by bringing out the ideas <strong>of</strong> howhuman individual’s cultural identity is perfectly compatible with his orher sense <strong>of</strong> global solidarity. The lecture was attended by more than50 scholars from different institutions and colleges <strong>of</strong> the city.• Pr<strong>of</strong>essor D.N. Dwivedi <strong>of</strong> Allahabad University delivered a lecture onBrain, Mind and Consciousness (with special reference to WesternTheories) on 30 January 2009 at CMP Degree College, Allahabad,under the headship <strong>of</strong> Dr. (Mrs) Rama Rani. The lecture was attendedby 300 students and 50 teachers. There was a very thought-provokingand interactive discussion after the lecture. It was felt that the impact <strong>of</strong>the lecture was such that an interest was created among the students <strong>of</strong>philosophy to pursue their future studies and research in philosophy.• A lecture was delivered by Pr<strong>of</strong>essor Asha Maudgil on Applied Ethics toa large gathering <strong>of</strong> students in Government College, Ropar in Punjabon 30 January 2009. It had been arranged by Dr. Rajvinder Singh.• A one-day lecture-cum-seminar programme was arranged by Pr<strong>of</strong>essorA.N. Patel, Department <strong>of</strong> Philosophy, Deogarh College, Deogarh, on15 February 2009. There were two distinguished speakers, namelyPr<strong>of</strong>essor Laxman Behera, H.O.D. <strong>of</strong> Philosophy, G.M. College,Sambalpur, and Pr<strong>of</strong>essor Sudarshan Pujari, Principal, Women’sCollege Bargarh. The topics <strong>of</strong> the lectures were Making PhilosophyIntelligible and Useful: The call <strong>of</strong> the hour and Political <strong>Indian</strong>, ReligiousGandhi respectively. Pr<strong>of</strong>essor B.N. Sahu who presided over thelectures spoke about the importance <strong>of</strong> philosophy in the present era<strong>of</strong> globalization.• Government Ranbir College, Sangrur, Punjab arranged a lecture by MuftiFuzail ur-Rehman Hilal Usmani on Social Justice and Status <strong>of</strong> Womenin India on 4 February 2009 under the headship <strong>of</strong> Dr. Rajbala Sekhon.56


There was a good participation where students <strong>of</strong> colleges were benefitedthrough intense interactions.• At the Seminar Hall <strong>of</strong> Mahilla V.P.G. College, Aminabad, Lucknow, alecture programme was arranged by Dr. Vineeta on 5 February 2009. Thelecture was delivered by Pr<strong>of</strong>essor Rajendra Prasad, Rtd. Pr<strong>of</strong>essor <strong>of</strong> IIT,Kanpur on the topic Darshan ki Prasangikata. Around 110 students and80 lecturers including the staff members attended the lecture programme.The lecture was covered by local and national dailies as well as newschannels. Around 10 newspapers <strong>of</strong> Hindi, <strong>English</strong> and Urdu publishedthe report <strong>of</strong> the programme on 6 February 2009.• Pr<strong>of</strong>essor Parshuram Kar, Head, Department <strong>of</strong> Philosophy, V.N.College, Jajpur Road, Orissa, organized a one-day lecture by Pr<strong>of</strong>essorN. Malla, Retd. Pr<strong>of</strong>essor <strong>of</strong> NEHU, the Guest <strong>of</strong> Honour, and Pr<strong>of</strong>essorA.K. Mohanty, the Chief Speaker on 4 February 2009. After anintroductory speech by Pr<strong>of</strong>essor Kar, Pr<strong>of</strong>essor Malla delivered hislecture. Pr<strong>of</strong>essor Malla upheld the view that Philosophy is not onlyconfined to the doctrines or postulates but is also a way <strong>of</strong> life. That is tosay, it is associated with thoughts and actions <strong>of</strong> persons in society. Hestressed the ethical aspects <strong>of</strong> philosophical thought in a lucid mannerand spoke upon its applicability in every social problem. Pr<strong>of</strong>essor A.K.Mohanty addressed the participants regarding the nature and scope<strong>of</strong> philosophy in the 21 century by making a clear distinction betweenPhilosophy, Science and Applied Philosophy.• Dr. Aditya Kumar Mohanty, Pr<strong>of</strong>essor and Coordinator, Centre <strong>of</strong>Advanced Study in Philosophy, Utkal University, Bhubaneswar,was invited as the Chief Guest-cum-Speaker by the Department <strong>of</strong>Philosophy, Rama Devi Women’s (Autonomous) College, Bhubaneswar,Orissa, on Saturday, 7 February 2009. Pr<strong>of</strong>essor Mohanty delivered hislecture on Philosophy, Science and Spirituality. His talk was followedby an interactive session. The Lecture was attended by a large number<strong>of</strong> students, Faculty members and guests.57


