InterAction has a series of PVO standards that each of its member NGOs must follow. These are<br />

compiled in an extensive document that serves as a guiding <strong>to</strong>ol <strong>for</strong> NGO management. The intent<br />

was <strong>to</strong> ensure and streng<strong>the</strong>n public confidence in<br />

<strong>the</strong> integrity, quality, and effectiveness of member<br />

organizations and <strong>the</strong>ir programs. The standards cover<br />

budgetary allotments, gender balance on governing<br />

boards, financial accountability, and hiring practices, and<br />

provide a baseline series of standards in management<br />

activities <strong>to</strong> promote professionalism and accountability<br />

among <strong>the</strong> InterAction members. 65<br />

The More Standardization, <strong>the</strong> Better<br />

A large part of <strong>the</strong> international NGO community<br />

promotes standardization and pro<strong>to</strong>cols because it<br />

ensures that such a wide-ranging body of organizations<br />

operating in such critical settings have some <strong>for</strong>m<br />

of accountability. All of <strong>the</strong> referenced guidelines,<br />

standards, and codes of conduct are common knowledge<br />

among <strong>the</strong> NGO community.<br />

Executive Summary<br />

NGOs employ many types of people,<br />

but are normally managed by seniorlevel<br />

professionals who come from<br />

years of NGO, government, military, or<br />

private sec<strong>to</strong>r careers.<br />

Some NGOs rely heavily on volunteers<br />

and interns, but most of <strong>the</strong> larger<br />

have developed a staff of experienced<br />

professionals who manage daily relief<br />

operations and humanitarian assistance<br />

ef<strong>for</strong>ts.<br />

NGO management structures<br />

are unique, but generally loosely<br />

structured, ground-up systems that<br />

permit fast and critical decision-making.<br />

NGOs hire and employ full-time and<br />

part-time contrac<strong>to</strong>rs <strong>for</strong> short and<br />

long-term projects, consultants,<br />

volunteers, interns and outside<br />

vendors.<br />

NGO personnel training is becoming<br />

more available, enabling NGOs <strong>to</strong><br />

train <strong>the</strong>ir work <strong>for</strong>ce in technical and<br />

general relief management techniques.<br />