• A lecture on Humanism with special reference to Vivekananda, Dr.Radhakrishnan, and Karl Marx was organized at Department <strong>of</strong>Philosophy, Bajali College, Barpedta, Assam, on 10 February 2009.Dr. Pranita Devi, HOD, Philosophy Department, explained the purpose<strong>of</strong> the lecture which was inaugurated by Dr. Debendra Nath Sarma,Principal <strong>of</strong> the College. Dr. Girish Sharma, Philosophy Department,Gauhati University, delivered the lecture while also referring to thecontributions <strong>of</strong> ICPR towards development <strong>of</strong> philosophical studiesand research at the national level. Dr. Sharma discussed the concept<strong>of</strong> humanism in the East and the West and also differences in thehumanism <strong>of</strong> the East and the West. He stated “Humanism is not anew philosophy, it is a traditional concept <strong>of</strong> man which is spiritual andwe cannot ignore the tradition, whether one may accept it or not”.• There was a lecture programme organized by Dr. Basant KumarDas, Philosophy Department, Government College, Angul at Orissaon 11 February 2009. Pr<strong>of</strong>essor P.K. Mohapatra and Pr<strong>of</strong>essor G.P.Das, the two eminent scholars were invited to deliver their lectures on<strong>Indian</strong> Values. About 75 participants including teachers and studentsparticipated in the lecture programme. There was a high level discussion sessioninvolving all the participants.• The Hans Raj Mahila Mahavidyalaya, Jalandhar, arranged a lectureprogramme on 21 February 2009 by Dr. Gurusharanjit Singh <strong>of</strong> GuruNanak Dev University, Amritsar. He delivered a lecture on Philosophy<strong>of</strong> Sikhism. Dr. Singh concentrated on the mulamantra <strong>of</strong> Sikhism andexplained with Shabads <strong>of</strong> Gurbani. College, Moradabad, organized a lecture by Pr<strong>of</strong>essor J.Sankar Tiwari <strong>of</strong> Allahabad University on 21 February 2009 on thetopic Nitishastra:Vikas Ke Katipay Charan by A.K. The lecturewas attended by several scholars <strong>of</strong> Moradabad area and had a greatimpact as two daily newspapers reported the event publicizing ICPR’scontribution in promoting research through this scheme.• On 28 February 2009, the Department <strong>of</strong> Philosophy, Govt. College,Chandigarh organized a lecture by Pr<strong>of</strong>essor V.T. Sebastian. About 100participants, 40 lecturers and 60 students attended the programme.The title <strong>of</strong> the lecture was Why philosophy? Speaking on the occasion,Pr<strong>of</strong>essor Sebstian addressed various issues pertaining to philosophysuch as what is philosophy, the nature <strong>of</strong> philosophy and the role<strong>of</strong> philosophy in today’s materialistic world. In hislecture, Pr<strong>of</strong>essor Chakrabarty dealt with different aspects <strong>of</strong> moraluniversalizability with reference to two important thinkers, Kant andHare. NATIONAL LECTURES BY EMINENT INDIANAND FOREIGN SCHOLARSWith a view to acquainting <strong>Indian</strong> scholars with the recent thoughts <strong>of</strong> leadingphilosophers as well as to provide opportunities for interaction with them, the<strong>Council</strong> organizes every year two National Lectures each by leading <strong>Indian</strong>philosophers and overseas Philosophers respectively. Under this scheme,the Lecturers deliver a series <strong>of</strong> three lectures in at least three differentuniversities in India. The universities are given a grant <strong>of</strong> Rs.35,000 by the<strong>Council</strong> to invite the interested scholars from their region to attend the lecturesand participate in the discussions. INTERNATIONAL PHILOSOPHY DAYEvery year the <strong>Council</strong> observes the International Philosophy Day in the thirdweek <strong>of</strong> November to commemorate the birthday <strong>of</strong> Socrates in compliancewith the UNESCO’s declaration to this effect.The <strong>Council</strong> has been supporting the celebration <strong>of</strong> the InternationalPhilosophy Day in all the Universities/Institutions and is also financiallysupportive in quite a few <strong>of</strong> them.Around 20 Universities/Institutions were given grants to organize seminars,debates, essay competitions, panel discussions, symposia dialogues andcolloquia as an integral part <strong>of</strong> the celebration <strong>of</strong> the International PhilosophyDay this year.A good feed back has been received from these institutions. Here are some<strong>of</strong> the reports <strong>of</strong> the events held during this period.• ICPR’s International Philosophy Day was organized at Delhi Universityunder the directorship <strong>of</strong> Pr<strong>of</strong>essor Ashok Vohra on November 19,2008 on Philosophy and Aesthetic Experience. There were threesessions. The first Session was marked by the lucid introductiongiven by Pr<strong>of</strong>essor Ashok Vohra, Head, Department <strong>of</strong> Philosophy.Pr<strong>of</strong>essor Godabarisha Mishra, Member-Secretary, ICPR, welcomedthe audience. The speaker <strong>of</strong> the first session was Pr<strong>of</strong>essor MrinalMiri on Philosophy and Modern Predicament. In the second sessionthere were three speakers. Pr<strong>of</strong>essor Rekha Jhanji, Chandigarh, spokeon Aesthetic Experience and <strong>Indian</strong> sensibility. Pr<strong>of</strong>essor Parul DaveMukherji, School <strong>of</strong> Art and Aesthetics, JNU, gave her presentation onRethinking the Comparative Method: Representations <strong>of</strong> the East-WestDivide in the Study <strong>of</strong> <strong>Indian</strong> Aesthetics.Dr. Rekha Navneet, Delhi University, spoke on the Concept <strong>of</strong> Rasaand Abhinava Gupta.73

The afternoon session was on Idea andImagination. There were three speakers here also. Pr<strong>of</strong>essor S.K.Saxena gave a masterly lecture on Aesthetic Experience and its culturalsignificance, which was based on his erudite expertise in the area.Pr<strong>of</strong>essor V. Sanil, IIT Delhi, spoke on Idea and Imagination. Dr. ManjuSaxena enlightened the audience by presenting her views on AestheticExperience and Western Thought.Dr. Deepa Nag Haksar proposed a Vote <strong>of</strong> Thanks.• The Department <strong>of</strong> Philosophy, H.N.B. Garwal University, SrinagarGarwal, under the Directorship <strong>of</strong> Dr. Vibha Mukhesh, organized aSeminar on the International Philosophy Day on 14 November 2009.The theme <strong>of</strong> the seminar was The Concept <strong>of</strong> Human Consciousnessin <strong>Indian</strong> Philosophy. The seminar was inaugurated by the Vice-Chancellor <strong>of</strong> H.N.B. Garwal University, Srinagar. The significance andrelevance <strong>of</strong> Philosophy, Science and Religion was brought out duringthe seminar.• The Department <strong>of</strong> Philosophy, University <strong>of</strong> North Bengal, Siliguri,celebrated the International Philosophy Day on 18 November 2008.The theme and topic for discussions chosen by the departmentwere Interrelationship between Philosophy, Science and Culture andThe Need <strong>of</strong> Philosophy as a Core Subject in School and HigherEducation.The celebration <strong>of</strong> the Day was marked by Dr. K.L. Das initiating theproceedings by explaining the importance <strong>of</strong> observing such a daydedicated to philosophy. Dr. Das commended the steps taken by theICPR in propagating philosophical values supporting such causes.Pr<strong>of</strong>essor Bhaswati Chakraborty in her deliberation expressed deepconcern over the present social conditions in India and the world at74

Defining culture as an all inclusive human phenomenon, shebrought out the place <strong>of</strong> philosophy in it, saying that only philosophycan save humankind from the present crises which is actually the crisis<strong>of</strong> values. Pr<strong>of</strong>essor Manjulika Ghosh, one <strong>of</strong> the main speakers spokeon the topic The need <strong>of</strong> Philosophy as a core subject in School andHigher Education and explained how philosophy is intimately relatedto Society, Culture and Values which provide us basics for education.Pr<strong>of</strong>essor G.C. Khan explained on the different facets <strong>of</strong> secularism andthe need <strong>of</strong> inculcating it. Dr. Jyotish Ch. Basak appreciated the studentsfor their interest in philosophy. He further emphasized that philosophyplays a vital role in building a nation and society. Dr. Benulal Dhar spokeon the Nature and Range <strong>of</strong> <strong>Philosophical</strong> Activities. Dr. Debika Sahaspoke on the overall relation between philosophy science and culture.The participants <strong>of</strong> those discussions and lecture programme weremore than 100 in number.• On 20 November 2008, the Department <strong>of</strong> Religious Studies, PunjabiUniversity, observed the International Philosophy Day with fullenthusiasm. A renowned scholar Pr<strong>of</strong>essor Harjit Singh, G.K. EmeritusPr<strong>of</strong>essor, JNU, delivered a lecture on the theme Conceptual Constructsin Guru Granth Sahib. The lecture programme was presided over by Dr.Jaspal Singh, Vice-Chancellor, Punjabi University, Patiala. The facultyand students attended and participated in the lecture programme whichwas concluded by discussions. The celebration was reported in thedailies like Hindustan Times, Dainik Jagaran, etc.The Vice-Chancellor, Dr. Jaspal Singh, while delivering his presidentialremarks, appreciated Pr<strong>of</strong>essor Gill’s works that were devoted to thestudy <strong>of</strong> Gurbani. He also exhorted the gathered galaxy <strong>of</strong> scholars to godeep in their research for exploring the meaning <strong>of</strong> heritage and employsimple and less complex language in their writings to communicateclearly to all their readers.• The International Philosophy Day was celebrated on 27 November2008, by the Department <strong>of</strong> Philosophy, Assam University, Silchar.75


On this occasion a regional seminar on Philosophy <strong>of</strong> Education forPeace was organized by Dr. R.C. Majhi, Head <strong>of</strong> the Department <strong>of</strong>Philosophy. While Dr. Majhi delivered the welcome address, Pr<strong>of</strong>essorGautam Biswas, Dean, School <strong>of</strong> Humanities, gave a justification <strong>of</strong> thetheme. He explained how ‘Peace’ is a positive concept and the worldsituation would improve if the difference between saying and doingcould be bridged. Pr<strong>of</strong>essor Sibnath Sarma gave the keynote addressduring the Inaugural Session.There were two technical sessions with four presentations in all. Thespeakers were Pr<strong>of</strong>essor T.B. Subba, Pr<strong>of</strong>essor N. Biswas, Pr<strong>of</strong>essorVanlalnghak, and Pr<strong>of</strong>essor Abhik Gupta. The two sessions were chairedby Pr<strong>of</strong>essor Sibnath Sarma and Pr<strong>of</strong>essor T.B. Subha respectively.• A two-day Seminar was held on <strong>Research</strong> Methodology in Philosophyduring 27-28 November 2008 by the Department <strong>of</strong> Philosophy, AMU,Aligarh. The seminar was comprised <strong>of</strong> six sessions including theInaugural Session which began on 27 November 2008 at 5.00 p.m. Dr.Sanaullah Mir in his welcome address brought out the significance <strong>of</strong>the seminar by showing how methodological questions have alwaysdeep impact on the doing <strong>of</strong> Philosophy. Pr<strong>of</strong>essor John C. Miller,University <strong>of</strong> Colorado, USA was the Chief Guest at the InauguralSession <strong>of</strong> the Seminar. Pr<strong>of</strong>essor Miller stressed the importance <strong>of</strong>Applied Philosophy in Contemporary Global society. According tohim, Philosophers should take up ethical issues pertaining to biotechnologicaldevelopments, business, sports, engineering, etc., aswell as social, political, legal issues and the problems <strong>of</strong> environmentaldegradation and global warming. Dr. Mohamad Muquim, Chairperson<strong>of</strong> Philosophy Department, gave an elaborate account <strong>of</strong> researchmethodology in Philosophy. Pr<strong>of</strong>essor A.R. Kidwai, Director, AcademicsStaff College who was the Guest <strong>of</strong> honour, stressed the need forreconciliation between scientific rationality and human creativity.Pr<strong>of</strong>essor D.N. Tiwari presented his views on the Nature and Method<strong>of</strong> <strong>Research</strong> in <strong>Indian</strong> Philosophy by pointing out certain models <strong>of</strong>76


Philosophy. There was another interesting presentation by Pr<strong>of</strong>essorSpyridon Rangos, Department <strong>of</strong> Philosophy, University <strong>of</strong> Patras,Greece. In his presentation on Method <strong>of</strong> Aristotle’s Metaphysics hebrought out the inseparability <strong>of</strong> research from History <strong>of</strong> Philosophy.Newspapers like Rashtriya Sahara, Hindustan, Aaj, Shah Times,Dainik Jagaran, Amar ujala, Raaj Path, etc., projected the event ina grand manner thus giving wide publicity about ICPR which createdawareness about it in the minds <strong>of</strong> the general public.• A Seminar on Aadhunik sandarbh mein darshan ki upayogita was heldduring 6-7 December 2008 at B.N. Mandal University, Madhepuraon the occasion <strong>of</strong> International Philosophy Day. There were threesessions including the inauguration. This Inauguration Session wasmarked by the welcoming remarks by Dr. Vidya Devi, Head, Department<strong>of</strong> Philosophy, BNMU, Addresses by the Vice-Chancellor, Pr<strong>of</strong>essorR.P. Srivastava and Guest speakers Pr<strong>of</strong>essor Ashok Vohra andPr<strong>of</strong>essor Godabarisha Mishra were very scintillating. There were eightpresentations by scholars. On 7 December 2008, the seminar wasconcluded with a Valedictory Session followed by lunch.• Pr<strong>of</strong>essor D. Nesy, Department <strong>of</strong> Philosophy, University <strong>of</strong> Keralawelcomed the audience at the inaugural function on the occasion <strong>of</strong> theInternational Philosophy Day celebration held during 11-12 December2008 held there. It was a two-day regional seminar on the theme Need<strong>of</strong> Philosophy as a core subject in School and Higher Education andit was inaugurated by Pr<strong>of</strong>essor Hrdayakumari, Principal (Rtd.), Govt.College for Women. Dr. Balamohan Thampi delivered the presidentialaddress. There were four academic sessions. The speakers <strong>of</strong> the firstsession were Shri C. Bhaskar, Dr. V.T. Sebastian, Dr. Jameela Begumand the session was chaired by Dr. S. Radha. The second sessionwas chaired by Dr. Sambasiva Prasad and the session was exclusivelydevoted to students for presentation <strong>of</strong> their views. The third sessionwas chaired by Pr<strong>of</strong>essor S. Panneerselvam and speakers were Dr.S. Radha, Dr. Venkatachalapathy, Dr. Sambasiva Prasad, and Dr. R.77


Lakshmi. The last session was chaired by Pr<strong>of</strong>essor D. Nesy and ithad presentations by Dr. Sreekala M. Nair, Pr<strong>of</strong>essor Kanthamani andPr<strong>of</strong>essor S. Panneerselvam. Comments and interventions followedevery presentation making the sessions interesting and enriching. Dr.P.K. Pokker delivered the Valedictory address. Prizes were distributedto the winners <strong>of</strong> the Quiz and Elocution competitions conducted bythe Department on this occasion.• On the 12 <strong>of</strong> December 2008, the Department <strong>of</strong> Philosophy, NorthEastern Hill University organized a one-day workshop on the themeConsciousness and Culture. There were 70 scholars who participatedin this programme including the teachers from various colleges inShillong and Jowai. There were scholars from other departments, likePhysics, Library Science, Chemistry, History, Biochemistry, Economics,Political Science, etc., which resulted in the creation <strong>of</strong> some kind <strong>of</strong>awareness about philosophy in them.The programme began with the welcome speech delivered by Dr. E.R.Tongper. Dr. P. Biswas gave introduction to the theme <strong>of</strong> the workshop.The Chief Guest, Pr<strong>of</strong>essor R.N. Charan drew attention to the importance<strong>of</strong> the notion <strong>of</strong> Consciousness which was a matter <strong>of</strong> interest to bothscientists and philosophers <strong>of</strong> modern times. He also emphasizedthe need for interdisciplinary approach to the study <strong>of</strong> consciousnessfor a better understanding <strong>of</strong> it. Pr<strong>of</strong>essor B.K. Agarwal explained therelevance <strong>of</strong> the study <strong>of</strong> consciousness in the understanding <strong>of</strong> culturewhich comes from collective consciousness.The academic session had three lectures delivered by Pr<strong>of</strong>essor BijoyMukherjee, Vishwa Bharati, Pr<strong>of</strong>essor R.P. Bajpai and Dr. P.V. Joseph.The themes <strong>of</strong> their lectures were Consciousness, Quantum Physicsand Language; Consciousness; and Culture respectively. Pr<strong>of</strong>essorMukherjee explored the possibility <strong>of</strong> an alternative interpretation <strong>of</strong>consciousness avoiding dualism and disjunctives <strong>of</strong> quantum physicsand showed the possibility <strong>of</strong> mind-independent and reality-independent78


nature <strong>of</strong> Consciousness. Pr<strong>of</strong>essor Bajpai looked at consciousness asa kind <strong>of</strong> natural phenomena and also as a pure Quantum effect withoutany classical analogue and to be incomprehensible in any Philosophy,Culture and Biology built on the foundation provided by the Classicalframework. Dr. Joseph explained the meaning <strong>of</strong> culture and tried tobring out the important characteristics <strong>of</strong> culture.The lectures were followed by discussions which proved to be extremelyfruitful to all who were present.• A workshop on the Need <strong>of</strong> Philosophy as a core subject in School andHigher Education was organized by Department <strong>of</strong> Philosophy, MagadhUniversity, Bodh Gaya on the occasion <strong>of</strong> the International PhilosophyDay on 18 and 19 December 2008. The Harvard University teacher,Pr<strong>of</strong>essor David inaugurated the workshop by lighting the lamp whilePr<strong>of</strong>essor Kusum Kumari, Head <strong>of</strong> the Department, welcomed thedelegates and participants and introduced the subject by laying emphasison introducing Philosophy at School and Higher Education level as a coresubject under the changing circumstances in which the entire world hasbeen engulfed by chaos, uncertainty, terrorism and religious conflicts.Pr<strong>of</strong>essor David referred to various <strong>of</strong>f-shoots <strong>of</strong> modern philosophy.Pr<strong>of</strong>essor I.N. Sinha advocated on launching Yoga Philosophy andother ethical and value based moral teaching. Dr. N.K. Ambastha inhis speech on the concept <strong>of</strong> education vis-à-vis philosophy suggestedvarious techniques <strong>of</strong> enriching wisdom. The other speakers wereDr.V.K. Sinha and Dr. Shamal Kishore.• The Department <strong>of</strong> Philosophy, University <strong>of</strong> Mumbai organized theInternational Philosophy Day on 19 December 2008 by way <strong>of</strong> arranginglecture by Pr<strong>of</strong>essor Philip Clayton <strong>of</strong> USA. The lecture was followedby two Round Tables on the themes Philosophy – Prospective andFuture and Yoga and Peace respectively. Pr<strong>of</strong>essor Clayton spokeon Consciousness. There was participation by eight students in each <strong>of</strong>the Round Tables and many other undergraduate students, faculty andvisitors were benefited by this programme.• The Department <strong>of</strong> Jainology and Comparative Religion and Philosophy<strong>of</strong> Jain Vishwa Bharati University, Ladnun organized a two-day Seminaron the occasion <strong>of</strong> the International Philosophy Day during 20-21December 2008. The Inaugural Session took <strong>of</strong>f well with Pr<strong>of</strong>essorM.R. Gelra, Jaipur as the Chief Guest, and Pr<strong>of</strong>essor S.R. Bhatt asa special guest. Pr<strong>of</strong>essor Mun Mahendra Kumar gave the Keynoteaddress and the welcome address was given by Dr. Samani ChaitanyaPrajna. Pr<strong>of</strong>essor Muni N. Mahendra Kumar spoke on reconciliationbetween spirituality and science. Pr<strong>of</strong>essor Bhatt’s address was onPhilosophy, Culture and Human Existence. There were twelve scholarsfrom outside Ladnun and 50 scholars from within Ladnun.There were seven sessions in all and many interesting papers werepresented by the scholars. The titles <strong>of</strong> the papers were: Dualism inJainism;The Philosophy <strong>of</strong> Anekant and Interculturality; EnvironmentalEthics; Vilem Flusser: on the End <strong>of</strong> History and futurity <strong>of</strong> Time;Interrelation <strong>of</strong> Philosophy, Religion and Science in <strong>Indian</strong> Thought;Scientific Background <strong>of</strong> Jain <strong>Philosophical</strong> Concepts; Sharing forSurvival: <strong>Philosophical</strong> and Scientific Basis <strong>of</strong> Sustainable Development;The Concept <strong>of</strong> God; A Higher form <strong>of</strong> life in Jainism; The Role <strong>of</strong>Science and the Spiritual Values in Education; <strong>Philosophical</strong>, Scientificand Religious Interpretation <strong>of</strong> Dreams; Education in Reference toScience and Philosophy and Culture. The two-day seminar proved tobe very beneficial for all the scholars.• The Department <strong>of</strong> Philosophy, Jadavpur University organized a twodayworkshop on the theme The Future <strong>of</strong> Philosophy on 17 and 18 <strong>of</strong>November 2008. The two-day Workshop was inaugurated by Pr<strong>of</strong>essorSukharanjan Saha, Retd. Pr<strong>of</strong>essor, Jadavpur University. In his short80


address he spoke about a crisis <strong>of</strong> the subject in our society. Hesuggested that the task <strong>of</strong> the teachers and students <strong>of</strong> philosophy isto think <strong>of</strong> a brand <strong>of</strong> philosophy that would be a comprehensive study<strong>of</strong> all the philosophies practiced by different nations. In her welcomeaddress, Pr<strong>of</strong>essor Madhumita Chattopadhyay, Head, Department <strong>of</strong>Philosophy, rightly pointed out that the study <strong>of</strong> philosophy need not bealienated from our ordinary daily existence. Pr<strong>of</strong>essor Indrani Sanyalintroduced the topic <strong>of</strong> the workshop by reiterating the real need formaking people aware about the fact that they were living their lives withthe help <strong>of</strong> philosophy. The keynote address was delivered by Pr<strong>of</strong>essorSourin Bhattacharya who pointed out how simple words used in ourlanguage can engage us in serious philosophical discussions. He was,however, apprehensive about the gradual reduction in the scope <strong>of</strong> adialogue between philosophers and ordinary life.The first session chaired by Pr<strong>of</strong>essor Amita Chatterjee had twolectures, one by Pr<strong>of</strong>essor Sadhan Kumar Chakraborty and the otherby Shri Shibasis Chakraborty. There was a post-lunch debate sessionon “need <strong>of</strong> Philosophy in Schools and Higher Studies. Out <strong>of</strong> eighteenparticipants four <strong>of</strong> them spoke against the notion that philosophy is tobe taught in schools as well as university which shows that the majority<strong>of</strong> the young minds had similar thoughts. The day ended with the show<strong>of</strong> a film entitled Monchay Murshidabad. The second day had twosessions <strong>of</strong> which Pr<strong>of</strong>essor Shefali Moitra chaired the first session.The first speaker Shri Durjoy Ghosh viewed philosophy as a studywhich helps to build an analytical mind that can dispense our doubts.The second speaker, Smt. Swati Bhattacharya highlighted the differentconnotations <strong>of</strong> the term samvada and then shared her experience asa media person. There were other speakers, like Dr. Gopa Dutta, Dr.Prayash Sankar, Shri Tarun Datta and Dr. Sonidatta Bhattacharya.The entire session ended with Pranab Kumar Sen Memorial Prizedistribution ceremony. The prize was awarded to Smt. Ipsita Ray. Thiswas followed by a valedictory session.81

The inaugural address was given by Pr<strong>of</strong>essor M.Ramanathan, Vice-Chancellor; Annamalai University in which he pointedout that philosophy is fundamentally related to science and culture andspoke at large on the necessity <strong>of</strong> philosophy for the purposeful andmeaningful life <strong>of</strong> an individual in society. Dr. K. Mariappan, Hon’blemember <strong>of</strong> Human Rights Commission, Govt. <strong>of</strong> Tamil Nadu, deliveredthe keynote address and Dr. S. Rajendran, Dean, Faculty <strong>of</strong> Artspresided over the inaugural function. The seminar had the participation<strong>of</strong> academicians, research scholars, and students from various regionaluniversities and colleges. Pr<strong>of</strong>essor A. Appam Ramanujan, VivekanandaCollege and Dr. R. Murali, Head, Department <strong>of</strong> Philosophy, MaduraiCollege, Madurai spoke on the following topics:1. Philosophy and Science2. Ramakrishna Rao, Chairman, ICPR, in his openingremarks pointed out that the secret <strong>of</strong> success lies in hard work. The future<strong>of</strong> the country largely depends upon the activity <strong>of</strong> the younger generations.He urged the scholars to involve in incessant activities and contribute theirbest to the society.Dr. Karan Singh, in his Inaugural Address observed that India’s contribution tothe world lies in the fields <strong>of</strong> art, science, commerce, technology, architecture,music and above all these, philosophy. An eminent scholar, well-versed inSanskrit language and <strong>Indian</strong> Culture, Dr. Singh maintained that Vedas andthe Upanishads are the cream <strong>of</strong> <strong>Indian</strong> philosophy. He stressed that in theage <strong>of</strong> globalization, moral values are degrading. But the task <strong>of</strong> restoringthem lies in the hands <strong>of</strong> the students and researchers <strong>of</strong> philosophy. In hisInaugural Address, he also emphasized the contribution <strong>of</strong> the twentiethcentury <strong>Indian</strong> philosophers like Vivekananda, Sri Aurobindo, Gandhi, J.Krishnamurti and others.Pr<strong>of</strong>essor R.P. All the staff participated in the eventwith enthusiasm and received first, second and third position prizes both atHeadquarters and Lucknow Centre.MAJOR PROJECTS FOR THE FUTUREAn Interdisciplinary <strong>Research</strong> Project on National Identity: The ICPRorganized a Working Group comprising <strong>of</strong> a number <strong>of</strong> eminent peopleincluding two members <strong>of</strong> the Planning Commission to discuss a draftresearch proposal on National Initiative on Integration and InclusiveCommunity. Following these discussions, a research proposal seeking a grant<strong>of</strong> 45 crore rupees was submitted, which is currently under the consideration<strong>of</strong> the Planning Commission. A National Workshop on National Integration,Identity–Violence, a sequel to the earlier workshop held at Shimla wasorganized by ICPR in Collaboration with IIAS, Shimla, at North-EasternRegional Centre <strong>of</strong> ICSSR, NEHU, Shillong.<strong>Indian</strong> Institute <strong>of</strong> Philosophy: A proposal to start the <strong>Indian</strong> Institute <strong>of</strong>Philosophy (IIP) with an estimated expenditure <strong>of</strong> Rs. 38 crores during theEleventh Plan period is under consideration by the Government <strong>of</strong> India.The IIP is conceived as a virtual campus with floating faculty. As Shri ArjunSingh ji, Hon’ble Minister for Human Resource Development saw it: “It isan innovative concept in higher education, an interesting blend betweentraditional campus-bound universities and the distance mode <strong>of</strong> learning.”Regional Centres: The ICPR also made proposals for starting one RegionalCentre in South India during the Eleventh Plan Period. It is proposed to addmore Regional Centres as and when the necessary financial resourcesbecome available. It is hoped that these Centres will help to encourage andstrengthen philosophy in different regional languages. It is all too well knownthat we have in India a wealth <strong>of</strong> philosophical wisdom in <strong>Indian</strong> languagesthat needs to be identified, evaluated, translated and distributed across thecountry as well as in other parts <strong>of</strong> the world.87


CONCLUSIONThe ICPR has completed 26 years <strong>of</strong> its meaningful academic presence inthe country. All through the years, ICPR has striven to create an academicallyeventful history and legacy for philosophy and its allied disciplines in India.With the visionary and active leadership <strong>of</strong> Pr<strong>of</strong>essor K. Ramakrishna Rao,ICPR hopes to go from strength to strength and it is trying its best to live upto the purpose for which it was started and designed.Towards achieving this end, (a) numerous committees are constituted, (b) theirreports are being reviewed, (c) the necessary changes and improvementsin the existing programmes are being worked out, and (d) new projects andplans <strong>of</strong> action are proposed. For all matters relating to Lucknow Centre,steps are being taken to explore and obtain suitable space to accommodatethe Centre. Other activities will follow, once a suitable space to house theCentre is secured.The ICPR submitted extensive developmental proposals to the Ministry <strong>of</strong>Human Resource Development, which include among others steps: (1) toestablish the <strong>Indian</strong> Institute <strong>of</strong> Philosophy (2) to create Regional Centresfor the ICPR, (3) to organize Asian Philosophy Congress, and (4) to initiateseveral new-research programmes, including a research proposal for NationalInitiative on Integration and Inclusive community during the Eleventh fiveYear Plan.The new leadership at the ICPR is fully committed to complete transparency,total accountability, honest decision-making, and absolute commitmentto excellence in the service <strong>of</strong> students and scholars <strong>of</strong> philosophy in thecountry. At the ICPR, there is a new enthusiasm, vigor and vibrancy. With thesupport <strong>of</strong> the HRD Ministry, the cooperative collaboration <strong>of</strong> the community<strong>of</strong> <strong>Indian</strong> philosophers, the goodwill and understanding <strong>of</strong> media and friends<strong>of</strong> philosophy in the country, the ICPR not only hopes to simply survive butbecome a perennially functioning, effective and vibrant organization that thenation can be proud <strong>of</strong>.88

The balances reflected in the balance sheet and receiptand payment account as on 31.03.2009 are not tallying with broadsheetmaintained by the council in case <strong>of</strong> GPF and CPF account. During theyear 2008-09 the <strong>Council</strong> made reconciliation <strong>of</strong> various appearing inCPF and GPF account and major differences were sorted out. Some93


minor differences are still appearing which is need to be settled in thecurrent financial year.(iv) Previous year figures have been regrouped/recast wherever necessaryin the account.(v) Cash in hand, and Stock in hand at the closing hours <strong>of</strong> 31 March 2009as certified by the <strong>Council</strong>.(vi) Receipt & Payment AccountFollowing methodology has been followed in the preparation <strong>of</strong> Receipt andPayment and Income and Expenditure account regarding adjustment <strong>of</strong>loans and advances and expenditure incurred against academic and otheradvances.(a) The gross payments made for advance for academic programmes andother advances during the financial year are taken at payment side <strong>of</strong>receipt and payment account.(b) The credit side <strong>of</strong> each advance account is treated as receipt and shownas such in the receipt and payment account. The expenses incurredagainst the advances are credited in the ledger to adjust the advance.Similarly the balance received over and above the expenses is alsocredited in the account.(c) The balance outstanding in the advance account is asset and the sameis shown in the Balance Sheet.(d) The expenses incurred against the advances are booked under differentexpense heads, viz., seminar, meetings, etc. These expenses areshown in the Income and Expenditure account as expense.The adjustment <strong>of</strong> loans and advances is shown as receipt in Receipt andPayment account because expenses against these advances are shownunder different expense head and taken in Income and Expenditure accountas expense and in Receipt & Payment account also on the payment side.94
